Abstract

This study aims to answer conceptual and practical questions about how the concept of merit systems in human resource management, and how to design and implement merit systems abroad. The method applied is Systematic Literature Reviews, which is a literature review method that identifies, evaluates, and interprets all findings on a research topic to answer previously determined research questions. It can be concluded that the concept of merit system in human resource management is a system that places employee competency and performance as the main considerations in selection and promotion. Until now, there is no single design of a merit system that is universal, because each country will make adjustments to their respective legal, social andcultural systems. Furthermore, as a relatively new system in Indonesia, the initial dynamics of the implementation of the merit system were still tinged with various technical and political problems at the regional level. Abstract

The purpose of this research is to determine the extent to which leadership style and cultural norms at the Department of Population and Civil Registry of Pekanbaru City have an impact on the level of employee performance there. Descriptive statistical analysis, which takes a quantitative approach, is the method of analysis that was utilized in this particular piece of research. Through the use of questionnaires and surveys, as well as the selection of respondents at random from the total population, a total of 54 individuals provided responses. The data from the respondents were put through several statistical data processing steps before the hypothesis was put to the test. These steps included checking the validity and reliability of the data, which included making assumptions about things like normality, homoscedasticity, and multicollinearity. After that, continue with the analysis of multiple linear regressions and the t test. In addition, based on the findings of the statistical analysis, the following results were obtained: that the influence of entrepreneurial leadership factors and organizational culture had a positive and significant effect on employee performance

Abstract

This study aims to determine the effect of government leadership, organizational culture and government bureaucracy on the performance of Regional Apparatus for Managing Regional Original Revenue managers in Jambi City. This research uses a quantitative approach with the post-positivism paradigm method, which is looking for facts and the relationship between the variables and this approach also explores the causal relationship between the variables. The results of the study found Government Leadership had a positive and significant effect on the Performance of Regional Apparatus for Managing Regional Original Revenue Managers in Jambi City, Organizational Culture had a positive and significant impact on the Performance of Regional Apparatus for Managing Regional Original Revenue Managers in Jambi City, Government Bureaucracy had a positive and significant effect on the Performance of Regional Apparatus for Managing Regional Original Revenue Managers in Jambi City and finally Leadership Governance, Organizational Culture and Government Bureaucracy together have a positive and significant impact on the performance of Regional Apparatus for Managing Regional Original Revenue managing in Jambi City.

Abstract

AbstractThe government is obliged to provide good public services for its people, but the low performance of the apparatus and the still complicated bureaucracy causes public services to be not optimal and it is not uncommon to receive complaints from the public. It happened in the city government of Pekanbaru as well. To effectively serve the public, it is necessary to cultivate the right mindset and attitude. This study's goal is to shed light on how organizational culture can be leveraged to boost the efficiency of Pekanbaru's government institutions. This study takes a descriptive, qualitative approach to presenting its findings. According to the findings, the performance issues of Civil Servants will be implemented and fulfilled if the organization maintains its organizational culture. Maintaining a positive climate is one way in which organizational culture can boost performance, so a high level of performance can be expected when the culture is strong. Conversely, a low level of performance can be expected when the culture is weak.Keywords: Organizational Culture, State Civil Apparatus, Public Service.
