Abstract

ABSTRAKTujuan penelitian ini adalah untuk menganalisis keterlibatan pejabat notaris terhadap perbuatan melawan hukum dan turut serta melakukan tindak kejahatan dalam pemalsuan dokumen dan menganalisis pertanggungjawaban atas keterlibatan pejabat notaris terhadap perbuatan melawan hukum dan turut serta melakukan tindak kejahatan dalam pemalsuan dokumenPenelitian ini adalah dengan pendekatan yuridis-normatif yang bersumber dari pengumpulan data yang diperoleh dari data primer dan data sekunder, kemudian dianalisis dengan metode analisis kualitatif. Teknik pengumpulan data yang digunakan adalah studi kepustakaan (undang-undang, pendapat para ahli dan literatur-literatur buku mengenai penelitian ini). Teknik analisis data menggunakan analisis data kualitatif.Hasil temuan peneliti menunjukkan bahwa akibat hukum bagi notaris yang melakukan pemalsuan dokumen yaitu pihak penghadap/korban mengalami derita kerugian atas terbuatnya suatu akta yang mengandung keterangan palsu oleh notaris. Akta palsu yang telah dibuat dapat dibatalkan. Pembatalan akta adalah menjadi kewenangan hakim perdata, yakni dengan mengajukan gugatan secara perdata kepengadilan serta menurut Undang-Undang Jabatan Notaris (UUJN) dapat dikenakan Sanksi Administratif/Pelanggaran Kode Etik Profesi Notaris berupa teguran lisan, tertulis sampai dengan pemberhentian dengan tidak hormat dari Majelis Pengawas dan Sanksi Keperdataan pasal 1365 KUHPerdata tentang ganti kerugian. Pertanggungjawaban pidana bagi seorang notaris apabila terbukti notaris melakukan tindak pidana pemalsuan surat maka notaris bertanggungjawab secara pribadi atas apa yang menjadi tugas serta kewenangnnya. Berkaitan dengan pertanggungjawaban pidana, seorang notaris dapat dikenakan pidana penyertaaan yang ada pada pasal 55 dan pasal 56 angka (1) dan (2), akibat kelalaiannya atas pmalsuan surat yang dilakukan oleh pekerja notaris.Kata Kunci : Notaris, Tindak Pidana, Pemalsuan Dokumen. ABSTRACTThe purpose of this study is to analyze the involvement of notary officials against unlawful acts and participate in committing crimes in falsifying documents and analyzing the accountability of the involvement of notary officials against unlawful acts and taking part in committing crimes in the forgery of documentsThis research is a juridical-normative approach that comes from collecting data obtained from primary data and secondary data, then analyzed by qualitative analysis method. Data collection techniques used are literature studies (laws, expert opinions and book literature on this thesis). Data analysis techniques used qualitative data analysis.The findings of the researcher indicate that the legal consequences for the notary who do forgery of the document that the victim / victim suffers from the loss of a deed containing false information by the notary. Fake deeds that have been created can be canceled. The cancellation of the deed shall be the jurisdiction of civil judges, namely by filing a civil lawsuit as well as according to the Notary Law (UUJN) Law may be liable to Administrative Sanctions / Violations of the Notary Profession Code of Ethics in the form of oral reprimands, written up to disrespectful discharge from the Supervisory Board and Civil Sanction article 1365 Civil Code about compensation. Criminal liability for a notary if a notary is found to have committed a fraudulent crime of a letter, the notary is personally liable for his or her duties and responsibilities. With regard to criminal liability, a notary may be subject to criminal sanction in article 55 and article 56 numbers (1) and (2), due to his negligence on the counterfeit letters made by notary workers.Keywords: Notary, Crime, Document Fraud

Abstract

Indonesia is a country in a tropical climate where the number of highlightning days per year is high. Transmission lines are one of the systems often affected by lightning disturbances directly or indirectly by lightning stroke. In this paper to minimize the occurrence of these disturbances, a lightning strike protection system is needed by using one or two grounding wires installed above the phase wire, this ground wire is grounded through the tower body by using a counterpoise grounded a few meters below the tower footing. Then, the simulation is running using the MATLAB r2016a Syntax to reduce the cross-arm voltage then minimize the back-flashover by increasing the size of the grounding electrode. The simulation result shows that the value of crossarm voltage is 2056,1 kV with a resistance value is 9,8 Ohm causes back-flashover. Then the electrode size was added so that the resistance value changed to 5.32 Ohm and the crossarm voltage value decreased by 1323.4 kV so that back-flashover could be minimized.Keywords: Direct Stroke, Counterpoise, Back-flashover

Abstract

Power factor is one of the problems in the electric power quality improvement. Power factor value that is too low can result in some electrical equipment can not operate properly. In many ways, low power factor need not cost cheap. To assist in the use of power factor correction capacitor banks to provide reactive power in the system. To improve the power factor is low, then the study will be compensated automatically by using smart relay as a switch to the capacitor bank. Abstract

