Abstract

The purpose of this study was to estimate the instrument of reading and writing capability of the Qur’an  in the practicum program students of the Faculty of Tarbiyah and Teacher Training IAIN Sultan Amai Gorontalo. This type of research is quantitative with an analysis approach to the generalization theory variance through the G-Study concept with a multifacet design p x r x I three facet variations. The results of the study prove the instrument of reading and reading ability of the Koran was tested, namely the estimated coefficient of reliability of the combined scores of the reading and writing assessment of the Koran from 20 students who were rated by 4 rater of 10 items which were judged by the magnitude of generalizability coefficient value of 0.82749 . The magnitude of this value indicates that the true score of the assessment results is quite high compared to the minimum reliability criteria, which is 0.70 fulfilling the reliable criteria. AbstrakTujuan penelitian ini untuk mengestimasi instrument kemampuan baca tulis alqur’an  pada program praktikum baca tulis Alqur’an mahasiswa Fakultas Ilmu Tarbiyah dan Keguruan IAIN Sultan Amai Gorontalo. Jenis penelitian ini menggunakan kuantitatif dengan pendekatan analisis varians teori generalisibilitas melalui konsep G-Study dengan desain multifacet p x r x I tiga variasi facet. Hasil penelitian membuktikan instrumen penilaian kemampuan baca tulis al-Qur’an teruji, yakni estimasi koefisien reliabilitas skor gabungan penilaian kemampuan baca tulis Alqur’an dari 20 mahasiswa yang dinilai oleh 4 rater terhadap 10 item yang dinilai diperoleh besarnya nilai koefisien generalizabilitas sebesar 0,82749. Besaran nilai tersebut menunjukkan bahwa true score hasil penilaian cukup tinggi  dibandingkan kriteria reliabilitas minimal yaitu 0,70 memenuhi kriteria reliabel.

Abstract

Penelitian ini bertujuan untuk mengetahui evaluasi kinerja tenaga administrasi sekolah melalui countanance stake model. Jenis penelitian yang di gunakan oleh peneliti adalah evaluasi deskriptif dengan metode kuantitatif. Evaluasi deskriptif yaitu penelitian yang bertujuan mencari informasi yang akurat dengan memberi gambaran secara tepat mengenai sifat-sifat individu, suatu keadaan, dan gejala atau kelompok tertentu. Penelitian ini menggunakan metode kuantitatif. Pendekatan kuantitatif menekankan data yang berupa pernyataan-peryataan yang dinilai serta dianalisa terhadap kondisi lingkungan tertentu, kuantitatif biasanya untuk membutikan teori tertentu. Penelitian evaluasi ini dilakukan bukan untuk menghentikan suatu program namun tujuannya adalah untuk meningkatkan efektivitas suatu kebijakan atau program, berdasarkan umpan balik dari orang-orang yang terlibat dalam pelaksanaan program tersebut. Evaluasi countenance merupakan jenis evaluasi program yang dianggap cukup memadai dalam menilai pembelajaran secara kompleks. Model ini dikembangkan oleh Stake. Abstract

In order to fulfill the people's education rights, Gorontalo government provide free education programs. The purpose of this research is to describe and analyze the implementation with a measured evaluation of the implementation of the Free Education Program named “PRODIRA”, that it contributes well to improving quality education services and can be useful for local governments and education stakeholders. The type of research used is descriptive evaluation research, while using data collection techniques; observation, interviews, documentation, data analysis techniques through the stages of data reduction, data presentation and drawing conclusions in the field with the Logi evaluation model. The results of the research are: (1) Implementation of education programs for the people in 2012-2016 and 2017-2019 has been running according to the relevant regional regulations, accompanied by a large budget allocation. However, it was found that the number of school dropout rate was high at junior and senior high school levels, and the program was still used for political interests. (2) Supporting factors and implementation issues found that there was a legal basis, budget allocation and formulation of free education policies. As a recommendation, a comprehensive study, input, process to the outcome of “PRODIRA” and coordination between the governor and the regent / mayor are needed in managing this policy both on legal basis and budget management in generating school with equal quality.
