Abstract

Cloud computing merupakan model komputasi dimana sumber daya seperti daya komputasi, media penyimpanan, jaringan, dan software dijalankan sebagai layanan melalui media jaringan. Kementerian Kominfo mempunyai aplikasi yang merupakan salah satu penerapan dari cloud computing, yaitu K-Cloud. Berdasarkan pada perhitungan data pengguna portal kominfo yang ada di PDSI, banyaknya pengguna K-Cloud hanya sebesar 19.3%, dan masih jauh dari angka ideal penggunaan K-Cloud, dimana idealnya seluruh pegawai di Kominfo telah memanfaatkan fasilitas tersebut. Karenanya penelitian ini ingin mengetahui faktor-faktor apa saja yang mempengaruhi penggunaan K-Cloud di Kementerian Kominfo, yang dilihat dari 3 faktor, yaitu faktor teknologinya, organisasinya dan lingkungannya, seperti yang digambarkan melalui TOE (Technology-Organization-Environment) Framework. Penelitian ini menggunakan pendekatan kuantitatif dengan metode pengumpulan datanya adalah survei, yang dilakukan dengan melaksanakan penyebaran kuisioner. Berdasarkan pada hasil penelitian, maka diperoleh faktor-faktor yang mempengaruhi penggunaan K-Cloud adalah faktor Teknologi dan Organisasi. Sedangkan faktor lingkungan tidak mempunyai pengaruh terhadap adopsi K-Cloud di Kementerian Kominfo

Abstract

The government needs knowledge management to improve efficiency and effectiveness in the decision-making process. Knowledge management is one of the supporters in Bureaucratic Reform, which aims to encourage the realization of an effective and efficient organization, to make it happen, government agencies must be prepared to utilize the wealth of knowledge they have, by looking at knowledge management maturity level in government. Based on the research results, the maturity level for all LPNK is 133, which is at level 3 or Introduction, with knowledge management strategies: Formalizing knowledge management through regulations; Establish systems for identifying, creating, storing, sharing, applying and inventorying knowledge; Develop a system of providing incentives for employees; Develop measurement methods and indicators to assess the impact of knowledge contributions and initiatives; Form a cross-functional team to assist each work unit in solving problems encountered; Creating a recovery system to ensure operational activities continue despite critical situations, and Creating a systematic induction process for new employees.
