Abstract

Most research on talent management concentrates on the theory and practice of talent mapping in the private sector both domestic and foreign. Little research consider talent mapping in the public sector. Thus this research investigates how the implementation of talent mapping in public sector due to the stipulation of civil servant management in the recent years and many institutions have not applied it yet. Talent mapping is a crucial initial stage and determines the success of the human resource development process in talent management. The aim of this research is to know what factors have a significant affect to the successful implementation of the talent mapping in BPKP. This research is a quantitative research by distributing questionnaires to 72 Employees of Human Resource Department of BPKP. The variables are used to analyze the factors that affecting such as standard and objectives, resources, communication and enforcement activities, the characteristics of the implementing agencies, social, economic, and political conditions and the disposition of implementors. The result based on perceptions of implementors using data analysis of Structure Equation Modeling-Partial Least Square (PLS SEM) shows that the successful implementation of talent mapping policy for auditors is affected significantly and positively by communication and enforcement activities, the characteristics of the implementing agencies, and social, economic, and political conditions. So, to achieve the succeeding level in the best result, it can be done by some solution such as maintaining accuracy and consistency of communication and enforcement activities, improving the characteristics of implementing agencies, and maximizing social, economic, and political conditions.

Abstract

This study aims to determine the implementation of Ternate Mayor Regulation Number 21 of 2018 concerning the Use of Local Products Typical of Ternate City, and to determine the factors that influence the implementation of the policy, using a qualitative descriptive method according to the theory of Public Policy Implementation from Donald S. van Metter. and Carl E. van Horn. The results showed that in maximizing the use of local products typical of the Ternate City area as measured by the level of income from product sales at the Tara No Ate Supermarket, 80 percent of the use of local products was dominated by users from outside the City of Ternate, and the remaining 20 percent was utilized by the people of Ternate City. This is because the socialization and motivational activities to the government, namely OPD within the Ternate City Government, Vertical Agencies, BUMN, BUMD, Private, and the community to use local and regional superior products have not been carried out optimally and consistently.

Abstract

The objective of this research is to find out how the implementation of the Minister of Home Affairs Regulation Number 18 of 2020 concerning the Implementation Regulation of Government Regulation Number 13 of 2019 concerning Reports and Evaluation of the Implementation of Local Government carried out by Pangkalpinang City Government in 2020, the supporting and hindering factors in the implementation. The research focused on preparing reports based on government policies using the implementation theory of George Edwards III. Data collecting through document analysis, interviews, and observations using a qualitative approach. Based on the findings in the field, the implementation of Policy for Preparing Regional Government Implementation Reports for 2020 in Pangkalpinang City Government has not gone well. Inhibiting factors include a not yet optimal communication between the central government and local governments in delivering policy information, inadequate quantity of human resources to prepare various kinds of reports, uneven supporting facilities for the preparation of LPPD in each regional agency , a not yet optimal commitment of several regional agencies to meeting data  and documents needed to improve the quality of Key Performance Indicators (IKK), the lack of  coordination among regional agencies in data fulfillment, and the unavailability of a Standard Operational Procedure (SOP). Supporting factors include good communication between the Secretariat Team and drafting officers, the quality of human resources in terms of education, high commitment of the Secretariat Team, which is chaired by the Regional Secretary, and drafting officers.
