Abstract

One important aspect of health development is availability of human resources for health. The nurse's challenges in Indonesia is low quality, such as inadequate levels of education and skills. Asmany as 70.4% of nurses in Hospital X Mojokerto not in accordance with the qualifications required in 2014. This study aims to develop recommendations on improving the qualification and competenceof nurse based on human capital approach. This descriptive study used cross sectional design through secondary data analysis from personnel unit of Hospital X Mojokerto. This study shows that nurse qualifications for certain work units and positions are still unfulfilled. Emergency installations, high care units, treatment units III, and operating room units that require nurses with special competencies. The position of head of the room also has not met the criteria in 6 work units. This research formulates recommendations to improve nurses' competence in X Mojokerto Hospital through improvement of recruitment and selection system, provision of continuing education opportunities and training and career preparation for nurses.

Abstract

Lahirnya Undang-undang Nomor 22 Tahun 1999 tentang Otonomi Daerah yang kemudian direvisi menjadi Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah seakan-akan menjadi angin segar setelah sentralistik Orde Baru runtuh. Di beberapa wilayah di Indonesia khususnya Jawa Barat beramai-ramai menerapkan kebijakan berbasis keagamaan yang dikenal dengan Perda Syari‘ah, salah satunya adalah di wilayah Indramayu Jawa Barat. Meskipun kemunculannya masih debatable dan kontraproduktif mengingat kompleksitas aspek keagamaan yang dimiliki suatu daerah berbeda-beda. Namun hal ini dijadikan sebagai peluang dalam menciptakan strategi baru dan mengubah cita-cita lama yang dinilai gagal terealisasikan, yaitu dengan menggeser arah perjuangan dari tingkat pusat ketingkat lokal state (daerah Kota Madya/Kabupaten). Sebagai upaya formalisasi syariat Islam, apakah Perda Syari’ah di Indramayu yang telah dilegislasikan sejalan dengan makna syari’ah itu sendiri? apakah substansi dari aturan-aturannya sesuai dengan agenda cita-cita demokrasi ke depan atau justru memicu permasalahan lain? selanjutnya bagaimana Perda Syariah di Indramayu ditinjau berdasarkan teori hukum?

Abstract

The discussion on the reckoning of prayer times contained in the Khulashah book has its own characteristics. The initial calculation process for prayer times has referred to the triangular ball algorithm system. Besides, there are also daqoiqut tamkin corrections presented through tables, and calculation methods using calculators. This study uses a library research paradigm with a qualitative theory verification approach using an arithmetic approach and the results are presented descriptively, then compared with similar methods. The results show that the coordinate transformation has referred to the modern astronomical system and the calculation system has used spherical trigonometry (spherical triangle). The calculation results have differences ranging from 0 to 3 minutes with contemporary methods. It is caused by differences in data and methods. If the calculation using the contemporary method there is a difference of 0 seconds to 12 seconds, this indicates that when the calculation is made modifications to the contemporary calculation system will produce a more accurate calculation
