Abstract

Many studies merely focus on discussing the benefits of open government, but the negative effects of open government in a variety of published literary works are limited. The advantages of open government are for citizens to get easier access to data and government activity, regulation, and policies. A particular purpose of the research explores the conceptual theoretic from a variety of scientific literature and to understand the negative effects of open government. The method in this research article is a synthesis of qualitative research approach to meta-theory analysis. Data in the research is processed deductively from a variety of scientific literature. The results of the research study aim to explain open government, or open data is not necessarily to generate transparency in government activities. Participation and collaboration in some cases are still considered yet they significantly support open government. It is because a concept may not be appropriate in different places that were affected by the characteristics of the socio-cultural, economic, and democracy of a nation.

Abstract

Adaptive governance involves and directs performance towards achieving results in an increasingly competitive environment. Coastal zones and natural resources are important to be managed, offering opportunities and challenges to enhance sustainable economic, socio-cultural development. The purpose of this study is to explore various cases related to the management of coastal areas. Specifically, to adaptive governance that has developed as an analytical approach to understanding natural resource that takes its foundation from social and ecological system dependence. Meta Theory is used to provide arguments for the dimensions of adaptive governance. Several cases were chosen deliberately to strengthen the research argumentation. Thus, the use of adaptive governance in coastal zone provides opportunities for community to manage various coastal area issues. Therefore, this study provides information that the trend to increase community involvement is greater. Adaptive governance of coastal zone provides new economic growth for local communities. Local wisdom plays an important role in bringing the stability of moderation brought about in adaptive governance itself.

Abstract

The emergence of various cases of corruption that ensnared officials indicate this problem area is the overwhelming issue. Abuse of authority following the habitual threatening officials of organizing good governance, aggravate the public service, can give the effect of damaged and even more danger from corruption in the practice of prostitution. This research article would like to give you an idea of how the phenomenon of corruption practices with different modes for this happening on local governments, collusion between the legislature and the executive. The specific purpose of this research is focused on revealing of corruption with the modus operandi of classic or modern, dilemmas, challenges and strategies of anti-corruption and finding or developing the newest way in answering the question of the modus operandi of corruption. The method in this research is a library research to be able to express views critical of a variety of scientific literature and source the relevant reading for a revealed various phenomenon of corruption that occur in the implementation of the autonomous region in Indonesia. More than these studies libraries put more emphasis on the collection of information the data comes from the relevant reading materials, records, and processing data for scientific research and has a specific purpose. The results of this study revealed that the modus operandi of the more modern corruption such as the utilization of the regional Bank for depositing funds budget within a specified time that is necessary to prevent the systematic steps will narrow the space motion of corruption in local government. Abstract

Artikel penelitian ini bertujuan sebagai penelitian pendahuluan (preliminary research), dan berusaha memberikan kontribusi pengetahuan dengan mengeksplorasi konseptual teoritis dari berbagai literatur ilmiah lebih berfokus kepada budaya inovasi yang dimulai dari pimpinan (pejabat). Fenomena buruknya kinerja birokrasi menjadikan inovasi sebagai kebutuhan yang mendesak. Dasar dari pemahaman inovasi dimulai dari individu (aparatur birokrasi) dengan budaya membiasakan diri untuk hal yang kreatif dan memunculkan ide-ide baru yang dapat membantu kinerja birokrasi menjadi lebih baik untuk menghantarkan pelayanan publik. Metode dalam penelitian ini menggunakan systematic reviews technique, berusaha untuk mengidentifikasi beberapa bukti tertulis yang ada mengenai tema penelitian. Hasil penelitian ini mengungkapkan, budaya inovasi belum menjadi sesuatu kebiasaan dalam birokrasi (habits) terutama bagi pimpinan danbudaya inovasi belum dipandang sebagai dasar untuk memunculkan inovasi. Namun berbagai cara dapat dilakukan untuk membudayakan inovasi secara individual dengan memperhatikan dan memperbaiki perilaku pimpinan, pengalaman berbentuk pengetahuan, kepercayaan terhadap konsep inovasi, kebiasaan budaya inovasi dan disertai oleh nilai-nilai positif yang mendukung inovasi. Abstract

Artikel penelitian ini ingin memberikan gambaran, dengan besarnya jumlah penggunaan mobilephone diIndonesai dapat digunakan sebagai alat inovasi untuk menjalankan kegiatan pemerintah, pada hakekat nyatujuan m-government untuk menghantarkan pelayanan yang baik kepada masyarakat. Metode dalam penelitianini adalah library research untuk dapat mengungkapkan tinjauan kritis literatur ilmiah terhadap berbagai modelm-governmentyang dapat digunakan untuk membantu kinerja pemerintahan lebih efisien, serta dapat digunakansebagai alat pendeteksi dini tindakan menyimpang aparatur pemerinah.Hasil penelitian ini mengungkapkanbahwa model m-government tidak hanya memperbaiki pelayanan publik, memberikan informasi yang cepat danakurat kepada masyarakat tapi dapat dijadikan solusi penyelesaian dalam mendeteksi dini masalah tindakanpenyimpangan aparatur pemerintah, seperti korupsi, mempersulit pelayanan, dan tidak netral dalam prosespolitik.Kata kunci: m-government, penyimpangan, aparatur sipil negara
