Abstract

Violence against women in Semarang City is an endless phenomenon because in Semarang City itself cases of violence against women are always increasing. One of the efforts made by the Semarang City government in providing protection for women from acts of violence is by ratifying Regional Regulation No. 05/2016. The purpose of this research is to evaluate how the policy is being held and describe supporting and inhibiting factors the implementation of the policy.This research uses a qualitative descriptive approach.The informant determination techniques used are purposive sampling techniques and supported using snowball sampling with data collection methods through interviews, observation and documentation.The result of this research shows that the implementation of women’s protection policy from violent acts in semarang city is considered to be good, such as the availability of facilities and infrastructure and the existence of Standard Operating Procedures as a guide for services to victims. However, there are still obstacles in its implementation such as a lack of human and financial resources, lack of commitment from agencies who are a part of integrated service center, negative stigma from society and the absence of a forum for victims to be able to provide criticisms and suggestions for the services provided.Therefore, the recommendation that can be given to the government is: carry out a sound budget allocation planning, destroying egos between agencies, needs to establish special safe place for women victims of violence and encouraging the government to urgently discuss and pass the Draft Law on the Elimination of Sexual Violence (RUU PKS) into a law.

Abstract

The background of this research is the problems of tourism management of the Tinjomoyo Tourism Forest. The purpose of this study is to analyze tourism management in the Tinjomoyo Tourism Forest and its driving and inhibiting factors. The theory used is the theory of public management functions by Garson and Overman and the theory of tourism management functions by Damanik and Teguh. This study uses a qualitative descriptive method with snowball sampling technique. The results showed that tourism management in the Tinjomoyo Tourism Forest had not been running well. There are management functions that have not been implemented well, namely planning functions, finance functions, organizing functions, and implementation functions. The functions that have been implemented quite well are the relationship function, information function, and control function. Factors that drive the success of the management function are collaboration with other agencies, disciplined employees in collecting data, and firm leadership. There are also inhibiting factors, namely the lack of involvement of UPTD Tinjomoyo and the community in planning, refocusing the budget due to COVID-19, lack of investor interest, poor communication, lack of human resources, budget constraints, and unstable land conditions. Suggestions that can be given by researchers are that the management of the Tinjomoyo Tourism Forest must empower the surrounding community, find investors for resources, improve communication between UPTD Tinjomoyo and the Semarang City Culture and Tourism Office, and avoid development on slopes.

Abstract

Semarang City is a densely populated city with a fairly high mobility. The large number of residents, both natives and immigrants, causes many changes, one of which is the production of waste. Effective waste management is absolutely necessary so that the waste produced can be managed properly. With effective management, it is hoped that Semarang will become a clean city. This problem received a response from the government through the Environmental Service so that it was followed up. One of them is waste management at the Jatibarang TPA. This study uses the theory of effectiveness from several experts and uses the reference to the effectiveness criteria proposed by Gibson. This study uses a qualitative descriptive method conducted through interviews and also documentation. The results of the study indicate that the waste processing at the Jatibarang TPA is quite effective. Adjustment of needs with waste management innovations that are continuously improved so that problems can be resolved. The main obstacle felt was regarding funding for several facilities and infrastructure, the overwhelming need with the funds provided was felt to have not been fulfilled. The advice given is to increase public awareness to reduce waste generation so that waste can be controlled and the burden of the landfill will be reduced.

Abstract

Penelitian ini didasari oleh banyaknya keluhan masyarakat dalam mengurus Akta kelahiran di Dinas Kependudukan dan Catatan Sipil Kota Semarang. Tujuan dalam penelitian ini yaitu : (1) Mengetahui pengaruh prosedur pelayanan terhadap kualitas pelayanan di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang, (2) Mengetahui pengaruh kemampuan pegawai terhadap kualitas pelayanan di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang, (3) Mengetahui pengaruh prosedur pelayanan dan kemampuan pegawai terhadap kualitas pelayanan di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang. Metode penelitian yang digunakan adalah kuantitatif eksplanatori, dengan sampel penelitian sebanyak 100 orang. Teknik pengambilan sampel yaitu menggunakan teknik Probability Sampling. Khususnya menggunakan teknik Random Sampling. Teknik analisis pada penelitian ini yaitu uji validitas, uji reliabilitas, korelasi Kendall Tau, dan koefisien determinasi. Hasil penelitian menunjukkan bahwa (1) Prosedur Pelayanan terhadap Kualitas Pelayanan memiliki korelasi sebesar 0,631 dengan taraf signifikansi 0,01, (2) Kemampuan Pegawai terhadap Kualitas Pelayanan memiliki korelasi sebesar 0,607 dengan taraf signifikansi 0,01, (3) Prosedur Pelayanan dan Kemampuan Pegawai terhadap Kualitas Pelayanan (Y) memiliki nilai korelasi sebesar 0,763 dengan taraf signifikan 0,01. Berdasarkan hasil tersebut dapat disimpulkan bahwa terdapat pengaruh antara Prosedur Pelayanan terhadap Kualitas Pelayanan; Kemampuan Pegawai terhadap Kualitas Pelayanan; dan Prosedur Pelayanan dan Kemampuan Pegawai terhadap Kualitas Pelayanan. Saran yang diberikan adalah memperluas informasi prosedur pembuatan akta kelahiran dan meningkatkan kemampuan sumber daya manusia yang ada dengan evaluasi rutin yang berdasar pada saran atau kritik masyarakat.

