Abstract

The clean water crisis began to emerge recently in the city of Bandung, especially when the water supply did not meet the needs of the residents, resulting in turmoil. Not only users and the government, but also PDAM as a provider are in trouble. Itinerant traders are also experiencing difficulties because demand continues to soar, while water sources are limited. According to Geodesy Expert from the Bandung Institute of Technology, Heri Andreas, Bandung is already experiencing a clean water crisis and currently the condition is getting worse. Without the intervention of the Government and Regional Governments in managing access to clean water, it is certain that the fate of big cities will have the potential for social conflict due to access to clean water.Springs as one of the shared water sources require management that includes mutual understanding and rules, service management and continuous maintenance. Increasing the Capacity of Kopasti to Manage Clean Water from Springs in Pasirjati Village, Ujungberung District, Bandung City through socialization, training and facilitation is expected to provide solutions faced by partners, especially with regard to opening a common understanding of the need for conservation efforts, protection of springs and management of archive administration and facilitation of work facilities. .

Abstract

This research focuses on the study of the Application of the Principles of Good Governance in Public Services in Cigugur District, Kuningan Regency. Cigugur Subdistrict Kuningan Regency has so far applied the principles of good governance, especially in the implementation of public services. but in its implementation is still not optimal. With the lack of adequate infrastructure in the Cigugur Subdistrict office, the employees provide less than optimal services to the community, especially in population administration services and services related to community activities programs in the Cigugur sub-district. Phenomenon in the field The application of the principles of good governance in public services in Cigugur Subdistrict, Kuningan Regency so far has not run optimally in accordance with interviews from the sub-district and cigugur Kuningan community. Judging from the still not optimal Accountability and Transparency in the implementation of public services in Cigugur Subdistrict, Kuningan Regency, for example, long-winded service procedures, uncertainty of time and prices that make services difficult to reach naturally by the public. This causes mistrust to the service providers so that people look for alternative ways to get services through certain methods, namely by providing additional costs. In providing public services. The method used in this research is qualitative method. Data collection techniques through literature study, observation and interviews. Seeing from this problem, the researcher gave a suggestion, namely that the Accountability of public services in the District of Cigugur, Kuningan Regency needs to be improved by making better operational service standards so that the timeliness in service can be completed in accordance with the specified time. The need for transparency with regard to the costs of obtaining documents in full to the end so that the public knows their obligations in managing land documents. Abstract

This research examines the Implementation of the Village Heritage Management System (SIPADES) in Realizing Good Goernance in the Village Government of Sumedang Regency. This case is interesting to study, because at this time the village has room to carry out governance. The procedure used is descriptive qualitative. There are also sources of information consisting of primary information with a total of 5 informants and secondary information with 3 various documents. The method of collecting information is tried with literature research, field research, (observation, interviews, and documents). Methods of information analysis are tried by reducing information, presenting information, as well as drawing conclusions. The results of the research are the implementation of village heritage management policies in the Tanjungsari Village Government still facing some obstacles. Among other things, in the communication aspect, there is still a lack of training and assistance in the SIPADES application. Non-human energy sources still lack.

Abstract

Urgensi penelitian ini didasarkan pada fenomena yang mengindikasikan belum efektifnya sinergitas kebijakan diantara berbagai pemangku kepentingan, baik di tingkat pusat maupun daerah dalam pengadaan rumah bagi masyarakat yang berpenghasilan rendah (MBR). Kondisi tersebut, kemudian berimplikasi terhadap munculnya disparitas antara kebutuhan dengan kemampuan dalam menyediakan rumah yang layak bagi masyarakat. Mengingat konsep dan basis teori sinergitas kebijakan publik saat ini, masih terbatas referensinya, maka penelitian ini coba diarahkan untuk mengkonstruksi sebuah konsep sinergitas kebijakan public yang diharapkan dapat memperkaya khasanah konsep dan teori sinergitas kebijakan publik. Dengan demikian, diharapkan dapat menumbuhkan diskursus dan dialetika dalam mengembangkan ilmu, khususnya ilmu kebijakan public. Sejalan dengan konteks tersebut, penelitian ini menggunakan pendekatan kualitatif melalui metode Grounded Theory Research. Sedangkan teknik pengumpulan data, dilakukan dengan menggunakan wawancara mendalam, studi kepustakaan, observasi dan dokumentasi. Hasil dari penelitian menemukan konsep sinergitas kebijakan publik yang terkonstruksi dari lima dimensi dan dua puluh indikator, yakni dimensi persamaan persepsi, potensi sumber daya, pola komunikasi, sikap pelaku kebijakan, dan struktur organisasi. Dimensi persamaan persepsi, meliputi; indikator persamaan persepsi tentang tujuan, isi, program dan pelaksanaan. Dimensi potensi sumber daya meliputi; indikator kemampuan sumber daya manusia, anggaran, fasilitas dan teknologi dalam mensinergiskan kebijakan. Dimensi pola komunikasi, meliputi; indikator kejelasan, kecepatan, ketepatan pola komunikasi, bentuk sosialisasi, model kerjasama, dan kelengkapan informasi. Dimensi sikap pelaku kebijakan, meliputi; indikator responsivitas, konsistensi, dan komitmen pemangku kepentingan. Dimensi struktur organisasi meliputi; indikator pembagian wewenang, dukungan semua pemangku kepentingan dan kejelasan prosedur pelaksanaan kebijakan.
