Abstract

This study aims to identify the implementation of bureaucratic reforms, as well as to offer several solutions for the improvement of licensing administration services. This study used a qualitative approach with the type of instrumental case study research. The location of the research was conducted at Integrated Licensing Service Agency (BP2T) in Kabupaten Lima Puluh Kota.Teknik data collection used, namely: indepth interviews, document studies and observation. Data are analyzed through data reduction stages, data presentation, conclusion and verification. The results showed that the implementation of bureaucratic reform in the administration of licensing services, from the Institutional aspect that the licensing service of Lima Puluh Kota Regency has been in the form of One Stop Service; Human Resources aspects that the existing employee qualifications are not in accordance with organizational needs, discipline and responsibilities of employees is still relatively low; aspects of the System and Procedures that generally permits are completed beyond the prescribed timeframe, the existence of discrimination and inconsistency. Through this research, verification of several concepts and theories, namely formalism as one of the characteristics of prismatic society proposed by Fred W Riggs on justified in this study, which in the phenomenon the author calls it by the term "Regulation of the Tongue.

Abstract

The problem of liquor can not be denied in the life of society. Liquor is believed to not only endanger the wearer, but can also bring a very bad impact in the environment even though consuming liquor is the right of every individual as long as it does not interfere with the order. Deviations that occur especially the habit of consuming excessive liquor to cause loss of self-consciousness or can be said to be drunk which ultimately lead to violations and even criminal acts are very disturbing society. In examining and adjudicating a case, the judge is bound by the procedural law, which governs since the examination and disconnection. And the results of that examination that will be the material consideration to take the verdict. The facts revealed in the trial are the main ingredients for consideration in a verdict, so the accuracy, foresight and intelligence in presenting / finding facts of a case is an important and decisive factor to the outcome of the verdict. It is not surprising that what is in the public mind can be different from the judge's decision. In giving a judge's decision should be able to give consideration of incriminating or lightening for the perpetrators of criminal acts caused by the influence of liquor. General provisions of article 1 point 11 of the Criminal Procedure Code stipulates that a court decision is a declaration of a judge pronounced in an open court, which may be a crime or freedom or freedom from all lawsuits in all matters and in the manner prescribed by law.

Abstract

Services can basically be defined as the activity of a person or organization, either directly or indirectly to meet the needs. Services can be divided into services, goods and administrative services. Quality public services not only refers to the ministry alone, also emphasizes the process of conducting or distributing the service itself up into the hands of consumers. The purpose of this study was to determine how the implementation of the integrated administrative service districts (Patents) (studies at the District Office Eas Aur Birugo Tigo Baleh Kota Bukittinggi). This type of research that used in this research is descriptive using a quantitative approach to a study of an independent variable that is without compare or combine with other variables. Total population in this study of 750 people with an error rate of 10% (0.1), then the results can be obtained a sample of 88, calculated based on the formula Slovin. Techniques and tools of data collection using questionnaires and observation. Data analysis technique used in this study using quantitative descriptive technique using a Likert scale as a measuring tool in giving a score on each indicator measurement. The results based on the answers of the respondents indicate that there are no serious obstacles that can Patent implementation process at the District Office East Aur Birugo Tigo Baleh. Based on the results of this study can be used as a reference for the Eastern District office Aur Birugo Tigo Baleh can better support the creation of a vision and mission that has been made by the District Office East Aur Birugo Tigo Baleh (ABTB) Kota Bukittinggi.

Abstract

Research aim is to analyse any social changes and dynamic of space capacity and critical point of social structure in coastal ecosystem. The main factor of structural change is external factor of structural formation (individu , system), or increase of community access to the change of local social environment, and external social environment. Dynamics of space capacity of social structure in coastal ecosystem of Bungus Teluk Kabung Padang during periode of research can be explained through the two indicators, objective and subjective. There are a general critical point and a special critical point. This results explain that a evolution theory suggest a high possibility to be synthesized with any other theories, e.g. a conflict theory, an equilibrium theory, and a “timbul-tenggelam” theory. The synthesis process is an operational stage in a schematic mapping of theories by Appelbaum. Dynamics of social structure must be known bt any goverment and NGO, which have any development plans in the fisherman community.

Abstract

Abstract: The urge to use technology in governance has been increasing since e-governance was used. This is confirmed by the emergence of the idea of the Industrial Revolution 4.0 recently. The government is required to be adaptive and able to optimize technology in serving the community. Not to mention in the midst of the Covid-19 pandemic, which forces people to limit their mobility and are advised to do activities from home to stop the spread of the virus. In this condition, the presence of government services must immediately transform into online form. The application of technology in public services today is basically not a new thing. The Regional Government as a government that is in direct contact with the community is already a public service through applications and online systems. As in the process of managing population documents, one of them is in West Sumatra. However, the application of technology in public services is still not optimal so that its implementation is not in accordance with new normal conditions. This research was conducted using a literature study method with descriptive analysis. From the literature study, it was found that one method to optimize the public service process is e-governance infrastructure in the form of an integrated online public service system from the government for the provision of information and public services. The results of this study can be a relevant source for policy makers for ASN in Indonesia by providing recommendations so that e-government schemes can be implemented so as to provide easy access for the community and increase work effectiveness and ASN safety in order to face the new normal period.Keywords: Public Service, E-Governance, Covid-19, West Sumatra

Abstract

Implementation of public service is a state effort to fulfill the basic needs and civil rights of every citizen and the state of the goods, services and administrative services provided by the delivery of public services. The nature of public services is the provision of excellent service to the community which is the embodiment of the obligations of the government apparatus as a public servant. Therefore, the development of public services, namely: the institutional elements of service, process pelyanan and human resources service providers. In this connection, efforts to improve the performance of public services are always pleased with the development of these three basic elements. Improving the quality of public services is one of the agenda of bureaucratic reform, which dotted the fact of bad factual quality of public services largely determined by the quality of attitudes and character of the apparatus government that is not praised, corrupt and irresponsible. Currently, many phenomena that occur in the community that shows that the services provided by the government apparatus has not touched directly to the public interest because the system is not effective and efficient so that slow the public service and have no certainty. Just as if we take care of a file in this case about the making of family cards and other affairs often found the treatment is not good and is characterized by indifferent government apparatus so impressed slow in providing services, of course in the community in the city of Padang, it can not be allowed to take place continue, because the dynamics of community life that continues to occur also need the ideal government figure to meet the expectations of society.
