Abstract

Textile and garment's industry Century, has bicome lead industry atcommodity out of various varions area in Central Java. Nowadays textile and garment's industry still become the main non oil and gas industry which produce export's foreign exchange. The governmentshould maintain this industry as well as priority. With the implementation of AFTA 2003, the competition between textile product and garment become more thight; which the product within theASEAN area competitive freely. Cenral Java's Textile and garment product besides compete with theASEAN's product, also compete with big textile and garment country producers, such as China, Hongkong and India. The main key in the competition is textile and garment product quality to fulfall the domestic market and international quality standard. In improving the textile and garment quality in Central Java entering the A PTA 2003, it is recommended that in order to improve the competitive capacity based on comparative and competitive local capacity and market oriented, using united quality manajemen, international standardization and sertification, and using technology and manajemen in market regulation which back-upthe market mechanism.

Abstract

The objective of this research are to identify the ness enable from which have been carry out, to conduct the aid evalution which has been given, to give recommendation for local government compiling strategy of development of Program Pengembangan Kecamatan (PPK) in Semarang. Regency. The type of this research is description research. The result of this research are : (1) Through the program pemberdayaan masyarakat that have various activities gave social economic impact positively for area development;(2) Although the PPK in generally have given positive effect, but relatively there are the less result in treatment after project, that couse the recipient did not solute the arise problem carried aut;(3) From various actifities that carried out the most developety is the actifities direct need to the society, with the low grade difficulty;(4) Imitation aspect of PPK is determined by difficulty grade, especially in dealing with tech, nical skill, material, and fund.

Abstract

Disaster represent occurence which is not desired, but intensity felt progressively mount in a few this the last year. Research aim to: identify procedure identify Post Traumatic Stress Dissorder, handling of patient of Post Traumatic Stress Disorder and also the preventive effort and handling occurence in district of pasca disaster Central Java, identifying role of government agency non health and also institute the non government in the effort identifying, handling, prevention and penanggulangan occurence in disaster district, compiling picture of pattern of management of Integrated Post Traumatic Sress Disorder disaster district in Central Java. This research represent descriptive research qualitative mengunakan of method of survey,lokasi research of six regency that is Karanganyar, Pati, Cilacap, Brebes, Klaten And Banjarnegara. Datanya of primary and data Sekunder, way of data collecting [of] through indepth interview and perception to symptoms or obyek checked [by] and the direct interview with sacrifice. Fact team field need supplied knowledge about Assistive Post Traumatic Sress Disorder moment sacrifice overcome Post Traumatic Sress Disorder. Peran of Government agency of is non health and also non government in the effort identifying, handling have a lot of terlibat, monitoring and evaluate not yet dilakukan. Kebijakan government arranging role institute the non government in bearing with Standar of Procedure operational not yet there. Integrated management pattern not yet been [done/conducted]. Not yet there special peraturan/kebijakan from local government and also center arranging to hit pattern of management of pasca disaster integratedly. Raised recommendation, need of existence of activity of handling of soul health before and also hereafter the disaster, making as priority program in disaster handling by central government, Provinsi And Kabupaten/Kota, mengenalkan/sosialisasi disaster districts, in order to socialize can recognize existence of Post Traumatic Sress Disorder Befalling x'self, Need blazed the way a integrated handling start Puskesmas, integrate regency in handling preparation through hospital based, counselling to Kader Desa/Dukuh face, preventing existence of Post Traumatic Sress Disorder, need Handling Pattern. Abstract

Incomplete understanding of regional autonomy often results in mis perception of local governments to interpret the implementation of regional autonomy. Sectoral and regional ego often becomes something quite disturbing in the implementation of regional autonomy.Conditions that would inevitably lead to inefficiency pegelolaan local governments aswell asless harmonious relationships among local governments. Sectoral issues, externalities autonomous region, the function of interdependence among regions and the hierarchy of public goods is a fundamental issue underlying the need for regional development and sectoral cooperation. Cooperation among local governments (districts) in one province / provinces into things that must be encouraged. The success and achievements of the cooperation is dependent upon the ability of local governments held a joint daam level of development in their regions. Nevertheless, private and public participation should also be examined and optimized. Along dengankonsep good governance, networking cooperation among the three actors will greatly determine the quality / success of the implementation of regional autonomy. From the study occurred pattern that emerged from the realization of cooperation with local governments to improve the welfare of society is relatively high compared to other regions. The issue of public services and use of natural resources together into a central area of ​​cooperation. Several constraints found in this study on the implementation of cooperation among local governments is still have a diversity of interests and priority areas / sectors of cooperation, still the size dependence to the central government, budgeting issues, and the legality of the law as an umbrella partnership. Therefore, the things to note for sustaining efekktivitas and sustainability of cooperation among districts is to form a strong partnership base. Monitoring the potential, constraints and sectoral cooperation and daerah.Menyusun schemes to be published in order to strengthen the target group and increase the knowledge of stakeholders on the importance of such cooperation.

