Abstract

AbstrakSelama berabad-abad, Sungai Mekong telah menjadi pusat kehidupan bagi masyarkat yang ada di enam negara tepian sungai, yaitu: Kamboja, Myanmar, Laos, Vietnam, Thailand, dan Tiongkok. Secara geografis, sungai ini mengalir melalui negara-negara tersebut sejauh 4.900 km. Sungai Mekong menciptakan Daerah Aliran Sungai (DAS)seluas 795.000 km² yang terdistribusi antara Uper Mekong River Basin, yang terbentuk oleh Tiongkok (21%) dan Myanmar (3%), serta Lower Mekong River Basin, yang terdiri Laos (25%), Thailand (23%), Kamboja (20%), dan Viet Nam (8%) (FAO, 2011). Untuk memenuhi kebutuhan masyarakat atas Sungai Mekong serta subkawasannya, negara-negara tepi Sungai Mekong telah mengembangkan beberapa inisiatif kerja sama lintas batas di antara mereka. Greater Mekong Subregion (GMS) dan Mekong River Commission [MRC] adalah contoh dari kerja sama lintas batas yang sudah terjalin di antara negara tepi Sungai Mekong. Selain itu, juga ada beberapa kerja sama lain yang mencakup seluruh atau sebagian dari subkawasan Mekong, tetapi tidak secara khusus fokus pada Sungai Mekong, yaitu ASEAN-China Free Trade Area (ACFTA) dan Komunitas ASEAN. Kondisi ini menciptakan kompleksitas hubungan antara kerja sama di subkawasan Sungai Mekong. Tulisan ini menganalisis beberapa masalah yang ada ataupun potensi masalah yang mungkin muncul akibat kompleksitas kerja sama di subkawasan tersebut, seperti kemungkinan adanya tumpang tindih kerja sama; serta perbedaan kepentingan masing-masing negara tepi Sungai Mekong yang muncul akbat adanya perbedaan profil negara-negara tersebut. Analisis dalam tulisan ini disusun berdasarkan pada penelitian lapangan di beberapa tempat, yaitu: Vietnam, Laos, dan Thailand pada tahun 2015.Kata kunci: kerja sama lintas batas, negara-negara ASEAN bagian utara, GMS, MRC, Sungai Mekong, konektivitas

Abstract

ndonesian government has implemented new paradigm on the land border area management by combining security and prosperity approaches. This Evaluative research compared Entikong border area condition in West Kalimantan when the combined-approach based policy is implemented, with the condition before. The result showed that this policy is potensial to solve infrastructure weakness, trade dependence on Malaysia, poor education, threat to nationalism, and lack of coordination among institutions. But, this combined approach also proved lack of attention toward socio-culture aspect in local community. This research recommends Indonesian government to ask for active society involvement in decision making process and implementation of the policy on the land border area management. Thus, the objectives of security, prosperity, and socio-culture will be reached together.
