Abstract

Children as the next generation must get the rights of certainty, development and growth . Government must have effort to protect their right was outlined in the child protection policies, programs and activities to ensure the fulfillment of children's rights, so that children can live, grow, develop and participate optimally in accordance with human dignity, as well as protection from violence and discrimination. One of the policies to guarantee the rights of the child is Kota Layak Anak Programm. One cluster of this program is The ciivil rights and freedoms. The Civil rights and freedom includes the right to identity, identity protection, the right of expression and speech, the right of thought, conscience and religion, freedom of association and peaceful assembly, the right to protection of private life, the right of access and adequate information, the right of free of punishment and torture, this study aims to determine how  cluster civil rights and child development in the development of the  children friendly city in Serang. The method used is qualitative ,data collection techniques of documentation and interviews. The main source of data is secondary data. The results showed that the achievement  on the cluster of civil rights and freedoms of children still less, some local district children civil right owner still less than fifty percent, we can’t find children forum in every vilage, free playground is limited . Preparing to developing Kota Layak Anak in Serang City actually only make a policy , not yet planning action. Our recommendations are: the first necessary to set up groups of children to support the creativity of children, the second  to increas the function of children communication forum .Keywords: Children, civil rights, freedom

Abstract

There are several problems in the Non-Cash Food Assistance Program (BPNT) in Tembong Village, Cipocok Jaya District, Serang City, among others: poor understanding of the Duties, Principals and Functions of Regulations Regarding BPNT Program Distribution in Tembong Village, causing the condition of the available human resources to be of poor quality in implementing the program. BPNT, the socialization of the Non-Cash Food Assistance Program (BPNT) has not been carried out optimally so that the community is not aware of the existence of the Non-Cash Food Assistance Program (BPNT) in the Tembong Kelurahan, the attitude of the implementers of the Non-Cash Food Assistance Program (BPNT) in the Tembong Kelurahan is still less responsive. The purpose of this study was to find out how the attitude of the implementation of the non-cash food assistance program (BPNT). The theory used is the implementation theory of Van Metter and Van Horn, the research method used is qualitative. The results of this study The implementation of the Non-Cash Food Assistance Program (BPNT) has not run optimally because of the lack of available budget that makes the socialization process uneven and the facilities and infrastructure experience problems when distribution Keywords: Policy Implementation, Non-Cash Food Assistance Program (BPNT)

Abstract

Penerapan Standar Pelayanan Minimal (SPM) pendidikan menengah menjadi fokus Pemerintah Provinsi Banten sebagai upaya implementasi penyelenggaraan urusan wajib pelayanan dasar. Penelitian ini membahas mengenai evaluasi penerapan SPM Pendidikan Menengah yang dilakukan Dinas Pendidikan dan Kebudayaan Provinsi Banten dengan pendekatan teori evaluasi kebijakan publik CIPP (Context, Input, Process, Product). Penelitian ini diharapkan dapat memberikan saran masukan bagi Pemerintah Provinsi Banten dalam Penerapan SPM. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Berdasarkan hasil penelitian, penerapan SPM Pendidikan Menengah di Provinsi Banten belum optimal. Pada dimensi Context menunjukan Pemerintah Provinsi Banten telah mengintegrasikan muatan ke dalam dokumen RPJMD Provinsi Banten Tahun 2017-2022, diperlukan strategi untuk mendorong dan memberikan fasilitasi kepada satuan pendidikan dalam peningkatan Standar Nasional Pendidikan (SNP) dan upaya strategis percepatan sertifikasi pendidik dan pemetaan dan penambahan guru agar rasio guru dan siswa pada jenjang SMA dan SMK di Provinsi Banten. Pada dimensi Input, aspek sumber daya manuasia dan alokasi anggaran sudah cukup memadai, namun perlu dibentuk tim SPM Pendidikan Menengah tingkat Dinas untuk peningkatan pemahaman dan percepatan pemenuhan SPM pendidikan menengah. Pada dimensi Process, capaian indikator kinerja persentase guru SMA dan SMK bersertifikat pada Program Peningkatan Mutu Pendidik dan Tenaga Kependidikan di bawah 50 persen dengan katagori sangat rendah, yang dihadapkan pada permasalahan terbatasnya kuota peserta program Pendidikan Profesi Guru (PPG) dari Pemerintah Pusat. Pada Product, cakupan pemenuhan SPM Pendidikan Menengah di Provinsi Banten belum semuanya terpenuhi. Kata kunci: Evaluasi, Standar Pelayanan Minimal (SPM), pendidikan menengah, kebijakan publik.