Abstract

The reason behind this research is based on numerous complaints from the public regarding dissatisfaction with the quality of service and price set by PDAM Tirta Moedal Semarang. The purposes of this research are: (1) To know the effect of PDAM Tirta Moedal Semarang’s service quality on customer satisfaction. (2) To know the effect of PDAM Tirta Moedal Semarang’s set price on customer satisfaction. (3) To know the effect of PDAM Tirta Moedal Semarang’s service quality and set price on customer satisfaction. This research use explanatory quantitative method with 100 research sample. The sampling technique used is Probability Sampling technique. The analysis technique used in this research is Validity Test, Reliability Test, Kendall’s concordance coefficient (W), Kendall Tau’s correlation, and Coefficient of Determination. The results showed that (1) The effect of service quality on customer satisfaction has a 0,545 correlation coefficient with a significance level of 0,01; (2) The effect of price on customer satisfaction has 0,563 correlation coefficient with a significance level of 0,01; (3) The effect of service quality and price on customer satisfaction has 0,998 correlation coefficient with a significance level of 0,01. Based on these results it can be concluded that there is an impact between service quality, price, and between service quality and set price on customer satisfaction at PDAM Tirta Moedal Semarang. The suggestion towards the problem is to make an operational step to improve the quality of service accordance to customer expectations, it is also recommended to develop water quality, and provide clarity on price rates in the customer's water bill.

Abstract

The village has the authority to organize and take care of the interests of its people within the framework of the autonomy of the village itself. In order to answer various problems at the village level, the application of village e-government requires a careful planning. This underlies the initiative of the village-level government to run the Village Information System.Kendal Regency implemented the Village Information System since 2019, then regulated in Kendal Regent Regulation No. 39 of 2019 on Village Information System Development Guidelines as a follow-up to Central Java Governor Regulation No. 47 of 2016 on Village Information System Development Guidelines. This research aims to analyze the effectiveness of Information Systems in Purwogondo Village, Boja Subdistrict, Kendal Regency, as well as identify and analyze inhibition factors. This study uses a type of qualitative descriptive research with the determination of informants through purposive sampling techniques. Data collection techniques are used through observation, interviews, and documentation. The results of the study showed that based on seven phenomena of effectiveness of village information systems, namely relevance, variation of reports or outputs, and the quality of information can be said to be ineffective. This is due to the presence of obstacles in the application of Information Systems, (1) Human resources, namely the lack of ability to manage village information systems and the lack of regulation regarding job descriptions of each village information system management team at the village level, (2) Procedures, namely the absence of Operational Standard Procedures to provide quality information, and (3) Communication, namely the absence of communication or role built from the Village Head as a protector or from the Village Secretary as the managing chairman of Information System. The support from the Village Chief and the Village Secretary provided has not been felt by the village information system operator.

Abstract

Latar belakang penelitian ini yaitu kurangnya partisipasi masyarakat Kelurahan Gedawang dalam pembangunan Kampung Tematik Susu Perah di Kelurahan Gedawang, Kecamatan Banyumanik, Kota Semarang. Rumusan masalah pada penelitian ini yaitu: bagaimana pengaruh kepemimpinan terhadap partisipasi; pengaruh komunikasi terhadap partisipasi; serta bagaimana pengaruh kepemimpinan dan komunikasi terhadap partisipasi masyarakat dalam pembangunan Kampung Tematik Susu Perah di Kelurahan Gedawang, Kecamatan Banyumanik, Kota Semarang? Alasan dipilihnya variabel kepemimpinan dan komunikasi yaitu menurut teori, kepemimpinan dan komunikasi merupakan 2 hal yang penting yang diduga mempengaruhi partisipasi masyarakat. Metode penelitian yang digunakan adalah kuantitatif eksplanatori, dengan dengan sampel penelitian sebanyak 98. Teknik analisis pada penelitian ini yaitu analisis korelasi, koefisien determinasi, regresi sederhana, regresi berganda, uji T dan uji F. Hasil analisis menyatakan bahwa, t hitung variabel kepemimpinan > t tabel (4.575 > 1,661); t hitung variabel komunikasi > t tabel (1.675 > 1,661); serta f hitung variabel kepemimpinan dan variabel komunikasi secara bersama-sama > f tabel (10.757 > 3,09) Berdasarkan penjelasan tersebut maka dapat disimpulkan bahwa terdapat pengaruh antara kepemimpinan terhadap partisipasi; terdapat pengaruh antara komunikasi terhadap partisipasi; serta terdapat pengaruh antara kepemimpinan dan komunikasi secara bersama-sama terhadap partisipasi masyarakat dalam pembangunan Kampung Tematik Susu Perah di Kelurahan Gedawang, Kecamatan Banyumanik, Kota Semarang. Saran yang diberikan berupa: meningkatkan intensitas pembuatan keputusan bersama warga terkait pembangunan Kampung Tematik Susu Perah; meningkatkan penggunaan media guna menyebarkan informasi terkait pembangunan Kampung Tematik Susu Perah; memaksimalkan penggunaan websie kelurahan guna memberikan informasi kepada warga kelurahan secara umum tentang keputusan yang telah dibuat secara bersama-sama terkait pembangunan Kampung Tematik Susu Perah.

