Abstract

Abstract

Reclamation of former mining areas is the end of mining activities (mine closure), aims torestore the function of the land according to the function and designation. The failure of former mining land revegetation program PT Timah (Persero), Tbk was influenced also by the behavior of the people around the former mining areas. Based on the theory of the environment, and human behavior that can affect the continuity of lives and welfare of the environment, so that the necessary research regarding public perceptions of the revegetation program. This study was conducted to analyze the public perception of the success of revegetation programs and the relationship revegetation program on the role of the community around the area of the former mining areas. Research conducted including descriptive qualitative research method and quote purpose sample through questionnaires, direct observations and interviews. The number of respondents was 88 people, that is: 10% of the number of families in the village of Long Riding totaling 878 households. Processing Stage data through a validation test, reliability test, then performed a correlation analysis using Spearman Rank correlation coefficient. The results showed a very strong correlation (0.771 **), the direction and the significance level of 0.01 to the statement PT Timah (Persero) Tbk has been invited and continue to exclude public participation in the implementation of all the ex-mining land reclamation with respondents not amounted to 51.14% agreed with the statement PT Timah (Persero) Tbk, always doing training, coaching and guidance for achieving succession hoarding activities, leveling and replanting former mining land to executors of the community around the former mining areas by the number of respondents 60.23 % disagree. It can be concluded that the tendency of the public perception of PT Timah (Persero), Tbk to include community participation in the implementation of all revegetation programs and training activities, coaching and direction to the achievement by implementing revegetation succession of communities around the former mining areas are still considered less and can not meet the expectations. Suggestions of this study should be of PT Timah (Persero), Tbk to improve and enhance community development methods in revegetation programs and training activities, coaching and direction to the community around the former mining areas.

Abstract

Abstract. Coal prices between 2006-2015 trend was fluctuate but tend to decrease every year and affect regional income, especially South Sumatra Province. Coal prices fluctuation are influenced by several factors, the decline of world oil prices, coal production surplus, and China imports restriction. Coal mining industry also give a direct impact to the environment especially effect to work environment for the company workers and the people environment around mining. The coal mining company absorbs local labor so as to increase local revenues from individual income taxes. This research use quantitative approach using Ordinary Least Square (OLS) analytical method with E-views 7 software.  Multiple linier regression technique also applied.  The Secondary data is time series of 2006 - 2015. The results presented in form of tables, images and narration. From this research can be drawn conclusion that price fluctuations have no effect on regional income, but production sold has an effect on regional income. Keywords: Sale, price, royalty, Personal Income Tax Article 21, and Personal Income Tax Article 25/29 Abstrak (Indonesian)Harga batubara kurun 2006-2015 mengalami fluktuasi sehingga berpengaruh terhadap pendapatan Provinsi Sumatera Selatan. Data sekunder merupakan time series periode tahun 2006 – 2015.

Abstract

The construction of power plants is very necessary to anticipate the crisis of electricity resources and always increases every year. Tanjung Enim city has Steam Power Plant (SPP), one of them is Banko SPP which has 3 x 10 MW capacity. It was built to meet the demand for society electrical energy. The existence of this SPP construction can cause environmental degradation such as a decrease in water quality that does not meet environmental quality standards. The decline in environmental quality can also have a direct impact on the community around the Tanjung Enim SPP location. This is due to the existence of SPP operational activities that can produce liquid waste such as boiler blowdown, airheater blowdown, cooling system and domestic waste waterfrom the manufacturing process. This research study aims to analyze water quality around Banko SPP based on the physical and chemical parameters by testing in the laboratory. The approach employed in this study was an experimental method that included laboratory sample and testing. The water quality pollution index (PI) which refers to the Ministerial Decree No. 115/2003 (Environmental Decree) was used to analyze the result of laboratory testing. The water quality samples examined in this study were wastewater treatment plant (WWTP) outlet, river water, and groundwater nearest to the SPP's location. The phenol and chlorine parameters exceeded the quality requirements referred to in the South Sumatra Governor Regulation No. 16 of 2005, according to the findings of laboratory testing of river water samples. The mercury (Hg) parameter in the WWTP outlet samples surpassed the South Sumatra Governor Regulation No. 16 of 2005 quality criteria. Meanwhile, the manganese (Mn) parameter in groundwater samples surpasses the quality requirement established by the Government of South Sumatra Regulation No. 82/ 2001 as Class I clean water quality criteria. The water quality pollution index (PI) method achieves a score of 1.52 with the category of Lightly Polluted. Based on these findings, it can be concluded that the influence of SPP Banko's operations on water contamination is minor.
