Abstract

This study discusses the effort against corruption eradication in Asian countries which is a manifestation from the corruption itself. To that goal, this study adopted a literature review to explore ways to corruption eradication (secondary data). Meanwhile from the literature review, the analysis provided information that corruption eradicating was more directed at preventive measures through education in early childhood at the elementary school programs as an investment in future integrity. The citizen participation, institutions cooperation, good governance, and electronic use in reporting activities system contributes to efforts to make difficult corruption. The corruption eradication in each country will apply differently according to the condition and resources available. Keywords: Corruption, Eradication, Asia Country Abstrak Penelitian ini membahas tentang upaya pemberantasan korupsi di negara Asia yang dimanifestasikan dari bentuk korupsi itu sendiri. Untuk tujuan itu, penelitian ini mengadopsi kajian pustaka untuk menelusuri cara pemberantasan korupsi (data sekunder). Sementara itu, dari penelusuran analisis kajian pustaka memberikan informasi bahwa pemberantasan korupsi lebih diarahkan kepada tindakan pencegahan melalui pendidikan korupsi tingkat usia dini pada program sekolah dasar sebagai investasi integritas masa depan. Partisipasi masyarakat, kerja sama berbagai institusi, tata kelola pemerintahan, dan penggunaan elektronik dalam aktivitas pelaporan berkontribusi dalam upaya mempersulit tindakan korupsi. Pemberantasan korupsi di setiap negara akan menerapkan cara yang berbeda sesuai dengan keadaan, dan sumber daya yang tersedia. Kata Kunci: Korupsi, Pemberantasan Korupsi, Negara Asia

Abstract

Penelitian ini menggunakan metode kualitatif untuk mendeskripsikan pelayanan pengaduan masyarakat berbasis online SP4N LAPOR (Sistem Pengelolaan Pengaduan Pelayanan Publik Nasional Layanan Aspirasi dan Pengaduan Online Rakyat). Informan yang dipilih secara purposive sampling yang terdiri dari kepala sub bagian pelayanan publik dan tata laksana, pengadministrasian perencanaan dan program/web admin, pengelola pengaduan publik, serta masyarakat. Dengan menggunakan 6 indikator pelaksanaan E-Government Richardus Eko Indrajit (2005). Data penelitian ini dikumpul dengan menggunakan observasi, wawancara dan dokumentasi. Data tersebut dianalisis dengan menggunakan reduksi data, sajian data serta penarikan kesimpulan dan verifikasi data. Hasil penelitian menunjukkan bahwa 5 indikator pelaksanaan E-Government belum dipenuhi dengan baik oleh Kantor Bagian Organisasi Sekretariat Daerah Kabupaten Karimun yakni  Content Development, Competency Building, Connectivity, Citizen Interface dan Capital. Masih perlu adanya perbaikan untuk ke 5 indikator dari pelaksanaan E-Government. Hanya 1 indikator pelaksanaan E-Government yang memenuhi yakni Cyber Laws karena adanya kejelasan perangkat hukum yang mendasari pelaksanaan SP4N LAPOR di Kabupaten Karimun. Dalam pelaksanaan SP4N LAPOR di Kantor Bagian Organisasi Sekretariat Daerah Kabupaten Karimun, diharapkan untuk dapat terus meningkatkan pelayanan pengaduan berbasis online serta mendapatkan kepercayaan dari masyarakat agar dapat menggunakan layanan pengaduan ini sehingga menciptakan pelayanan publik yang lebih baik di Kabupaten Karimun.

