Abstract

A study aims to understand the morphological and meristical characteristics, relative growth and condition factor of Trichogaster trichopterus has been conducted on Juni to Agustus 2013. Twenty five fishes (56-84 mm TL and 3,63-6,52 gr) from the Tapung River and 29 fishes (55-102 mm TL and 2,00-15,18 gr) from the FAPERIKA Dam were collected and measured. There were 13 meristical and 25 morphological characteristics have been studied. Meristical characteristics of the fins of the Tapung’s fish were as follows: D. VI-VII, P.9-14, A.IX-XII. 30-36, C.16-22 and those of the dam fish were as follow D.V-VII, P. 9-12, A. IX-XII. 30-36, C.16-21. The number of scales in the frontal area of the dorsal fin was 22-27, in the lateral line was 32-41, above the lateral line was 11-14, below the lateral line was 13-16, around the body was 42-62 and around the base of the tail was 24. There were 5 types of relative growth patterns of the morfological characteristic measured from the Tapung’s fish and that of the FAPERIKA Dam was 1 types. Length-weight relationship of Trichogaster trichopterus from both sampling sites were isometric.Key words: Trichogaster trichopterus, flood areas, Tapung River, morphological characteristic, meristical characteristic

Abstract

Penelitian ini tentang pelaksanaan penegakan hukum pelayanan publik dibidang kesehatan pada rumah sakit di Kota Banda Aceh. Hasil penelitian menunjukkan bahwa kualitas pelayanan kesehatan di Kota Banda Aceh ditentukan dari fasilitas dan sumber daya. Pada Rumah Sakit Umum daerah dr. Zainoel Abidin, secara rasio tenaga kesehatan dan jumlah fasilitas yang ada telah layak dan cukup.. Pengetahuan dan kemampuan yang relatif rendah dari kalangan profesi tenaga kesehatan berimplikasi pada tanggung jawab hukum/tanggung jawab profesional. Terkait pelayanan kesehatan di rumah sakit, pemerintah sendiri telah mengeluarkan kebijakan baru, yaitu diatur didalam Undang-Undang Republik Indonesia Nomor 17 Tahun 2023 Tentang Kesehatan. Pasal 26 Undang-Undang ini membagi pelayanan kesehatan kedalam 2 (dua) bentuk, yaitu Pelayanan Kesehatan primer dan Pelayanan Kesehatan lanjutan, yang menjadi acuan bagi setiap rumah sakit umum untuk memberikan pelayanan kesehatan yang lebih baik dan taat kepada aturan hukum guna memenuhi asas-asas pemerintahan yang baik.Kata Kunci ; Penegakan Hukum, Pelayanan Publik, Pelayanan Kesehatan.This research is about the implementation of law enforcement of public services in the health sector at hospitals in Banda Aceh City. The research results show that the quality of health services in Banda Aceh City is determined by facilities and resources. At the Regional General Hospital dr. Zainoel Abidin, in terms of the ratio of health workers and the number of existing facilities is adequate and adequate. The relatively low knowledge and abilities of the health care profession have implications for legal/professional responsibilities. Regarding health services in hospitals, the government itself has issued a new policy, which is regulated in Law of the Republic of Indonesia Number 17 of 2023 concerning Health. Article 26 of this Law divides health services into 2 (two) forms, namely primary health services and secondary health services, which serve as a reference for every public hospital to provide better health services and comply with legal regulations in order to fulfill the principles good government.Keywords ; Law Enforcement, Public Service, Health Service.
