Abstract

Abstract: This study intends to reveal the advantages as well as the weaknesses of the implementation of the concept of good governance in changing the workings of the bureaucracy as a public servant and the lack of bureaucratic ability to involve the community through public consultation. The method used is qualitative with descriptive-analytical methodology, which aims to describe, record, analyze, and interpret the conditions that occur about concepts such as bureaucracy as an extension of the state in exercising its authority, and governance as a basic guide in the management of public sectors which was done in this period was used to limit the process of mutual bonding between the community and the regional government bureaucracy. The results and findings of this paper are in the form of literature review based on the study of the implementation of e-procurement that has been done in several local governments in Indonesia, namely the emergence of the concept of governance, which mengintroduksikan the idea of ending the state domination in managing public life, it can be read as an effort from the countries superpower to perfect the ideology of liberal democracy that has been widely embraced by developing countries including Indonesia.Keywords: Governance, E-Procurement, Bureaucracy and Public Policy. Abstrak: Studi ini bermaksud untuk mengungkap kelebihan sekaligus kelemahan dari implementasi konsep good governance dalam merubah cara kerja birokrasi sebagai pelayan masyarakat dan lemahnya kemampuan birokrasi untuk melibatkan masyarakat melalui konsultasi publik. Metode yang digunakan adalah kualitatif dengan metodologi deskriptif-analisis, yang bertujuan untuk menggambarkan, mencatat, menganalisa, dan menginterpretasikan kondisi yang terjadi mengenai konsep-konsep seperti birokrasi sebagai perpanjangan tangan negara dalam melakukan otoritasnya, dan governance sebagai panduan dasar dalam pengelolaan sektor-sektor publik yang dilakukan pada masa ini ternyata dipergunakan sebatas untuk mendetailkan proses terjalinnya ikatan timbal-balik antara masyarakat dengan birokrasi pemerintahan daerah. Hasil dan temuan dari tulisan ini adalah berupa literature review berdasarkan kajian dari penerapan e-procurement yang telah dilakukan di beberapa pemerintahan daerah di Indonesia yaitu munculnya konsep governance yang mengintroduksikan ide diakhirinya dominasi negara dalam mengelola kehidupan publik. Hal tersebut merupakan upaya ideologi demokrasi liberal yang mulai banyak dianut oleh negara-negara berkembang termasuk Indonesia.Kata Kunci: Governance, E-Procurement, Birokrasi dan Kebijakan Publik.

Abstract

AbstractDirect election born from the passion for the welfare of society and the acceleration of development in the area. Voters factors have an important role in the success of direct election. Smart voters are not like pupets which cannot be separated from the master’s control. The voters who think rationally and logically will take the initiative not to use their right to vote. Conceptually, they have higher participation quality, but unfortunately, this higher quality is being discriminated by a concept where the quality of an election is showed by the quantity of people participating in it. Therefore, non voting behavior phenomenon in Medan should become learning for everyone taking a part in electoral democracy, generally in Indonesia and especially in Medan and North Sumatra.Keyword: Non Voting Behavior, Election AbstrakPilkada langsung lahir dari semangat untuk mewujudkan kesejahteraan masyarakat dan percepatan pembangunan di daerah. Faktor pemilih memiliki peranan penting dalam menyukseskan Pilkada langsung. Pemilih yang cerdas bukan seperti wayang yang tidak bisa lepas dari kendali dalangnya. Pemilih yang menggunakan nalar dan rasionalitas yang baik dengan mengambil inisiatif untuk tidak menggunakan hak pilihnya, secara konseptual sebenarnya memiliki kualitas partisipasi yang lebih tinggi, namun sayangnya justru kualitas yang lebih tinggi ini sering terdiskriminasi oleh pemahaman bahwa kualitas pemilu harus ditunjukkan oleh kuantitas orang yang menggunakan hak pilih. Oleh sebab itu, Dengan besarnya perolehan fenomena perilaku tidak memilih atau golput yang terjadi di Kota Medan ini, dapat menjadi pembelajaran bagi semua pihak yang terlibat dalam proses demokrasi elektoral di Indonesia secara umum dan Kota Medan, Sumatera Utara secara khusus.Kata Kunci: Perilaku Tidak Memilih, Pilkada

Abstract

This article is based on research in Gereja Kristen Indonesia (GKI, Indoensian Christian Chruch) Yasmin Bogor as a case study. It has been years for the community to struggle for gaining permission to legally build the church. Court has decided to allow the community to use the building for religius activities. However, practically, the court's decision cannot be implemented because there was pressure for some parties, including from the local government, to refuse the operation of the church. The study is aimed to identify the dynamics and difficulties of being minority in a nation-state, called Indonesia. This lengthens the list of acts of intolerance and violence on minority within a democratic government, in which majority is still preferred. There is a celar need for changing the mindset of the state and society to resolve conflict based on religious belief, to enable equality in economy, politics and religious life.
