Abstract

Sunshine Policy that had been implemented by South Korean Government on Kim Dae-Jung and Roh Moo-Hyeon?s administration from 1998-2008. This policy started to do cooperative behavior for treating North Korea as a partner, not contrarily, yet the Sunshine Policy was considered as a failure by Lee Myung-Bak?s administration, thereupon stopped offhandedly despite recent cultural and cooperative diplomacy that had been done by his successor President Moon Jae-In. Then Why the South Korean government at the time of President Lee Myung-Bak stopped the Sunshine Policy offhand? In the scheme of National Interest idea, North Korea still a predominant threat that very paramount for South Korean national interest, even an accommodative and cooperative policy like Sunshine Policy could not emphasize South Korean national interests. This paper also tries to analyze the issue with explaining foreign policy decision making factors, such as the domestic and external factor, decision environment, and psychology factor of President Lee Myung-Bak at that time.

Abstract

The COVID-19 pandemic worldwide is halting every economic activity—no exception for the industry that related or originated from crude palm oil (CPO). Planting, harvesting, processing, and even industries that require oil palm as the main or supporting raw material have been delayed or choked up due to this pandemic. Many health problems originate from the destruction of nature due to the excessive extraction of natural resources. This over-extraction causes alarming natural degradation. Many things, from pandemics to global warming, pose challenges due to this ancient economic pattern. Furthermore, environmental degradation gave birth directly or indirectly to COVID-19. Many scholars said the CPO planting and harvesting is affecting the natural environment badly. Hence, a new pandemic could be born out of this. Korea, as one of the rising manufacturing economies in Asia, also needs CPO for some of its industries to some extent, like food and cosmetics. Due to the growing demand for K-Pop byproducts, food and cosmetic industries in Korea need to catch up on the market even during and post the pandemic. Thus, with the growing concern of the natural environment in the post-pandemic world, then how it will impact the Korean food and cosmetic industry, which may need a lot of CPO as one of the sources or raw materials for production? In this paper, we argue that the economic interdependence of the global supply chain remains persistent despite adjustments and shifts due to the COVID-19 pandemic. This research was conducted in a descriptive qualitative manner with the economic interdependence paradigm as the main basis for presenting the arguments for this case's analysis. Abstract

The Indonesian government has initiated a big-push strategy to make crude palm oil (CPO) the main commodity for its biofuel mandates. However, this strategy has resulted in many environmental and political concerns. One case worth noting is the alleged rainforest burning in Papua by Korea-Indonesia conglomerate company named Korindo at the end of 2020. This case raised public concern over the environmental preserving effort at one of the most extensive natural rainforests globally, which is essential for Indonesia’s biodiversity and climate actions. Moreover, Korindo has also allegedly correlated to human rights abuses, mainly in the form of land-grabbing and the utilization of police force in the plantation area. Using state-business relations as its framework, this paper argues that even Korindo does not comply with sustainability measures, it can still sell its CPO to Indonesia’s biofuel market due to increasing demand from biofuel mandates. Abstract

Since the beginning of the "Korean Wave" in the 2010s, Korean language and the Hangeul alphabet are integral parts in the dissemination of South Korea's soft power across the world. For instances, the South Korean government provided support for the preservation of Cia-Cia language of Cia-Cia ethnic group in Bau-Bau, Southeast Sulawesi, Indonesia - a program that was originally initiated by Hunminjeongeum Society Foundation in 2008. This study examines the perception of students with Cia-Cia ethnic background toward South Korea. Questionnaire surveys and interviews are used to further look into their perceptions. This study, that started from a thesis, finds that the students who participated in the program have positive perceptions of South Korea. Furthermore, the demonstration of Korean culture and the use of Korean language become more apparent in the students’ daily life, creating a new social reality in the local community. Such finding suggests that international assistance has effectively become a part of South Korea's soft power expansion strategy.Keywords: Cia-Cia, Language, Foreign Aid, Korea, PerceptionSejak merebaknya "Korean Wave" pada dekade 2010-an, Bahasa Korea dan Aksara Hangeul adalah bagian integral dalam penyebaran soft power Korea Selatan di seluruh dunia. Pemerintah Korea Selatan, misalnya, memberikan dukungan untuk pelestarian bahasa Cia-Cia dari Suku Cia-Cia di Bau-Bau Sulawesi Tenggara, Indonesia - sebuah program yang awalnya diprakarsai oleh Yayasan Hunminjonggeum Society pada tahun 2008. Studi ini mengukur persepsi siswa dengan latar belakang etnis Cia-Cia terhadap Korea Selatan. Survei kuesioner dan wawancara digunakan untuk melihat lebih jauh persepsi mereka. Studi ini berangkat dari tesis yang dilakukan dan menemukan bahwa siswa-siswa yang terlibat dalam program tersebut memiliki persepsi yang positif tentang Korea Selatan. Selain itu, peragaan budaya Korea dan penggunaan Bahasa Korea menjadi lebih jelas dalam kehidupan sehari-hari siswa-siswa tersebut sehingga menciptakan realitas sosial baru di komunitas lokal. Temuan tersebut menunjukkan bahwa bantuan internasional dapat dan telah secara efektif digunakan sebagai strategi ekspansi soft power Korea Selatan. Kata-kata Kunci: Cia-Cia, Bahasa, Bantuan Luar Negeri, Korea, Persepsi

Abstract

This study explains how South Korean companies’ innovations, especially the ones which are running in beauty and health industries, have positive impacts to South Korean economy. It brings out some questions such as: isthis a kind of new soft power method? With its enormous online network, how and why South Korean health and beauty products become so imminent in Indonesia? This study argues that a successful soft power strategy needsa co-opted measure in distribution and cyber world is vast place that could benefit a country that knows how touse it well. Furthermore, the collected data are literature studies from relevant sources, such as press releases andgovernment publications, from November 2019 to January 2020.

