Program RASKIN kerap digugat masyarakat luas dan para politisi, serta sebagian Pemda menolak kalau beras yang disalurkan itu berasal dari impor. Semakin besar volume RASKIN, semakin tinggi risiko pemerintah untuk mengimpor beras. Kalau hal ini berlangsung lama, maka akan memperburuk citra program. Keputusan besaran penyaluran RASKIN tidak terkait dengan produksi beras dalam negeri. Sedangkan pengadaan dalam negeri BULOG berkaitan erat dengan produksi gabah, yang pertumbuhannya semakin kurang stabil. Pada 2011, penyaluran RASKIN ditetapkan sekitar 3,4 juta ton, di pihak lain pengadaan dalam negeri rendah karena pertumbuhan produksi rendah atau negatif. Akibanya adalah semakin tinggi kandungan impor terhadap total pengadaan BULOG, yaitu 20% (2010) dan 56% (2011). Total impor beras BULOG dalam 2 tahun terakhir mencapai 2,5 juta ton. Tujuan tulisan ini adalah menaksir besaran volume RASKIN yang pantas sehingga terhindar dari impor. Hasil penelitian memperlihatkan bahwa pengadaan gabah/beras dalam negeri berkorelasi positif tinggi (0,67) dengan pertumbuhan produksi gabah. Pertumbuhan produksi gabah semakin kurang stabil akhir-akhir ini dengan CV (Coefficient of Variation) sebesar 140%. Angka elastisitas pengadaan beras dalam negeri BULOG terhadap produksi gabah adalah 3,751. Pencapaian pertumbuhan produksi gabah dalam negeri 5% atau lebih yang berlangsung berturut-turut beberapa tahun semakin sulit dicapai, karena perubahan iklim, buruknya infrastruktur irigasi, termasuk pesatnya konversi lahan sawah. Oleh karena itu dalam jangka pendek disarankan agar volume RASKIN yang pantas adalah sekitar 2 juta ton, berkisar antara 1,8-2,2 juta/tahun. Tidak dianjurkan penyaluran RASKIN lebih dari 2,5 juta ton/tahun.RASKIN program is often accused by the public and politicians, and refused by some local governments when the rice is supplied from importation. The decision on the amount of RASKIN distribution is not associated directly with domestic rice production. Meanwhile, BULOG domestic rice procurement is closely related to domestic paddy production whose growth tends to be less stable lately. In 2011, RASKIN distribution is set at about 3.4 million metric tons, on the other hand the provision of domestic rice production is low due to its negative growth. Consequently, the share of rice imports in BULOG’s total procurementhas increased, reaching around 20% in 2010 and 56% in 2011. BULOG total rice imports in thelast 2 years have evidently reached around 2.5 million metric tons. The purpose of this paper is to assess the appropriate amount of the volume ofRASKINin order to avoid importation. Research results show that BULOG domestic rice procurement is higly correlated (0.67) with paddy production growth. Paddy production growth has increasingly been less stable lately with coefficient of variation of 140%. BULOG domestic rice procurement with respect to paddy production is found to be elastic at 3.751. Achieving paddy growth of 5% or more for the last consecutive years has been difficult due to climate change, poor irrigation infrastructure, and rapid conversion of paddy fields. Therefore, in the short term, it is recommended that the reasonable volume of RASKIN is about 2 million metric tons, or ranging between 1.8 and 2.2 million metric tons/year. In contrary, distributing RASKIN over 2.5 million metric tons per year will not be recommended.
