Abstract

Abstract: Policy neutrality of civil servants is expected to improve the quality of public services in the government bureaucracy. But in fact still be seen attitudes and behavior of civil servants who have little or no neutral from political party influence. On that basis, this study is intended to answer the question how far the influence of the implementation of civil service neutrality policy toward public service in the Department of Labor Manado City. This study uses quantitative methods. Sources of data / research respondents were as many as 60 people consisting of 30 employees Manado City Department of Labor, and 30 community members who never got the public service in the Department. Collecting data using questionnaires and assisted with interviewing techniques. The analysis technique used is regression analysis and product moment correlation. Based on the analysis of the data showed: (1) the regression coefficient of the variable implementation of civil service neutrality policy on public service quality is significant posifive and (2) the correlation coefficient and the coefficient of determination of policy implementation variables neutrality of civil servants on the quality of public services is high and significant. Based on the results of the data analysis concluded that the implementation of civil service neutrality policy had a positive effect and the significant determinants of the quality of public services. Abstract

Abstract: The purpose of this research is to find out leadership role sub-district implementation people empowerment program Damau sub-district Talaud. Data sources/ informant 15 people taken from government element sub-districts, government work units government element village unsure (BPD, LPM) and the citizens. Document collected by engineering interview. Data analysis used interactive model techniques. The result of this research are: (1) leadership role in sub-district coördination implementation and supervision of people empowerment program Damau sub-district Talaud in doing so good. (2) national community empowerment program PNPM MP independent national programs is in a policy framework as the basic reference and the implementation of poverty eradication programs dna-based pemberdayaan society. With the existence of this community empowerment program public life in Damau sub-district Talaud peace, can say and life more economic growth. (3) based on conclusion this research and leadership roles can be expressed not only the need for the implementation of community empowerment programs but also SDM people become purpose and objective pemberdayaan to watch. Think of this then Research results suggested: sub-district coördination leadership role in implementation and supervision of people empowerment program needs to be improved in sub-district Damau, Talaud. Abstract

Abstract: The purpose of this research is to explain the efect leadership of the Head of Kema sub district to the citizen participation. This research was conducted in the Kema sub district with 30 respondents sample. It used purposive sampling technique and stratified random sampling. Data was collected by using questionnaire technique in the form of questions measured by Likert scale. The analysis method used here is descriptive analysis and simple regression analysis. Data analysis was conducted by using SPSS version 12,0 computer program. The results of this research indicated that: (1) based on the descriptive analysis shown that the leaderships of the Head of Kema sub district and the citizen participation both are high category. (2) based on the simple regression analysis shown the efect leadership of the Head of Kema sub district to citizen participation is positive and significant. Based on this research may suggestion to the Head of Kema sub district that to increase the citizen partisipation, must be used leadership models.