Abstract

In the globalized age, freedom in capital and workforce movement, self expression, and information openness become vital, including in Asian countries like Indonesia and South Korea. Thus innovation and creativity have become an important key in recent eras. New kinds of innovation and creativity that are established by Asian countries sometimes are nostalgic policies by the previous regime of the government. Therefore, Indonesia still comes up with a kind of centralistic governance and planning with a twist of free and liberal market policy, a developmental style of New Order governance to some extent. Hence, why is developmentalism in Indonesia still relevant? Even when there are shifts in the regimes and globalization process of the world. This paper argues that the policy series that has been initiated in Indonesia under President Joko Widodo is still part of developmentalism because of the historical and political context in a broader sense on developmentalism, therefore still relevant in Indonesia. This paper also uses the South Korean case of current policy under President Moon Jae-In to compare and assign Indonesian developmentalism relevancy as South Korea can be seen as one of the successful examples of developmentalism yet liberal country.

Abstract

South Korea is a country that historically has always been flanked by major powers around it such as Japan, China, Russia, and even the United States. Nevertheless, South Korea in this era of globalization actually has a large capacity as a middle power country engaged by influential multilateral organizations such as the OECD, MIKTA, and G20. Later, South Korea also had huge popular culture implications around the world through its Korean Wave. So why is South Korea less politically active on Indo-Pacific issues than other East Asian countries, such as Japan with the Quad or China in the Indo-Pacific issue? Whereas by weight of issue and substance, South Korea has a big point to play strategically on Indo-Pacific dynamics issues, such as the North Korea issue or the Alliance of South Korea and the United States. The study will use Economic Diplomacy and Middle-power-ship to explain the reasons why South Korea tends to be politically inactive. Bahasa Indonesia Abstract: Korea Selatan merupakan negara yang secara historis selalu diapit oleh kekuatan besar di sekitarnya seperti Jepang, China, Rusia, bahkan Amerika Serikat. Namun demikian, Korea Selatan di era globalisasi ini sebenarnya memiliki kapasitas yang besar sebagai middle power country yang digaet oleh organisasi multilateral berpengaruh seperti OECD, MIKTA, dan G20. Belakangan, Korea Selatan juga memiliki implikasi budaya populer yang sangat besar di seluruh dunia melalui Korean Wave-nya. Jadi mengapa Korea Selatan kurang aktif secara politik dalam isu-isu Indo-Pasifik dibandingkan negara-negara Asia Timur lainnya, seperti Jepang dengan Quad atau China dalam masalah Indo-Pasifik? Padahal secara bobot isu dan substansi, Korea Selatan memiliki poin besar untuk bermain secara strategis pada isu-isu dinamika Indo-Pasifik, seperti isu Korea Utara atau Aliansi Korea Selatan dan Amerika Serikat. Studi ini akan menggunakan Diplomasi Ekonomi dan Middle-power untuk menjelaskan alasan mengapa Korea Selatan cenderung tidak aktif secara politik.

Abstract

Indonesia dan Korea Selatan sepakat menginisiasi pembicaraan perundingan IK-CEPA pada 2011 untuk meningkatkan hubungan dagang dan investasi yang lebih komprehensif. Sayangnya, pembicaraan perundingan ini terkendala dan tidak jelas nasibnya. Penelitian ini mencoba menelaah penyebab kendala pembicaraan perundingan IK-CEPA. Beberapa penelitian terdahulu serupa lainnya, membahas penurunan kerjasama perdagangan Indonesia-Korea dan IK-CEPA sebagai salah satu solusinya, namun tetap terjadi kendala. Penelitian ini berusaha menjawab fenomena tersebut melalui pendekatan behavioralisme, yang mana perilaku aktor dan interaksinya dapat dijelaskan berdasarkan data-data statistik serta pernyataan resmi pemerintah Indonesia dan Korea. Penelitian ini menggunakan metode causal process tracing yang menjadi metode pada penelitian ini. Selanjutnya, penelitian ini berkesimpulan bahwa sikap pemerintah Indonesia dan Korea Selatan dalam perundingan IK-CEPA berbanding lurus dengan statistik perdagangan antara Indonesia dan Korea Selatan.

Abstract

Rapid action must be taken by countries to handle the 1998 Asian crisis, one of which is through IMF loans, hopefully by promoting economic development. Unfortunately, IMF recipient countries must adjust the prescription of good governance ala IMF is identical to decentralization, as a result the power from the central government is distributed to the regional government. The presence of this prescription makes corruption still exist even more extends to the regional level. The article argues that the conditions of corruption in several Asian countries that receive IMF assistance still exist, even extending to the regional level where this is closely related to the IMF prescription which is identical to the concept of decentralization. This article focuses on several IMF recipient countries, namely Thailand, South Korea, the Philippines and especially Indonesia. This article uses a qualitative research method with a case study approach. In conclusion, the application of this concept, checks & balances must be further improved because power is distributed to the regional level so that corruption in the country becomes more resolved.
