Abstract

Pembangunan jalan raya akan memperlancar arus lalulintas serta memperlancar hubungan antar wilayah daerah terpencil dan wilayah perkotaan. Jalan raya sebagai penghubung darat menuntut adanya kondisi jalan yang baik, sehingga dicari alternatif campuran beraspal yang murah dan terjangkau. Campuran Latasir dengan pasir dan abu batu, yang mana kombinasi penggunaan pasir dan abu batu dapat berfungsi sebagai bahan pengisi  filler pada campuran yang diharapkan dapat memperoleh fleksibilitas dan stabilitas campuran yang optimal. Untuk itu karakteristik agregat dan komposisi campuran harus memenuhi spesifikasi. Penelitian ini menggunakan metode coba–coba yaitu membuat beberapa benda uji yang dijadikan sampel. Metode penelitian yang dilakukan yaitu pengujian agregat (Pasir abu batu dan abu batu yang berasal dari PT. Dwi Permata Kuarry), pembuatan benda uji  pada campuran aspal dengan variasi kadar aspal yaitu 5.0%, 5.5%, 6.0%, 6.5% dan 7.0%. Hasil yang diperoleh dari analisa saringan agregat halus untuk komposisi campuran Latasir yaitu Pasir abu batu = 89,5% dan  Filler abu batu = 10,5%. Pada hasil pengujian Marshall Campuran Latasir antara Pasir abu batu dan abu batu, nilai VIM 6,63 %  dan VFA (Void Filled with Asphalt) =  15,96 % serta mempunyai nilai stabilitas campuran yaitu sebesar 1023,4 kg, dalam rentang variasi aspal 5,0 -7,0% dengan KAO 6,23 %.

Abstract

This study aims to evaluate the implementation of the regional irrigation of Wuno to increase the rice farmers income in Sidera Village in Biromaru Sigi District. The research is categorised as a survey study with explanatory method. There are 30 samples (14 %) out of the 210 of total population in 7 group of farmers. Elements are used to evaluate is supported by maintenance operation with Product Exhaustion Theorem method, and revenue. The results show that 1) Discharge of water needed to sustain  the agricultural production in Sidera village with water calculation value is equal to 13,746,967 liters/seconds/paddy farmers. The large amount of discharge required by each rice farmers to irrigate their land can not be fulfilled simultaneously. Therefore, the distribution of water should be held by rotation. 2) The allocation of funds for maintenance operation in Wuno irrigation shows a critical role to improve the rice production in Sidera village in Sigi Biromaru district. Although, the implementation requires considerable cost which is about Rp. 156,230,000,-. It includes roughly 67,50 % for operating costs and 32,5 % for maintenance costs. A substantial amount is covered only 1.34 % by P3A contribution. It means that the rest of 98,66 % must be available each year for the allocation of maintenance operation of Wuno irrigation, 3) the impact of irrigation on agricultural production of rice farmers in Sidera village will increase the rice production. In this case, the condition of Wuno irrigation were properly maintained to provide adequate water supply for the needs of paddy rice field. The high production will also affect the level ofrice farmers income, even their spending for fertilizers, liquid medicines, and labor are also increase. 4) From the average land area of 0.86 hectares, the rice farmers earn an average revenue of  Rp. 9,411,066.67,-. The average is categorised as gross profit before deducting all of its total expenses. This result is obtained by adding of  the variable costs and the cost of cash. So, water rent roughly Rp 5.075.166,67,- after deducting all the costs. The results of the study stated that the implementation of the Wuno regional irrigation has positive effect for increasing the income of rice farmers in Sidera village. This study also suggest that the implementation needs policy intervention to optimize the contribution of the Wuno irrigation area with the aim to increase and sustain the production as well as the income of rice farmers in Sidera village

Abstract

This research was conducted in Tolitoli Regency, from February to June 2012 Analysis of Clean Water Services for Low-Income Customers at the Tolitoli City Water Supply Company. This study aims to determine the priority service for drinking water in PDAM Ogo Malane Tolitoli City. The sample in this study was 54 heads of households from the group of low-income household customers in five villages in Tolitoli Regency that were served by the Ogo Malane Regional Water Supply Company in Tolitoli City. The entire research sample in the five villages mentioned above was determined as a research sample using random sampling techniques, namely by providing equal opportunities to every low-income customer residing in the five villages to be selected as a research sample. Data analysis tools in this study used the Spearman Rank Correlation analysis approach. The results of this study illustrate that: first, clean water services to low-income customers are considered not good at the Regional Water Supply Company Ogo Malane Tolitoli City, because the results of the study indicate the response given by the company to customer complaints is unsatisfactory. This is due to the Regional Water Supply Company. Ogo Malane Tolitoli City seems slow to respond when there are complaints from low-income customers in connection with clean water services provided by the company through the use of Public Hydrants. Second, there is a negative and significant relationship between clean water tariffs and services to low-income customers in the Regional Water Supply Company of Ogo Malane Tolitoli City. This negative relationship occurs because the clean water tariff charged by the company is considered low-income customers less than the equivalent of clean water services provided by the company through the use of Public Hydrants.

Abstract

Processing clean drinking water is a challenge in itself based on the Minister of Health's Regulation on drinking water quality standards No. 492/MENKES/PER/1V/2010 which is usually stated in the form of a statement or number indicating the requirements that must be met so that the water does not cause health problems., disease, technical problems, and aesthetic problems. Through this training, students from the engineering faculty at Muhammadiyah University in Palu are trained to understand how to process clean water suitable for consumption, so that they can provide clean water in sufficient quantities and have maintained quality.