Abstract

Pengabdian ini di latarbelakangi karena keterbatasan Kapasitas Pemerintah Daerah dalam Proses Penanggulangan Bencana, keterbatasan tersebut disebabkan oleh kurangnya sumber daya manusia, belum terbentuknya lembaga yang khusus menangani masalah kebencanaan di Tingkat Daerah, minimnya dukungan pembiayaan dan sejarah kerentanan bencana wilayah di masa lalu. sebagai garda terdepan yang berhadapan langsung dengan Masyarakat dituntut untuk bisa menjadi Leading Sector dalam Penanggulangan Bencana dengan kekuatan-kekuatan kearifan lokal . Dengan kekuatan kearifan lokal ancaman kerentanan bencana dapat diminimalisir sehingga mengurangi jumlah korban, baik korban jiwa maupun korban harta benda. Kegiatan Pengabdian Kepada Masyarakat  di Desa Resun Pesisir-Lingga Utara Kabupaten Lingga bertujuan untuk meningkatkan pengetahuan dan pemahaman bagi aparatur desa dan seluruh Masyarakat akan pentingnya penyelenggaraan Penanggulangan Bencana di tingkat Desa melalui Kearifan Lokal yang berguna untuk  meningkatkan kesiapsiagaan Bencana khususnya bencana Alam. Metode yang digunakan adalah melalui penyampaian beberapa  tahapan materi yang dilanjutkan dengan Diskusi dan tanya jawab. Hasil dari pengabdian ini, Masyarakat dengan keterbatasan pengetahuannya tentang manajemen bencana,mitigasi dan rendahnya kesadaran akan bencana, bertekad untuk mejadi Desa tangguh Bencana.

Abstract

Nutritional problems in infants and toddlers are still a major problem in community administration, one of which is the problem of malnutrition. Tanjungpinang City still finds cases of toddlers with malnutrition disorders, among others, malnutrition, undernutrition and stunting. cases of malnutrition in Tanjungpinang City have increased over the past three years. In 2020 there were 97 toddlers, in 2021 there were 121 toddlers and in 2022 it rose to 245 toddlers. The purpose of this study is to Evaluate the Poor Nutrition Management Program in Toddlers at the Tanjungpinang City Health Office. Researchers use a qualitative descriptive approach. The results of the program evaluation show how the achievement of the implementation of the malnutrition mitigation program carried out by the Tanjungpinang City Health Office. The context indicator explains the background of the program and the strategy carried out by the Health Office has run optimally to achieve program goals. Furthermore, input indicators still require complete human resources and infrastructure so that malnutrition management programs can run effectively. Then, the HR process indicators in this program have been running through coordination so that activities can run regularly but there are still some things that need to be considered in increasing participation and knowledge about parenting. Furthermore, product indicators are evaluated in running the program, but there are still some negative sides that still think that handling nutritional problems is a health task. The conclusion of the evaluation of the malnutrition mitigation program by the Tanjungpinang Health Office is that the malnutrition program is effective enough but has not been optimally implemented. Suggestions as an improvement effort are to increase community understanding of the program, strive for the fulfillment of additional feeding for all toddlers, fulfill program training, add officers and improve training.

Abstract

The study is based on the problems that occurred in passport management at the immigration office of class ii before the release of the apapo and m-passport applications, and the supervision and services that passport care applicants face such as less effective assurance of service, inefficient institutional performance efficiency, queue issues at the slow service bureau, People had to wait a long time to manage passports, but sometimes it was also unclear that their services, once applied online, still lacked the requirement of service to manage passports and were unable to schedule the days and times. Immigration office class II TPI Tanjung Balai Karimun applies to information technologies based on applications systems and some service innovations such as friendly ham, eazy passport, sicross and sijamat are a step to make it easier in the process of better passport management management. The study aims to know the effect after information technology has been applied to passport management services and to use a qualitative approach or type of descriptive with the paradigm used is constructivism, which suggests that knowledge is not only the construct of subject thought studied and related to this study of the subjective and subjective realities rather than the product of experience alone, But it is a construct by thinking with the application of applications for information technology service. The theory used by the sangkala (2013) analysed is five major indicators or strategies of innovation in the government sector: integrated services, decentralized services and monitoring services, joint operation, citizen outreach, and the introduction of communication and information technology. Instruments of data gathering that are interviews, observations, and documentation and data triangulation. Research shows that the application of information technology to passport management services is so far beyond optimal that the system may have a problem determining schedules because of unstable tissues, it is seen that the service is integrated and based on the soup and brings the ease felt by society.

