Abstract

This article deals with the use of E-prints application to develop institutional repository and its influence on webometrics rank of universities in Indonesia. One of the indicators of success in the strategy of developing institutional repository in university libraries can be seen from its webometricsrank. Assessment in determining the rank of webometrics repository is based on some criteria, such as the level of visibility which is influenced by the software used. Based on this research, more than 50% of institutional repository in Indonesia use E-prints application, whileDspace is the second most used application in Indonesia. Even though Ganesha Digital Library (GDL) is created as national product, the users no longer use or even leave it for not being refined simultaneously by its developer. Some universities which used to apply GDL have immigrated to Eprints application, such as UIN SunanAmpel Surabaya and UIN SunanKalijaga Yogyakarta.Perpustakaan perguruan tinggi di Indonesia dapat dilihat dari posisi dan peringkatnya dalam webometric. Penilaian dalam menentukan peringkat repository webometrics ini didasarkan pada beberapa kriteria, di anataranya adalah tingkat visibility yang dipengaruhi oleh software yang digunakan. Berdasarkan penelitian ini, lebihdari 50% institutional repository di Indonesia menggunakan aplikasi Eprints. Sementara Dspace merupakan aplikasi terbanyak kedua yang digunakan di Indonesia. GDL (Ganesha Digital Library) meskipun sebuah aplikasi karya anak bangsa, namun telah banyak ditinggalkan oleh penggunanya karena tidak dikembangkan secara berkesinambungan oleh developpernya. Beberapa perguruan tinggi yang semula menggunakan GDL, telah bermigrasi keaplikasi Eprints termasuk UIN SunanAmpel Surabaya, dan UIN Sunan Kalijaga Yogyakarta.

Abstract

The performance of the university library must always be evaluated and assessed. Assessment or evaluation activities usually have to use standard measuring tools, so that the results can be accounted for. The results of the evaluation carried out correctly can be used as a reference and basis for library development in the future. This research is an evaluated study of the library service performance evaluation of UIN Sunan Ampel Surabaya (UINSA). The standards used as evaluation tools are the National Standards for College Libraries (SNP 13 of 2017) and the Standards for libraries in higher education issued by the Association of College and Research Libraries (ACRL), a division of the American Library Association (ALA). 2018. Using both instruments of national and international standards, the researcher wants to know the level of achievement of UINSA's library service performance from these two levels. This study uses the collecting data methods, namely documentation, questionnaires, and observations. Documentation is used to evaluate performance based on SNP 13 in 2017 while a questionnaire is used to evaluate performance based on the Standard for libraries in higher education. Documentation guide using the university library accreditation instrument. Meanwhile, the questionnaire was compiled based on the performance indicators of the 3 (three) principles of Standard for libraries in higher education, namely Professional Values, Education role, and Discovery. The results showed that the performance of UINSA Library services based on SNP 13 of 2017 had reached the standard, with a value of 4.6. The Evaluation based on the Standard for libraries in higher education, it also exceeds the standard with a value of 4.2. The results of this study became the basis for the preparation of a long-term library development policy document as part of the quality manual document. A document that will form the basis of library development for the next 5 years.

Abstract

Institutional repositories that universities mostly manage have an important role in publishing academic works to the public. Some Islamic State University Indonesia, implementing the institutional open access repository policy. The purpose this research to know librarian’s perception of open access repository policy in Islamic State University Indonesia. This study used the mixed-method approach which were analyzed descriptively. Participants were determined by area sampling and divided into four groups as a representation of the Islamic State University area in Indonesia. Resource persons were 10% of participants selected from 416 Islamic State University librarians (42 people). Result study showed that repository access patterns comprised three categories:  full open access 63%, 35% patterns were access parts of documents, and 2% access to abstract and metadata. The presentation pattern of the Islamic State University Indonesia, repository data was dominated by one full file open for access. Islamic State University Indonesia, librarians' perception of OAR was based on their understanding of the OAR definition. They agreed that, appropriately, OAR should be free of charge and be used for other legal purposes. However, there were many differences in understanding other aspects. The aspect of the most debate between them was the obligation to open all documents; 30% of participants from librarians disagreed on this aspect. The correlations between librarian perceptions and patterns of OAR are apparent from the results: 65% of librarians agree with OA, and 63% of repositories implement full OAR. Conclusion this research are librarians' perceptions influence the implementation of open access repository policies.