Abstract

Disaster is an event that is not desired, but the perceived intensity increased in recent years. Handling of victims who have not been up demanding attention to the duties and responsibilities of government and society. The research aims to: identify the identification procedure Dissorder Post Traumatic Stress, PTSD sufferers handling as well as efforts to prevent and control the incidence of PTSD in post-disaster in Central Java, to identify the role of government agencies and non-health non-governmental agencies in efforts to address, prevent and control the incidence of PTSD in the area disaster, PTSD develop an integrated management scheme in the affected areas in Central Java. Descriptive qualitative research approach using survey methods, the study site in Karanganyar, Starch, Cilacap, Brebes, Klaten and Banjarnegara. This type of compaction of primary and secondary data, data collection through in-depth interviews and observation of the symptoms or the object under study and interviews with victims.Reality on the ground the team equipped with the knowledge necessary to help victims cope with PTSD when PTSD. The role of non-health government agencies and non-government in the identification, handling is more involved, monitoring and evaluation has not dilakukan.Kebijakan government that governs the role of non-governmental agencies in connection with Standard operating procedures have not been there. The pattern of integrated management of PTSD has not been done. There are no regulations / specific policies of local or central government which regulates the pattern of PTSD post-disaster management in an integrated way. Recommendations are proposed, the need for mental health treatment activity before and after the disaster, develop post-disaster PTSD as a priority program in disaster management by the Central Government, provincial and regency / city an estimated disaster-prone, introducing / socialization PTSD in disaster areas, so that people can recognize the existence of PTSD happens to him, should be piloted handling integrated health center began, the integration of the district in preparation for handling through hospital-based, counseling to Cadre Village/Hamlet confront, prevent PTSD,need community-based treatment patterns,village based alert and soul the hospital.

Abstract

While in the case of cooperation in Pawonsari (Pacitan, Winton and Wonosari / Gunungkidul) occurs patterns that emerged from the realization of cooperation with local governments to improve the welfare of its people are relatively the highest compared to other areas. The issue of public services and the use of natural resources with a central area of ​​cooperation. Abstract

This study aims to (a) study the role of social capital in poor fishing activities, (b) studying Social Network Community fishermen, (c) institutional study - institutions that are built primarily a fishing community empowerment and economic institutions (d) to formulate and develop a model description institutional development for the empowerment of the poor fishermen on the south coast and the northern coast of Central Java.The results showed that (a) natural capital (natural capital) in eleven villages of coastal and marine samples, the majority of formal education did not complete elementary school and low income. (b) a smooth interaction between authorities and unions supported the social relations based on ties of neighborhood, kinship, and religious (c) The villages that have the most powerful social capital is the village of Tasikagung, followed by the Village Klidang Lor, Celong Kedawung, Pasir and Karangduwur. In the rural communities that have a relatively strong social capital is likely to be high levels of public welfare and socio-economic transformation processes take place more quickly. (d) Implementation of the program have not been able to reach the poor, the more helpless; power transfer does not occur, because the program is more utilized by the community group that is more capable and influential; (e) the empowerment program in poverty reduction is influenced by the strength of social capital is raised by a number of values (composite) that form a network of mutual trust, mutual respect and mutual benefit.The recommendations can be given: (a) strengthening of social capital shame / self-esteem, empathy, honesty, trust, altruism, visionary and rational to be an important note: while the mover of material progress is hard work and diligent, frugal, devoted to innovation , appreciate the work performance, visionary, and rational. The second joint values, namely for the strengthening of social capital on the one hand and to drive advances or capital reinforcement material on the other hand, together (synergistically) dibutuhan in the management of PEMP, P3EMDN Rural sustainable. (b) the empowerment of rural people especially the poor fishermen through the strengthening of social capital needs to be placed within the framework of the transformation or the development of sustainable rural communities (c) the development of coastal areas must pay attention to social relations in the fishing community, so as not to lead to social polarization. (c) factor of the village leadership, and extension workers to be important for the sustainability of an empowerment program in providing guidance for economically productive fishing communities in the form of technical development and business management. Abstract

In 2011 Human Development Index ranking (Human Development Index) Indonesia dropped in position 69 of 127 countries drop out rate in Central Java at primary level is quite high. A total of 527 850 children or 1.7% of the 31.05 million children drop out of school each year. The decline in the composite index of education, as the pressures of poverty causes poor families are forced to sacrifice the continuity of children's education. Spread the dropout rate for elementary education / MI RPJMD is already close to the target of 0.12% by 2013. But there are still quite high at 501 for cilacap District, 542 Brebes and Tegal 499. For MI SD is relatively small compared Cilacap, 34, 130 and Bradford counties Tegal 54 As for the education level of SMP / MTS Cilacap, 290 Brebes Tegal 612 and 643. While MTS Cilacap, 118 districts Brebes and Tegal 109 and 125 (source Disdik Prov). Based on field data, the number of school dropouts is much higher.