Abstract

The implementation of public order for street vendors (PKL) is still a problem, due to the lack of handling carried out by the local government, causing the community to deliberately violate the trading place. The background of this research is to find out the obstacles in carrying out the duties of the civil service police unit in the Karimun sub-district in controlling street vendors. The method used in this research is to use a qualitative descriptive approach with data sources in observation, interviews, and documentation. The theory used in this study is the theory of the four main elements of performance evaluation measurement according to Mahsum (2013: 26) namely (1) the goals and objectives carried out by SATPOL PP have been carried out in accordance with established regional regulations even though there are several street vendors in the Puan market Maimun who has not optimally understood the regulations from SATPOL PP. (2) the performance measurement of SATPOL PP as public control can be said to be quite effective even though not as a whole in socializing the ban on selling on public roads. (3) in measuring the level of achievement of SATPOL PP targets, it can be said that the level of achievement is in the category of success in providing solutions related to selling on the roadside, it's just that there is a lack of strategy in spatial planning. (4) in evaluating the performance of SATPOL PP it has been optimal but there is still a lack of routine supervision and maximum sanctions, this is due to the lack of firm attitude and commitment from officers who violate the rules so that the handling of street vendors is not optimal. The conclusion of this study is that the Karimun Regency SATPOL PP has carried out public control of street vendors at the Puan Maimun market in accordance with regional regulation No. 1 of 2019 concerning public order. suggestions that SATPOL PP should provide regular outreach regarding the orderly regulations for street vendors, supervise officers who are undisciplined, give directions evenly and stipulate strict sanctions against street vendors who violate the rules.

Abstract

The Sustainable Development Goals (SDG's) have 17 goals from 2015 to 2030. The Sustainable Development Goals (SDG's) are in line with the vision and mission of President Joko Widodo and Vice President Ma'aruf Amin in the 2020-2024 National Medium Term Development Plan. Then it was aligned into the Lingga Regency Medium Term Development Plan 2021-2026. The background of this research is to measure how far the Lingga District Social Service has implemented poverty alleviation in implementing the Sustainable Development Goals (SDG's) Program to reduce poverty in Lingga District. The method used in this research is using a qualitative descriptive approach with primary and secondary data sources and using data collection techniques by observation, interviews, and documentation. The theory used in this study is the Van Meter Van Horn Theory with six indicators, namely policy standards and targets, resources, characteristics of implementing agents, attitudes of implementers, inter-organizational communication, social, economic, and political environment. The results of the research are based on the first indicator, namely the standards and policy targets have a direct impact on coastal communities in Lingga Regency so that they are said to be poor. The second indicator is resources, the existing resources are in accordance with the standards set even though there are some human resources who still commit fraud. Indicator. The third is that the characteristics of implementing organizations have implemented existing policies in a firm and disciplined manner towards beneficiaries. The fourth indicator is the attitude of the implementers to accept the policy, it's just that there is a lack of response from Social Service employees and supervision is carried out. The fifth indicator is that communication between organizations has been established, it's just that the executors rarely come into the field for various reasons. Thus causing fraud. The sixth indicator, namely the social, economic and political environment, has been implemented with the government's efforts to improve the welfare of the community. The conclusion of this study is that the Lingga District Social Service has implemented a poverty alleviation program based on the Sustainable Development Goals Program in Lingga District.

Abstract

In Batam City, traffic violations often occur, hence the implementation of E-tickets. The purpose of this research is to find out the implementation of E-Tilang program in handling traffic problems in Batam City. This research is a descriptive research with a qualitative approach. Data collection techniques through observation, interviews and documentation. This research uses 6 indicators from Van Meter and Van Horn’s theory. The results of the research a) The standards and objectives of the E-tickets policy make it easier for the public to pay and make it easier not to attend the trial. B) For resources, they have received training on the application of E-tickets so that officers understand its application, but the problem lies in technological resources where access is slow c) For the characteristics of the implementing agency, they have followed the SOP while carrying out their duties. D) Communication, police communication with the court. D) Communication, police communication with the court is quite good, but socialization between the police and the community is not optimal because there are still people who do not know the E-ticket policy. E) Implementers’ attitudes, the responses of officers and the public support its implementation because E-tickets make it easier for the public and officers in the field. F) Economic, Social and Political Conditions. The economic condition of the community is not enough to affect the ticket fines imposed on the community. Social conditions, the level of violations in Batam is quite good with the existence of E-tickets, in line with the large enough fines so that people start to be deterred.

