Abstract

This study discusses the implementation of simultaneous elections in 2019 which is the decision of the Constitutional Court No. 14/PUU-11/2013 on simultaneous elections, and the purpose of this study is to examine and analyze whether the 2019 concurrent elections took place democratically and have a success rate to strengthen the consolidation of democracy and institutionalization of political parties in Indonesia. This research was conducted in North Sumatra, Banten, West Java and West Kalimantan. Furthermore, this study uses the theory of the pillars of the democratic system and the Theory of Success of Procedural and Substantive Quality Democracy. The method of research that is used is descriptive method with qualitative approach. With data analysis techniques. The findings show that the democratization of a concurrent election in 2019 is analyzed based on the pillars of a system that gives influence to the quality of the success rate of a democracy both procedural democracy and substantive democracy that measures the success rate of a democracy. Simultaneous elections in 2019 have increased public political participation and the Indonesian Democracy Index (IDI) but a new study is needed to measure the institutionalization of political parties so that comprehensively it can be known the level of democratization, consolidation of democracy and its relation to institutionalization or institutionalization of political parties.

Abstract

The Palembang City Government has an agenda to develop Kemaro Island as a tourist attraction. However, the Palembang city government's agenda has not yet received a positive reaction from the community, especially those involved with the development of Kemaro Island. This study aims to analyze the development of Kemaro Island, Palembang City in the tourism sector through analysis of the Palembang City Government's policy agenda and public perceptions of the Palembang City Government's policy agenda in relation to the development of Kemaro Island as one of the tourism objects in Palembang City.

Abstract

This research aims to analyze the factors that cause low student academic achievement. To achieve these objectives, this research used a survey design to collect data from respondents. Before the research, the researchers conducted a pre-survey interview technique to several respondents in order to obtain information to formulate a construct that will be analyzed as well as to determine the research instruments. This research was conducted in regional office Denpasar with students from Non-Pendas Program with low academic achievement as the respondents. There were 71 respondents with a response rate of 92.5%. Based on these results, there are some important things that can be concluded: Lack of motivation, lack of study time and no teaching materials are factors which lead to low academic achievement with low impact.Not following the online tutorial, not forming a study group, lack of test preparation and lack of enrichment of the materials are factors which lead to low academic achievement with quite high impact.Not supportive learning situation and the lack of study planning are the factors that lead to low academic achievement with low impact.

Abstract

This study examines UT Indonesia's experience and learning in an effort to expand the quantity and improve the quality of higher education in Indonesia. The aim is to comprehensively analyze the role of UT Indonesia in providing higher education services, increasing the outreach of higher education, and quality assurance. This study uses literature studies to assess, critique, and synthesize literature on research topics that allow for the emergence of new theoretical frameworks and perspectives. The review process includes four phases: design, implementation, analysis, and finally writing a review. Studies show that UT Indonesia has a very important role in optimizing the field of higher education for the community. UT's excellence as a distance university is largely determined by the quality of service in the form of student satisfaction. In addition, with the characteristics of the distance education system, UT can be considered as a solution to various educational problems, especially those related to equity and democratization of education, as well as expanding access to quality education for all levels of society across time and space. Lastly, high-tech learning models and quality assurance systems can be implemented based on ICT. It is important to use a quality circle approach in developing DE courses and learning materials for students. UT has an important role in improving the accessibility and quality of ICT-based education in Indonesia because of its cost effectiveness and flexibility in the implementation of learning.

Abstract

Perencanaan memegang peranan penting dan utama dalam mencapai tujuan keberadaan organisasi. Perencanaan yang matang akan mencapai tujuan yang terbaik/maksimal. Perencanaan yang canggih diperoleh dengan mengembangkan rencana strategis. Penelitian ini bertujuan untuk mengetahui pengaruh proses perencanaan terhadap optimalisasi penyusunan rencana strategis (RENSTRA) pada dinas kepemudaan dan olahraga kabupaten Sumba Barat. Dalam penelitian ini, penulis menggunakani pendekatan deskriptif kuantitatif yang bertujuan untuk mengetahui pengaruh empat variabel yaitu pemprograman (programming), penganggaran (budgeting), penjadwalan (scheduling) dan kebijakan (policies) sebagai variabel bebas terhadap optimalisasi penyusunan rencana strategis (RENSTRA) sebagai variabel terikat. Hasil dari penelitian ini menyatakan bahwa pemprograman memiliki pengaruh yang signifikan dan positif terhadap optimalisasi perencanaan RENSTRA. Penganggaran memiliki pengaruh yang signifikan dan positif terhadap optimalisasi perencanaan RENSTRA. Penjadwalan memiliki pengaruh yang signifikan dan positif terhadap optimalisasi perencanaan RENSTRA. Kebijakan memiliki pengaruh yang signifikan dan positif terhadap optimalisasi perencanaan RENSTRA. Semakin baik kemampuan ASN di lingkup Organisasi Perangkat Daerah (OPD) Kabupaten Sumba Barat dalam membuat kebijakan, secara nyata meningkatkan optimalisasi perencanaan RENSTRA pada Organisasi Perangkat Daerah (OPD) tersebut. Pemprograman, Penganggaran, Penjadwalan dan Kebijakan secara bersama memiliki pengaruh yang signifikan dan positif terhadap optimalisasi perencanaan RENSTRA.
