Abstract

The Village Library has full responsibility in terms of empowering knowledge for the community. This is because the village library has a strategic position in rural communities. The empowerment of this knowledge is very closely related to the achievement of prosperity both materially and nonmaterial. In the empowerment of knowledge refers to the existing conditions of the village library, potential maps, and problems that exist in the Paseban Village community. This research uses a case study with a qualitative approach. Data collection techniques used are observation, interviews, documentation, audio-visual material (Creswell). Analysis of the data used is Creswell data analysis. The researcher chooses to use qualitative validity and reliability to demonstrate the validity of the data as well as the accuracy of the research results. The results of this study are that the Paseban Village Government has carried out empowerment related to tourism development, BumDes, and through the provision of the internet. However, it is not under the auspices of the village library. The empowerment carried out is partial, not centered on the village library. Paseban Village Government has not fulfilled the three aspects of empowerment, namely a) enabling, b) empowering, and c) protecting. So that there is a need to develop a model of knowledge empowerment in the Paseban Village Library, including: a) enabling (village library as a center of knowledge, village library creates an atmosphere that allows the potential of the community to develop by maximizing the function of the library; b) empowering (strengthening the village library as a center of knowledge , strengthening the village library in creating an atmosphere that enables the potential of the community to develop by maximizing the function of the library with concrete steps, the concept that is in enabling is practiced with concrete steps and the availability of infrastructure that can support the creation of community empowerment; c) protecting ( the village library as a knowledge center establishes an information center that can protect and defend the community in terms of knowledge and information related to the distribution of the results of community innovation, the village library covers everything needed community in developing welfare literacy.

Abstract

This research uses a case study with a qualitative approach. This study aimed to analyze the role of the Paseban Village Government as a facilitator in managing dynamic archives owned by the village government. As a facilitator, the village government plays a role in creating conducive conditions for the implementation of record management. This has been done even though it is not optimal. Concerning record management, it consists of 1) sorting letters, 2) opening the cover, 3) issuing letters from inside the envelope, 4) examining letters, 5) reading letters, 6) delivering letters (internally), 7) recording letters, and 8) storage of letters related to the Management of incoming mail and procedures for managing incoming letters, there is no SOP. There are four main activities: 1) drafting, 2) approval of letter concepts, 3) typing of letter concepts, and 4) letter delivery. There are also steps for managing outgoing mail, which include: 1) receiving a dictation or written concept from the leadership, 2) drafting a letter, 3) recording the outgoing registration book, 4) typing the letter in its final form, 5) asking for the leadership's signature, 6) checking the mail to be sent, and 7) distributing the mail. However, there is no SOP in the Management of outgoing letters and steps for managing outgoing letters. The criteria for the selection of archival equipment have been carried out. Borrowing archives is no precise loan circulation data because they do not have procedures and do not use archive borrowing books. In addition, there are no restrictions on borrowing archives and determining the period for borrowing archives, so the archive is vulnerable to lose. Record inventory and archive retention at the Paseban Village Office have never been carried out.

Abstract

Desa Paseban yang berada di Kabupaten Jember merupakan daerah rawan bencana tsunami, banjir genangan, puting beliung, gempa bumi, kebakaran, abrasi pantai, kelalaian manusia, dan juga bencana sosial. Potensi bencana di Desa Paseban juga dapat berdampak pada arsip Pemerintah Desa Paseban. Tujuan dari kegiatan ini adalah untuk membuat perangkat desa memiliki kemampuan dalam mengelola arsip melalui emergency management arsip dengan bantuan aplikasi. Metode pelaksanaan kegiatan ini melalui teori yang diberikan dilanjutkan dengan praktik. Pelaksanaan pengabdian kepada masyarakat ini membutuhkan waktu sebanyak satu bulan. Peserta pelatihan yang mengikuti pelatihan ini diantaranya kepala desa dan perangkat desa, perwakilan BUMDES, perwakilan BPD, perwakilan kelompok Tani dan Nelayan, perwakilan pengelola arsip sekolah, PKK dan masyarakat desa Paseban sejumlah 70 orang. Setelah diberikan pelatihan, peserta dalam hal ini perangkat desa mendapatkan pendampingan dari tim pengabdian. Hasil dari kegiatan ini adalah perangkat desa dapat menggunakan aplikasi SIAMIS dalam mengelola emergency arsip. Selanjutnya dilakukan evaluasi melalui wawancara dengan perangkat desa dan didapatkan bahwa program pelatihan dan pendampingan ini dapat diterima baik oleh perangkat desa dan masyarakat. Kesimpulan dari kegiatan ini adalah pelatihan emergency management arsip dibutuhkan oleh perangkat desa dalam mencegah bencana kearsipan.Paseban Village, located in Jember Regency, is a disaster-prone area for tsunamis, floods, tornadoes, earthquakes, fires, coastal erosion, human negligence, and social disasters. The potential disasters in Paseban Village can also impact the archives management of the Paseban Village Government. The purpose of this activity is to make village officials maintain the ability to manage archives through archive emergency management with the help of an application. Implementing this activity is through providing material using lecturing and training. Implementation of this training takes one month in the village. The participants in this training included village heads and village officials, BUMDES representatives, BPD representatives, representatives of farmer and fisherman groups, school archive managers, PKK, and the Paseban village community. After being given training, the village officials received assistance from the community service team. The result of this activity is that village officials can use the SIAMIS application to manage emergency archives. Furthermore, this activity gets evaluated by the participant through interviews. Based on the interview, it concluded that the training and mentoring program was acceptable to both village officials and the community. This activity concludes that village officials need emergency management of archives training to prevent archival disasters.
