Abstract

Penelitian ini bertujuan untuk meningkatkan kemandirian belajar dan prestasi belajar siswa pada kompetensi dasar motor starter dengan metode Problem Based Learning siswa kelas XI TKR A SMK Ma’rif 4 Kebumen Tahun Pelajaran 2014/2015. Jenis penelitian yang digunakan Penelitian Tindakan Kelas. Subjek penelitian ini siswa kelas XI TKR A SMK Ma’arif 4 Kebumen yang berjumlah 33 siswa. Teknik pengumpulan data menggunakan obsevasi dan metode tes. Instrumen penelitian ini menggunakan lembar observasi dan soal tes berbentuk pilihan ganda pada tiap siklus. Teknik analisis data yang digunakan dalam penelitian ini adalah deskriptif. Penelitian ini mengalami peningkatan yaitu pada kondisi awal, siklus I dan siklus II. Rata-rata hasil lembar observasi kemandirian belajar pada kondisi awal yaitu 59,85% (60%), lembar observasi pada siklus I menjadi 72,10 %, dan pada siklus II menjadi 81,94% (82%). Kemudian rata-rata nilai pada kondisi awal tes teori nilai yang diperoleh yaitu 71,15 setelah dilaksanakan siklus I naik menjadi 81,58 dan pada akhir siklus II naik menjadi 86,61.Dengan demikian dapat disimpulkan bahwa penerapan metode Problem Based Learning dapat meningkatkan kemandirian belajar dengan ditandai meningkatnya prestasi belajar. Abstract

After the abrogation of a local regulation made by the central government, the local government may make a legal effort called an ‘objection” mechanism. In the on hand, the objection made by the local government shows that a law enforcement may be well made. On the other hand, an unclear concept of law enforcement arises. It is due to the fact that the substance of the 2004 Law no. 4 article 10 on the Justice Power merely regulates 4 (four) matetrs namely: General Justice, Religion Justice, Military Justice and State Administrative Jutsice. Therefore, any dispute on any decision on local regulation abrogration actually is not included in the fourth category in the concerned justice environment. Efforts that may be made is to add authorities to the Supreme Court by arranging justice institution that handle any local regulation dispute, optimizing executive reviews and applying judicial reviews.  From streamlining improper theories of the solution on the dispute of Local Regulation abbrogation through the Supreme Court, to find out a way out is a necessity in order to avoid any legal uncertainty.