Abstract

HIV/AIDS appears to have disappeared since Covid-19 was declared a global pandemic, despite the fact that its spread continues. The number of people living with HIV/AIDS in the city of Semarang is growing every year. The prevalence of high-risk HIV/AIDS behaviors in key population areas contributes to the increase in HIV/AIDS infections. Furthermore, the general public's understanding of HIV/AIDS prevention, transmission, and management remains limited. The lack of public awareness will almost certainly result in a high negative stigma in society. In this regard, the Semarang City Government established a legal basis, namely the Semarang City Regional Regulation Number 4 of 2013 concerning HIV/AIDS Prevention in the City of Semarang, in response to the large number of HIV/AIDS cases and the lack of public understanding. The purpose of this study is to identify and analyze how HIV/AIDS prevention policies are implemented in the city of Semarang, as well as to determine how far the strategies that have been carried out by the city of Semarang's local government to achieve the successful implementation of these policies have progressed. The descriptive qualitative research method is used in this study. The findings revealed that the implementation of the HIV/AIDS control program in the city of Semarang was quite good, based on the local regulation of the city of Semarang Number 4 of 2013 concerning the prevention of HIV/AIDS in the city of Semarang, namely promotion, prevention, treatment, and social rehabilitation. However, there are still several factors impeding the program's implementation, including underutilized condom distribution activities, PLWHA dropping out of treatment, not all parties involved understanding the contents of the Regional Regulation, and the Covid-19 pandemic factor. As a result, the recommendations that can be made are to increase outreach activities as well as outreach to places where people are at high risk of contracting HIV, and to collaborate with KDS/WPA to approach and assist PLWHA.

Abstract

Pendidikan dan pelatihan teknis merupakan salah satu upaya dalam rangka meningkatkan kompetensi teknis Pegawai Negeri Sipil. Penelitian ini bertujuan untuk menganalisis proses pelaksanaan kebijakan dan mengetahui faktor-faktor pendukung dan penghambatnya. Penelitian ini penting karena adanya Covid-19 di Indonesia mengubah realisasi penyelenggaraan pelatihan yang sebelumnya dilaksanakan secara tatap muka menjadi pembelajaran online. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan studi pustaka. Penelitian dilaksanakan di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Tegal. Informan penelitian dipilih dengan teknik purposive sampling. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengembangan kompetensi pelatihan teknis di BKPSDM Kabupaten Tegal, secara keseluruhan dinilai sudah baik, meskipun masih terdapat aspek yang dinilai kurang. Faktor yang mendukung implementasi kebijakan ini antara lain, adanya analisis kebutuhan diklat, kesesuaian isi kebijakan, kerjasama yang baik, ukuran dan tujuan kebijakan yang jelas. Faktor penghambatnya antara lain, adanya pandemi Covid-19 menyebabkan keterbatasan anggaran, penguasaan teknologi, komitmen peserta, koneksi internet, dan tidak adanya pembagian waktu. Rekomendasi yang dapat diberikan adalah mengusulkan anggaran, meningkatkan inovasi dalam pembelajaran, meningkatkan komitmen melalui komunikasi yang baik, perbaikan kualitas koneksi internet, dan membuat peraturan untuk membebas tugaskan peserta selama mengikuti pelatihan.

Abstract

The success of local governments, in increasing local indigenous income, can be achieved through excellent service, which is provided to the community. The implementation of Lek Paijo service innovation at the Semarang City Regional Revenue Agency is expected to increase local revenue. This research was carried out in order to determine the characteristics of service innovations for the Regional Tax Electronic Service Online Network System (Lek Paijo) in Bapenda Semarang City and analyze the inhibiting factors and drivers of service innovation. This type of research is qualitative research with data collection methods through interviews, observations and documentation. This research uses the theory of innovation characteristics, to be able to find out the driving factors and obstacles to the implementation of innovation. The results of this study, namely the Innovation of Regional Tax Electronic Services Online Network System (Lek Paijo) can answer problems in public services, but in its implementation there are still problems including. Driving factors: infrastructure provided is technology-based, there is cooperation with stakeholders, the ability of human resources in the organization. The inhibiting factors are: the socialization carried out has not been evenly distributed, there is no maintenance or maintenance of innovative tools or machines and the units provided are minimal or limited, as well as the behavior or mindset of people who prefer to pay their obligations at any time they are due. Suggestions that can be given by researchers are to place paid advertisements, add machines or innovation tools, carry out periodic maintenance or maintenance on innovation machines or tools, provide warning messages to the public.
