Abstract

The identity of the population is the basic thing that a person must have, in order to make it easier for people to socialize and interact with each other. Technological developments that occur at this time can facilitate the management and public administration services in the field of population and civil registration so that it is very efficient. The type of research used is Normative Empirical. Types of data sources in this study using three types of data sources, namely primary, secondary, and tertiary data. The data collection technique used by the author is Literature Study, Interview, and Documentation. The data analysis technique used is qualitative, comprehensive, and complete analysis. The results showed that the implementation of the online service regulations carried out by the Labuhanbatu Regency Population and Civil Registration Service was the first step for the community to register through the Whatsapp contact provided by the relevant agency. Then, enter the full name. Family card, and so on. Finally, the data that has been sent by the public will be automatically entered into the database for verification and management. The positive impact of the rules in the midst of the Covid-19 pandemic is that people no longer have to come to the office and crowd there to manage their respective interests, this makes the contact and transmission of the Covid-19 virus more minimal. The obstacles that occur in implementation in the field are that there are still many people who do not understand online registration because of limited ability to use technological advances such as the internet and how to overcome solutions in filing problems in managing Population and Civil Registration documents in Labuhanbatu Regency.Keywords: Service, Administration, Population, Civil Registration

Abstract

Complete Systematic Land Registration is the legalization of assets in the form of land leveling activities for the first time in the context of issuing land rights certificates for all community groups, especially middle and low economic groups. This study aims to determine whether land leveling through the PTSL Program carried out in Labuhanbatu Regency can run smoothly and is in accordance with applicable regulations. This research includes empirical legal research, where data is collected by means of literature studies and research to the location of the object of research and conducting interviews with relevant sources. The results of this study are the importance of the local government making a legal umbrella in the form of a regent regulation that discusses in detail the PTSL process in villages so that there is no extortion by village officials, especially for the poor, it can be expected to be free from the cost of issuing certificates of property rights through the PTSL program funded by the local government, but in its implementation of course there are obstacles, both technical and juridical, such as regional conditions, community aspects and others. The suggestion given by the author is that there should be more active socialization of intentions to the public, both through print and electronic media about the importance of registering land rights to obtain proof of ownership rights in the form of certificates. Likewise, the village government must carry out its duties so that the people in the area live in prosperity and can succeed in carrying out and completing the Systematic Complete Land Registration (PTSL) so that the land owned by the community is clearly guaranteed legal certainty, orderly administration and avoids disputes.Keywords: Juridical Analysis; Registration; Land.

Abstract

The problem raised in this paper is how to regulate the granting of permits in the laws and regulations relating to the granting of industrial business licenses in Labuhanbatu Regency, how to procedure for granting industrial business licenses in Labuhanbatu Law No. 6/2008 by Labuhanbatu Regency government, the method used in This writing is using normative legal research conducted with research data dissemination. The granting of industrial business licenses by local governments is one of the supporting factors for regional development, because by granting business licenses, levies on regions are increasing and the cost of fees can be a fund for the regions in carrying out regional development efforts. Legislation related to Industrial Business licenses are as follows: Law No. 3 of 2014 concerning Industry, Government Regulation Number 13 of 1995 jo Government Regulation Number 107 of 2015 concerning Industrial Business Permits, Minister of Industry Regulation Number 41/M-IND/Per/6/2008 jo regulation of the Minister of Industry Number 81/M-IND/Per/10/2014 concerning the provisions and procedures for granting Industrial business licenses, expansion permits and registration marks, regulation of the minister of industry number 05/M-IND/Per/2/2014 concerning procedures, Granting of Industrial Estate Business Permits and Industrial Estate Extension Permits. The procedure for obtaining an Industrial Business Permit is by: The applicant takes care of the recommendation letter from the local lurah and sub-district head and completes other required documents; Applicant fills out the Industrial Business Permit application form available at the Labuhanbatu Regency Licensing Services Office; The applicant submits the completed application form and other administrative requirements; Furthermore, officers will check or inspect the company location. If passed the inspection and other administrative documents have been declared complete, the Industrial Business License will be issued and the applicant can take it at the Labuhanbatu Licensing Service Office.
