Abstract

The Industrial Revolution 4.0 is marked by advances in information technology so that the ease and speed of receiving information without any filtering make the vulnerability of problems arise among students. Youth or students are considered as future leaders. Today, many of them are involved in disciplinary matters and some worrying social problems. Some are interested in juvenile crime leading to criminal acts. Others were engaged in absenteeism from school and bullying. Several factors contribute to social problems, such as lack of parental love and attention, negative influence from peer groups, lack of religious education, and others. Discipline problems are the main factors inhibiting student academic achievement. Therefore, this study tries to raise the Handling of Student Social Problems in the Industrial Revolution 4.0 era. The method used in this research is descriptive qualitative with data collection sources based on library research, namely from journals, books or other sources related to handling student social problems. The results showed that the social problems of students in the school environment that arose in the 4.0 industrial revolution era were divided into two, namely internal social problems that arise from the students themselves, namely difficulties in getting along and introverted personalities and external factors or social problems that come from outside the students, namely bullying. And coercion by parents. In this study, the author also explains the causal factors and how to overcome these internal and external social problems.

Abstract

Most research on talent management concentrates on the theory and practice of talent mapping in the private sector both domestic and foreign. Little research consider talent mapping in the public sector. Thus this research investigates how the implementation of talent mapping in public sector due to the stipulation of civil servant management in the recent years and many institutions have not applied it yet. Talent mapping is a crucial initial stage and determines the success of the human resource development process in talent management. The aim of this research is to know what factors have a significant affect to the successful implementation of the talent mapping in BPKP. This research is a quantitative research by distributing questionnaires to 72 Employees of Human Resource Department of BPKP. The variables are used to analyze the factors that affecting such as standard and objectives, resources, communication and enforcement activities, the characteristics of the implementing agencies, social, economic, and political conditions and the disposition of implementors. The result based on perceptions of implementors using data analysis of Structure Equation Modeling-Partial Least Square (PLS SEM) shows that the successful implementation of talent mapping policy for auditors is affected significantly and positively by communication and enforcement activities, the characteristics of the implementing agencies, and social, economic, and political conditions. So, to achieve the succeeding level in the best result, it can be done by some solution such as maintaining accuracy and consistency of communication and enforcement activities, improving the characteristics of implementing agencies, and maximizing social, economic, and political conditions.

Abstract

At time advances in technology today, the public can directly supervise the performance of employees in government institutions., therefore the demands of working professionally must be realized in daily activities by the state civil apparatus. Considering the importance of the quality of the performance of the state civil apparatus for the progress of the nation and state, this study aims to analyze and describe how the performance of the state civil service, especially in the scope of the Regional Secretariat of Muara Enim Regency based on the specified performance indicators. This research is qualitative in nature, starting with the determination of respondents as sources of information (informants) until a descriptive analysis is carried out on the data obtained and grouped according to each indicator. The number of informants is twentyfive (25) people and the number of indicators is eight (8) items. The results showed that 59.4% of employee performance was acceptable or good, meaning that it was feasible to meet the criteria of quality of work, quantity of work, timeliness, discipline, effectiveness, independence, work in teams and responsibilities. While the remaining 40.6% of employees are rated as not having good performance. Some factors as determinants of employee performance include educational background, experience, ability to adapt, creativity, loyalty, and work ethic. There are still employees who have low competence, lack of willingness to learn, low competitiveness and lack of creativity, making employee productivity low.

Abstract

This research was based on two main purposes, namely to: (a) investigate the reasons behind the insuitability of public services implementation to public expectation and (b) find out the the model of local government capacity building in improving public service performanace in the context of Muara Enim Regency. Using a qualitative with participatory observation and in-depth interview with rich case informants, the results of this study were that the public service performance of the local government in Muara Enim was not in line with the public expectation due to the limited capacity of local government bureaucracy, leaders’ low political will, low public participation, and inhibiting endowement factors in providing the services. Bureaucratic capacity building included individual capacity, institutional capacity, and system capacities which was carried out through the preparation and implementation of the road map and grand design of local government bureaucracy capacity building. Findings arisen from this study was that in addition to building the capacity of the bureaucracy, public service improvement also required leaders’ political will, commmunity involvement and endowment factor in the administration of public services and in the policy formulation of local government bureaucracy capacity building. Abstract

