Abstract

Rice in national development order plays an important role as the main food of Indonesian and the main sector as contributor to foreign exchange from non-oil/gas sector. Deli Serdang as one of rice centra region in North Sumatera need to be inspected on wet rice fields condition to hold out and increase rice production. The purpose of this research was to study the rice potential production on irrigation fields in Deli Serdang regency in achieving the maximum level of rice production based on radiation level, time to grow rice, and rice variety. This research also studied the ratio and realibility of existing irrigation networks. In the year of 2009-2013, the result indicated that the irrigation network reability based on productivity, puso and the rice plant index still need to be incrased. The average of ratio between technical irrigation and pra technical and conventional irrigation determined as irrigation degrees of 6,7% and the rice production target was 61%. Abstract

Suka Damai irrigation area is one of half-technical irrigation area with an area of 300 ha that is located in Sei Bamban District Serdang Bedagai regency. This study was aimed to evaluate the performance of operation and maintenance of Suka Damai irrigation system. This research was conducted in April 2015 in Sei Bamban District Serdang Bedagai regency. Some of the indicators used to determine the performance of the irrigation system were : physical and functional condition of infrastructure of the irrigation network, the adequacy of water, the level of accuracy of water supply, the management of government institution, human resources, the farmer institution performance, and the availability of funding. The results showed that : physical and functional condition of infrastructure irrigation network was bad with the value of 2, the adequacy of water was sufficient with the value of 3, the level of accuracy of water supply, the management of government institution, human resources, and the farmer institution performance was very good with the value of 4, and then the availability of funding was very bad with the value of 1. In general, the performance of operation and maintenance of the Suka Damai irrigation system was categorized well with a value of 2.96. Abstract

Considering that the oil palm plants consume a lot of water, it is needed more assessment of the magnitude of the rate of evapotraspiration especially oil palm plantations, and in the initial value stages the process can begin from nursery. The value of crop evapotranspiration can be determined based on the value of potential evaporation and oil palm crop coefficients for each growth period. This study is aimed to determine the evapotranspiration value and crop coefficients of4 months old tenera seeds.Evapotranspiration value of oil palm plantations in the initial period of plant research was 0.9 mm/day and the final period of the plant was 0.98 mm/day. The amount of evaporation in the initial period of the study was 1.98 mm/day and in the final period was 1.93 mm/day. The study shows that oil palm crop coefficient in the initial period was 0.47 and in the final period was 0.5. Keywords : Evapotranspiration, Crop coefficient, potential evaporation, oil palm Plant

Abstract

Serbangan  irrigation area is a technical irrigation area which has an area of 2.333 Ha. Evaluation of the performance of irrigation system is one way to describe the performance level of an irrigation system. This study was aimed to evaluate the performance of operation and maintenance of Serbangan irrigation system with observation or survey method. Some of the indicators used to determine the performance of the irrigation system were: functional performance and network infrastructure of irrigation, water sufficiency level, the level of accuracy of the provision of water, management of government institution, the availability of fund, human resources and farmer institutional performance. The results showed that the level of functional performance and irrigation network infrastructure was bad with the value of 2, the adequacy of water was sufficient with the value of 3,  the level of accuracy was very appropriate water supply with the value of 4,  the management of government institution was very good with the value of 4, the availability of funding was adequate,and human resources were not adequate each with the value of 2, the farmer institution performance was very good each with the value of 4. In general, the performance of operation and maintenance of the Serbangan irrigation system categorized good with a value of 2,98.