PT. Chevron Pacific Indonesia is an exploration company oil and gas fields, which is one of the combustible material. Therefore, the risk in case of technical and non-technical disruptions that could generate sparks it will be very fatal. One interference that may cause a threat to life safety of the workers is the arc. Large arc energy generated depends on the working time safety system due to short-circuit current interruption, the incident energy calculations will be used as a reference in determining the appropriate safety equipment for workers. From the calculation results based on the IEEE 1584 2002 obtained the magnitude of the incident energy is varied, depend on fault clearing time of protection system.Keywords : Arc Flash, Incident Energy

Abstract

The growth amount of Kampar Regency resident is 14.57%, is growth has increased the need of electrical energy. Therefore to make the electrical consumption supply at Kampar Regency sustainable, it needs electrical energy consumption forecast. This paper purposes electrical demand forecasting for 2016-2025 to predict the level of consumption (demand) of electricity per sector tariffs for PT. PLN (Persero) Rayon Bangkinang regency. Data required for this research was included PLN data on the number of customers and energy consumption in each tariff level sub period 2014-2016 and data of alternative energy potential (Biogas) in kampar regency is utilized as a source of electrical energy. The mechanism of forecasting is composed by following processes, firstly demand is calculated based on the amount of electrical energy consumption activity and the amount of electrical energy consumption per activity (energy intensity). Next, once those data is obtained and it is calculated and analyzed by LEAP (Long-range Energy Alternatives Planning System). In the end the result will compared to data from PT. PLN. In 2016, base PLN data was 17.868 MWh. In other hand, the data from LEAP software was 17.868 MWh. The difference is only on energy consumption of one sector while in household sector from PT. PLN was 12.844 MWh, but data obtained from LEAP software was about 12.845 MWh. The results obtained from the electrical energy demand forecast is totally in the year 2016-2025 shows a positive trend that is increasing from 17.868 to 43.514 MWh. The average growth per year is 10,39%. With so large number growth in demand for electrical energy in the region of PT. PLN (Persero) Rayon Bangkinang, it is needed a new plant that will be able to fill the needs of electrical energy in the future. In kampar regency by 2015 there are 30.473 cows that can be used for biogas energy sources, the potential of electrical energy that can be utilized from cows dung processing into biogas energy is 21,273 MW.Keywords: LEAP (Long-range Energy Alternatives Planning System), energy consumption prediction, electrical energy demand forecast.

Abstract

Pome is one of liquid waste from palm oil mill. There’s quite big amount of this waste which can be converted to a biogas and used as an electrical energy source. In this research, we conduct a survey to ultilization POME use as a raw material for biogas power plant at pt ramajaya pramukti which is located in kampar regency riau province. pt ramajaya pramukti is a palm oil mill that has a palm oil production capacity of 60 ton / hour. Type of data used in this analysis is a secondary data which includes FFB data and the discahrge of waste produced by the factory itself. In january 2017 PT.Ramajaya Pramukti process 20,722.799 ton of FFB and produce 11,056 m3 of pome. The lowest ffb processing is occured in june 12,363.807 ton which produce 7,079 m3 of pome. This result of pome utilization potential in pt ramajaya promukti is used as a raw material for biogas power plant which generate electricity as big as 4.09 mwh in January 2017 and 2.12 mwh in june 2017.. Abstract

The substation is are an important part of the electric power system to distribute electric power to other substations. Substations have the potential to experience disturbances, one of which is lightning strikes and overcurrents. To avoid the possibility of dangerous interference, the substation must have a grounding system that meets safe standards for equipment and people around the substation’s area. The grounding system is a part of the electric power system which has the function of grounding in the event of a disturbance. In this study, the construction method (grid-rod) was used to analyze the grounding system at the 150 kV Maninjau substation. From the calculation results, the total fault current is 1732 A, the grounding grid resistance is 0.115 Ω, the mesh voltage value is 42,96 V, the permissible touch voltage is 991.1 V, the step voltage is 103.92 V and the permissible step voltage is 3298.2 V. The total length of conductors for the earthing grid used is 3390,5 m with 11 conductors parallel to the X axis and 23 parallel to the Y axis. Keyword : substation, fault, grounding, grid-rod

Abstract

To increase the production capability of palm oil mills, good technical knowledge is required in the operation of the equipment in the factory. With the aim of getting maximum results, do not ignore quality of the resulting production. The first equipment in a palm oil processing plant is a sterilizer. Sterilizer is a pressurized vessel used to boil palm oil. Sterilizer uses steam as a heating medium derived from a steam turbine. After the fruit stew process is complete, then the residual steam from the sterilizer can be used to produce electrical energy so that the remaining boiled steam is not wasted into the environment. The result of study obtained to energy value of high pressure turbine is work 1233.93 KW, the low pressure turbine is work 1389.36 KW. Thermal efficiency of high pressure turbine 48.64%, and thermal efficiency of low pressure turbine 54.84%. From the utilization of flue gas, thermal efficiency increases 6.2%.
