Abstract

Lahirnya Undang-Undang Nomor 6 Tahun 2014 tentang Desa telah membawa angin segar untuk percepatan pembangunan desa dan kawasan pedesaan, dimana salah satu perubahan mendasar adalah adanya pengakuan (rekognisi) terhadap fungsi desa sebagai self-governing community sejalan dengan local self goverment. Di Provinsi Sumatera Barat, eksistensi desa ini diatur melalui Perda Provinsi Sumatera Barat Nomor 7 Tahun 2018 Tentang Nagari. Salah satu nagari yang telah menerapkan Artikel ini akan menganalisis dan mendeskripsikan model community governance di Nagari Taram. Kesimpulan artikel ini yaitu Nagari Taram masih memegang tinggi nilai adat, sehingga pemerintah nagari berkolaborasi dengan tokoh adat dan agama dalam pembangunan dan penyelenggaraan pemerintahan nagari. Pemerintah nagari bertindak sebagai pembina dan pendamping, sedangkan masyarakat melaksanakan di bawah komando dari niniak mamak kaum. Dengan adanya pelibatan tokoh adat dan agama, rasa memiliki dan rasa bernagari menjadi tinggi di Nagari Taram

Abstract

This study aims to determine the development of Nagari financial resources, know the development of innovations in Nagari development programs and activities, and find out the impact of the development of nagari financial resources on the innovation of nagari development programs and activities before and after the enactment of Law No. 6 of 2014 concerning Villages in South Solok Regency. The research method used is qualitative with interview and documentation data collection techniques. Descriptive analysis research type. The findings of this study are: 1) Nagari financial resources have increased by more than 100% in 2015 and 2016 as a result of the implementation of Law Number 6 of 2014 concerning Villages, but the nagari financial independence is very low, because of the small contribution of native nagari income, 2) shopping Nagari for development is still dominated for physical development, and is still lacking for empowerment activities. 3) the improvement of nagari financial resources has not had a significant impact on program planning innovations and nagari development activitie

Abstract

Nagari Rancak is the name for the nagari who won achievements in the village race with the level of West Sumatra Province as an instrument to evaluate the development of the village (nagari) in accordance with Minister of Home Affairs Regulation No. 81 of 2015. Nagari rancak who has achieved various achievements is assumed to have implemented Nagari in accordance with the principles of good local governance and collaborative governance. Based on these phenomena, the objectives of this study are: (1) to describe the profile of the nagari rancak after the enactment of Law Number 6 of 2014 concerning Villages in West Sumatra Province; (2) identify stakeholder actors in the nagari rancak in West Sumatra Province; (3) describe the interaction of stakeholders in collaborative governance in the nagari in West Sumatra Province, and (4) describe the success of collaborative governance in nagari rancak in West Sumatra Province. This study included the type of qualitative research with descriptive analysis. Data sources are stakeholders in the administration of the nagari government as informants and the nagari assessment team is ambitious as triangulation. Data collection through interviews, documentation and observation. The research location was in 9 (nine) nagari which won 1st, 2nd and 3rd place in the provincial nagari competition in 2015, 2106 and 2017. The results of the study found that: (1) Ambiguous Nagari has varied economic potential, has many achievements and variations actors who collaborate in organizing the nagari government. (2) Governance actors collaborating with the nagari government starting from the nagari, sub-district, district, provincial and national levels. The realization of this collaboration was greatly influenced by the existence of self-disclosure and initiatives from Wali Nagari and Alat Nagari. (3) Collaborative actor governance occurs at every stage of the administration of nagari governance, namely planning, budgeting, implementing, monitoring and accountability. However, the most intensive actor interaction at the planning and implementation stages of programs and activities at the nagari level. (6) Collaborative success can be seen from eight indicators according to Goldsmith and Kettl (2009), namely networked structure, commitment to common purpose, trust among participants, governance, access to authority, distributive accountability, informant sharing, and access to resources.

Abstract

The limited ability of the Village Government to be able to manage the potential of the village, and the demands of village community participation, it is necessary to establish a Village Community Organization and a Village Customary Institution based on the Minister of Home Affairs Regulation No. 18 of 2018. The research aims to describe how the roles and working relationships of the Community Institutions and Customary Institutions in Nagari Lubuk Gadang Timur. The study was conducted with a qualitative descriptive approach, collecting data through interviews and observations. As informants namely Wali Nagari, Nagari Apparatus and Administrators of Social Institutions at the Nagari Level. As a triangulation informant, they were Village Facilitators, Sangir Sub-District Officers and Social Service and Community Empowerment Officers in South Solok Regency.Based on the results of the study found that: 1) several social institutions and traditional institutions in the village of Lubuk Gadang Timur have carried out their role but only based on an agreement in the form of AD / ART which was compiled internally by the institution. 2) the number of institutional management is less active due to the lack of knowledge and understanding of the important role of community institutions and traditional institutions in the nagari, 3) The non-functioning of programs and activities of social institutions as expected due to ineffective work relations among fellow community organizations including those with social institutions village government, and 4) lack of capacity of village equipment in formulating village legal products in the form of village regulations, which are innovation and village specific. Based on these four things, it is necessary to provide assistance in the drafting of nagari regulations on the Role and Relationship of Social Institutions and Traditional Institutions in Nagari Lubuk Gadang Timur which will subsequently be stipulated as Nagari Regulations by the Nagari Consultative Body with the Nagari Government.