This study attempts to evaluate the extent of the relationship between small, micro and medium enterprises (MSMEs) and the banking sector in executing economic development strategies in the Covid-19 epidemic era. A qualitative method using a case study approach is utilized to see the link between MSMEs and the banking sector in this study. The research was done in Palembang City with informants from Rural Banks (BPR), Palembang City Government, and MSME actors who issued loans to BPRs. This study indicates that there is a good interaction between BPR, Palembang City Government, and MSME actors in executing economic development strategies in the era of the Covid-19 pandemic. The assistance given by BPR and the City Government can allow MSMEs to tackle numerous challenges in the middle of a pandemic. Previous study has not often explored the interaction between the three stakeholders (MSMEs, Regional Governments, and the Banking Sector) in economic recovery in the age of the Covid-19 epidemic. Whereas the support offered to MSMEs might stimulate economic activity in a region.

Abstract

This paper examines the performance of Public Procurement Goods/Services Units in Ogan Ilir Regency based on balanced scorecard. Balanced scorecard has four perspectives, namely customer, internal business process, learning and growth and financial perspectives. The research method used is descriptive quantitative. Data were obtained through a rating scale questionnaire from 140 respondents consisting of 21 internal and 119 customers using the PLS-SEM. The results showed that the performance of UKPBJ Ogan Ilir is high with the customer, internal business processes and learning and growth perspective have a significant effect on the performance of UKPBJ Ogan Ilir whereas the financial perspective does not significantly influence the performance of UKPBJ Ogan Ilir. Based on research findings that there are weaknesses in the advice dimension (customer) and innovation dimension (internal business process) and advantages in the learning and growth and financial perspective, its suggest to maintains employee discipline, responsiveness and developing innovations to continuously improved public procurement service, maintaining financial accountability, prioritizing employees who have the ability in the field and accelerating the transformation of functional profession of public procurement goods/services.

Abstract

Covid-19 telah menimbulkan krisis yang membutuhkan penanganan dan kebijakan pandemi di berbagai Negara termasuk Indonesia. Artikel ini bertujuan menganalisis kebijakan tata kelola untuk mengurangi dampak kemiskinan di Ibukota Indonesia membahas mengenai koordinasi pemerintah dalam merespon  dampak pandemi.  Metode yang digunakan dalam penelitian ini yaitu studi literatur. Sumber data    diambil secara tidak langsung dari hasil pencarian (browsing) secara online yang meringkas dataset dari OECD, SMERU, Kementerian Dalam Negeri, Kementrian keuangan.  Berdasarkan hasil penelitian pemerintah telah melakukan beberapa langkah untuk mengatasi krisis melalui kebijakan dan tata kelola.. Meskipun terdapat kerumitan dan birokrasi kelembagaan , namun penerapan Prinsip-prinsip tata kelola, partisipasi, transparansi dan akuntabilitas tetap berjalan lancar.  Kesimpulannya, kebijakan komprehensif untuk memitigasi situasi krisis telah disiapkan mulai tanggap darurat, penanganan dampak sosial-ekonomi, dan model kesiapsiagaan ke depan. Melalui mekanisme partisipasi dan transparansi, pemerintah Indonesia telah memberikan serangkaian prosedur yang wajar dan sesuai dengan aturan yang berlaku untuk memberikan akses kepada masyarakat secara sosial-ekonomi melalui program kartu pra-kerja dan rencana respon lainnya. Diusulkan agar sinergi dan koordinasi diperluas ke tingkat internasional untuk mengatasi meningkatnya kemiskinan akibat dampak krisis tersebut

Abstract

Waste production will increase every year if economic and population growth also continues to increase. Problems will begin to arise when overcoming the problem of inorganic waste that cannot be decomposed naturally in a short time. The combustion process in overcoming the problem of inorganic waste also has a negative effect in the form of the emergence of dioxin compounds that can cause cancer and other dangerous diseases. This article will look at how students who are participating in the Community Empowerment Real Work Lecture (KKN-PPM) invite village communities to recycle inorganic waste to reduce plastic waste so that they can then produce new goods that have economic value that are worth selling. Then the existence of the Village Waste Bank Office can also be a means for villagers to be able to manage, buy and sell existing waste. The handicrafts that have been successfully made from this recycled waste are market baskets, wallets, ecobrick chairs, water baskets and fruit plates.
