Abstract

Every regions goverment must be able increasing their own regional income. The finance of resources in fiscal decentralization era, such as: regional original income, general allocation funds and natural resources revenue sharing and tax revenue sharingThis research aims to analyze the fiscal decentralization impact to economic growth at regional district in sub provinsi Semarang. The tools of analisis is regression using panel data with Generalized Least Square (GLS) method and Fixed Effect model. It uses district-level data and supplied by the Indonesian Central Bureau of Statistics during 2002 - 2006The regression result shows that regional income, natural resources revenue sharing and tax revenue sharing, and labour forces have positive impact on economic growth at regional district in sub provinsi Semarang.General allocation funds has negative effect towards economic growth at regional district in sub provinsi Semarang. Fiscal decentralization brings more advantages for regions to manage their own fiscal capacities. Abstract

AbstrakPembangunan kota yang berkelanjutan pada kenyataannnya masih sebatas paradigma. Tantangan utamanya adalah implementasi dari kebijakan yang diambil tidak terlepas dari kepemimpinan dan tata kelola. Tujuan studi ini untuk mengidentifikasi indeks pembangunan kota berkelanjutan dan menganalisis kontribusi kepemimpinan dan tata kelola kota terhadap kota berkelanjutan di Kabupaten Grobogan Provinsi Jawa Tengah. Jenis data yang digunakan data primer dan sekunder. Data primer bersumber dari data persepsi pendapat masyarakat kota mengenai pencapaian keberlanjutan kota dengan metode kuesioner, wawancara dan Focuss Group Discussion (FGD). Responden dalam studi ini adalah masyarakat umum selaku penerima manfaat dari penyelenggaraan pembangunan terdiri dari 100 orang. Wawancara dan FGD dilakukan dengan pihak Bappeda, Kecamatan dan kelurahan. Data sekunder bersumber dari Badan Pusat Statistik (BPS) dengan metode dokumentasi. Variabel penelitian terdiri dari kepemimpinan kota dan tata kelola kota. Hasil penelitian Kabupaten Grobogan masuk kategori kurang berkelanjutan dengan skor Indeks Pembangunan Berkelanjutan 125,49. Kontribusi kepemimpinan kota terhadap keberlanjutan kota sebesar 18,33% dan tata kelola kota sebesar 18,92%. Berdasarkan persepsi masyarakat kepemimpinan di Kabupaten Grobogan baik sedangkan tata kelola cukup baik. Untuk menuju kota yang berkelanjutan, harus ditingkatkan dan diperbaiki adalah kedekatan pucuk pemerintahan dengan warga serta kemudahan partisipasi warga dalam proses perencanaan/pelaksanaan/pengawasan pembangunan sarana dan prasarana publik. Kata kunci: kepemimpinan, tata kelola, kota, berkelanjutan, indeks AbstractSustainable urban development on the reality is still a paradigm. The main challenge is the implementation of policy taken that can not be separated from leadership and governance. The purpose of this study to identify sustainable urban development index and analyze the contribution of urban leadership and governance to sustainable urban Grobogan District, Central Java Province. Types of data used primary and secondary data. Primary data sourced from the perception of urban community opinion regarding of the achievement of sustainable urban with method of questionnaire, interviews and Focuss Group Discussion (FGD). The respondents in this study was the general public as the beneficiaries of the Organization of the development consists of 100 people. Interviews conducted with FGD and Bappeda, districts and subdistricts. Secondary data is sourced from the Central Bureau of statistics (BPS) and methods of documentation. Research on variable consists of city leadership and governance of the city. Research results Grobogan entry categories less sustainable Sustainable Development Index with a score of 125.49.The contribution of urban leadership to the sustainability of urban is 18.33% and urban governance is 18.92%. Based on the perception of community of urban leadership in Grobogan District is good while urban governance is quite good. To get to a sustainable urban, which should be improved and corrected is the proximity of the top government with citizens as well as the ease of citizen participation in the process of planning/implementation/supervision of public facilities and infrastructure development Keywords: leadership, governance, urban, sustainable, Index
