Abstract

Badan Anggaran DPR di penghujung tahun ini akhirnya menyetujui usulan remunerasi bagi 19 Kementerian/Lembaga pada tahun 2012 dari 25 Kementerian/ Le mbaga yang mengajukan usulan remunerasi. Tentu saja ini merupakan kabar gembira bagi para PNS yang ada di ke- 19 Kementerian/lembaga yang telah disetujui, termasuk juga PNS di lingkungan Lembaga Administrasi Negara (LAN). Program reformasi birokasi yang digalakkan oleh pemerintah untuk memperbaiki kinerja birokrasi di jajaran negeri dengan memberikan kompensasi atas kinerja memang membutuhkan proses yang panjang. Termasuk LAN yang hams mengikuti seluruh prosedur dan ketentuan yang telah ditetapkan oleh Tim Reformasi Birokrasi. Sekedar mereview, secara garis besar, proses pelaksanaan reformasi birokrasi dimulai dari pengajuan usulan reformasi birokrasi oleh Kementerian/Lembaga kepada Tim Reformasi Birokrasi Nasional. Selanjutnya Unit Pengelola Reformasi Birokrasi Nasional akan melakukan penilaian kelengkapan dan verifikasi lapangan. Hasil Penilaian akan disampaikan kepada Tim Reformasi Birokrasi Nasional.

Abstract

Faucets democracy that is currently underway has given a tremendous effect in many aspects, especially in the context of political and press freedom. These two aspects are very concerned when we noticed lately. However, the dynamics of the political parties have become food for the print and electronic media in any preaching. No exception is mass media attention in every event of political contestation at all levels, both at the provincial, district / city. Role of the press as a means of political communication to form a self image of the candidate is believed to bring sufficient influence on the preferences of voters in 26 districts/cities in West Java Province. This study aims to determine how the frame (framing) reporting by mainstream media outlets that the authors consider to have influence in the province of West Java. Media is used as an analytical tool is Mind and Sept tar Indonesia West Java edition. Both authors use this medium as an analysis of the material because it has a special column that reported the development of the West Java guvernour election.

Abstract

The government's efforts to achieve good governance in accordance with public demand have been realized, by the issuance of Law no. 14 of 2008 on Public Information. Follow-up of the enactment of Law no. 14 In 2008 it was the establishment of the Public Information Committee at the central, provincial and regency / city. The fundamental reasons of public disclosure are none other than to encourage public bodies at all levels of an organization or unit is more transparent to the public (society). Moreover, the principle of transparency is a part of good governance. This study aims to determine the type of information requested by the community and what the barriers faced by those that took him to the realm of mediation and adjudication non-litigation at the Information Commission's Central Java province. The primary data used in this study is dispute information submitted to the Commission of Public Information of Central Java Province. Techniques of data collection conducted by an interview of Commissioner KIP to obtain further information regarding general dispute information submitted by the applicant as a community. The conclusion is still a lot of public bodies are not ready to fully open in providing information requested by the community. This is because the nature of the bureaucracy that had been closed. They also worry if the information requested by the public will be abused to their interests.

Abstract

Bureaucratic reform is one of the government programs that are projected to improve the performance of services to the community. Suck we all know, the public demand for the bureaucracy that serves the expectations of many parties. So far, the focus of bureaucratic reforms directed to government agencies at the central level. Subsequently, in 2013, in addition to government institutions at the central level, some regions consist of provinces, districts, and the city also became a pilot project under the supervision of bureaucratic reforms Ministry of Administrative Reform and Bureaucratic Reform. A pilot project areas bureaucratic reform policy is Jabar Banten provincial government and the provincial government. The results showed that the challenges faced by local governments are quite varied. There are many factors that cause this, factors such as leadership, bureaucratic mindset, and regional characteristics.