Abstract

The Al-Qur'an Literacy Completion Policy is a policy that aims to change people's attitudes or behavior. There are still many obstacles to the implementation of the Al-Qur'an illiteracy eradication policy, therefore the support from related parties is needed. The purpose of this study was to find out the implementation of the district head's decree no 123 A of 2006. The informants in the study were parties involved in implementing the Al-Qur'an illiteracy policy, teachers and the community as parents of the Santri in Meral Barat District. Data analysis techniques in this study using triangulation techniques. The results of this study are seen from the dimensions of the content of the policy, the formation of this policy on the basis of meeting the needs of the community and the local government's concern for changing people's behavior and making people good at reading, understanding and practicing the contents of the Al-Qur'an. This policy is considered appropriate to be implemented in Karimun which is cultured with Malay. Human resources and infrastructure then influence the implementation of this policy. From the analysis of the environmental dimensions of the policy, the program implementers are trying to overcome every obstacle, even though it is not yet optimal, such as diverting study hours for Santri as needed and making other religious programs. So, the characteristics of the BMPG-TPQ of West Meral District is an institution under the supervision of the BMPG-TPQ of Karimun Regency which handles the management of TPQ in Karimun Regency.

Abstract

Pengelolaan sampah yang dilakukan secara teratur dan baik tentunya akan menunjukan efek yang bagus dalam pengurangan timbunan sampah khususnya untuk timbunan sampah yang ada di TPA. Penelitian ini bertujuan untuk mengetahui pengawasan dari Dinas Lingkungan Hidup terhadap pengelolaan sampah yang ada di UPTD TPA Ganet. Penelitian ini menggunakan pendekatan deskriptif berjenis kualitatif. Penelitian ini menggunakan teori pengawasan menurut Handoko yakni Standar alat ukur pengawasan, pengukuran kinerja, Perbandingan pelaksanaan kegiatan dengan standar dan analisa penyimpangan dan pengambilan tindakan koreksi. Hasil penelitian pada indikator Standar Alat Ukur Pengawasan standar alat ukur telah ditetapkan dan diterapkan seperti halnya sudah terdapatnya SOP selama proses pengelolaan sampah di UPTD TPA. Berdasarkan pengukuran kinerja pengawasan yang diberikan dilaksanakan secara langsung di lokasi dan secara tidak langsung melalui laporan dari staf pengawas yang ada di UPTD TPA, Berdasarkan perbandingan pelaksanaan kegiatan dengan standar dan analisa penyimpangan pelaksanaan pengelolaan sampah terkendala dikarenakan standar pembuangan sampah masih mengalami kendala dalam hal kegiatan titik bongkar sampah sehingga proses penimbunan sampah terjadi keterlambatan, berdasarkan indikator pengambilan tindakan koreksi pengawas memberikan tindakan terhadap permasalahan-permasalahan yang ada selama pengelolaan sampah di UPTD dengan memberikan beberapa tindakan seperti langkah untuk melakukan perubahan, penambahan lahan dan anggaran dalam pengelolaan sampah di UPTD TPA Ganet. Kesimpulan dalam penelitian ini bahwa pengawasan pengelolaan sampah di UPTD TPA Ganet oleh Dinas Lingkungan Hidup berjalan sesuai dengan standar yang sudah ditetapkan meskipun masih memiliki beberapa kendala di dalamnya dan  terdapat tindakan dari pengawas apabila selama proses pengelolaan sampah memiliki hambatan serta memberikan solusi terhadap permasalahan tersebut.
