Abstract

Social conflict that occurred in Indonesia with a religious background is very concern. Religious pluralism should be the yardsticks religious tolerance in the midst of diversity, tolerant attitude of trust with fairness in order toward a civil society. In addition modernity allegedly subverts the social order because it creates an unfair economic system.  The purpose of this writing to discuss religious pluralism with the value contained in it in terms of thinking Dawan Rahardjo, Nurcolish Madjid and John Hick with a contribution of modernity against the onset of social conflict. The research of religious pluralism in Indonesia namely according to Rahardjo addressed as a social integration as the Foundation behave because actual religions taught the values of public virtue while Madjid argued civil society is Home of democracy with an ethic of community as the quality of the life of democracy. Hick States pluralism as centering yourself towards the single reality of centering (of God) through different forms and ways. This diversity is vulnerable to conflict because of modernity triggered poverty, environmental destruction and communal violence. Therefore strengthening the education of multi religious and ethical global College absolutely implemented in an effort to create a civil society

Abstract

Disaster management is one form of service for the public, which in practice should be managed properly in order to reduce suffering and loss due to a disaster. A descriptive qualitative research shows that changes in mindset and cultural set as initial steps the administration reform in disaster relief in Pacitan Regency need to focus on the activities of the anticipation of disaster which was formed by local stakeholders. This requires awareness of local awareness, commitment, and development efforts are oriented on the anticipation of tsunamis, landslides and flooding.

Abstract

The provision of services to the community is the main obligation for the Governmentthrough the service delivery process, is to act as a catalyst that accelerates the process inaccordance with procedures. Policy as a series of actions / activities proposed by aperson, group or government in a particular environment where there are obstacles(difficulties) and opportunities for implementing the proposed policy in order to achievecertain goals. The research used in this study is descriptive research with a qualitativeapproach. The focus of this research was taken based on the policy implementation modelproposed by the Model George C. Edward III. 4 (four) variables that influence policyimplementation, namely communication, resources, disposition, and bureaucraticstructure. The results of the study show that the implementation of Malang MayorRegulation No. 90 of 2004 concerning Recommendations for City Park Utilization in theHousing and Settlement Areas of Malang City Parks has not been running optimally. Thisis seen from the uneven distribution of information regarding recommendations for theuse of the park to the people of Malang City. In addition, there is still a lack of facilitiesand infrastructure in delivering information regarding permits to use the park. There arestill deficiencies in the variables resulting in the implementation of the policy has notbeen successful. So that improvements are still needed in each system.
