Abstract

Samboja Sub District is an area that has a wealth of natural resources in the form of oil and gas. With abundant natural resources, Samboja residents can be more prosperous and free from poverty, but the reality is just the opposite. The purpose of this study was to determine the causes of poverty and its coping strategies. The approach used was descriptive qualitative with in-depth interview data collection techniques and literature study. While the analysis tool used is interactive data analysis. Based on the results of the study it was found that in general the majority of causes of poverty in Samboja District were related to social, cultural and structural factors. Socially, poverty is caused by the socio-economic conditions of poor families due to not having a job (unemployment), so they do not have a definite income to support household life. Culturally, poverty in Samboja Subdistrict was caused by cultural factors of the local community related to sanitation, especially the poor in the coastal areas (coast). While structurally, poverty in Samboja Subdistrict was caused by discrimination against poverty alleviation policies for certain poor families and minimal budget allocation. The poverty reduction strategy that should be carried out by the government of Kutai Kartanegara Regency in the short term is to directly intervene poor households by tackling several poverty indicators, while in the long run it is directed at activities empowering in accordance with the potential families of poor.

Abstract

It is the right of every citizen to get good and quality public services. Community satisfaction is an indicator of the success of these public service providers, therefore public service providers should be directed to increasing community satisfaction. This study uses a survey approach. Respondents were 120 people selected by accidental techniques and spread in 6 sub-districts. Based on the results of the study, the average level of compliance of the service units (districts) in Kutai Kartanegara District against the Law on Public Services was only 69.83 (yellow zone) with the medium compliance category. While the level of community satisfaction is -0.43 or less satisfied with the services provided. However, the average IKM is 87.71 with an A title or very good.

Abstract

One of our national goals is to realize people well-being. When local autonomy was applied, it is the mutual responsibility between local government and central government for making people prosperous. District government of Kutai Kartanegara, in its effort to eradicate poverty, has issued policy through Local Regulation Number 2 Year 2007. Based on the data analysis, it can be concluded that the implementation of Local Regulation Number 2 Year 2007 did not run well. This can be seen from the fact that some of the policies and programs did not work well. This was caused by the quality of Local Regulation Number 2 Year 2007 which was not good enough because it only regulated technical and operational matters. TKPKD as a coordinating forum for poverty eradication did not play its role and function optimally. There was still sectoral ego from each SKPD in implementing the poverty eradication program. Data and information used as the basis for poverty eradication were out of date. Their reliability were unguaranteed, and the budget allocated for poverty eradication was very low and not comparable with the number of poor people in the District. The outcomes of this Local Regulation showed that there was a decrease in the number of poor people either in macro level (survey) or micro level (census) and this regulation was not effective in eradicating poverty in Kutai Kartanegara.  Keywords : Local Autonomy, Local Regulation, Poverty Eradication Salah satu tujuan negara kita adalah mewujudkan kesejahteraan masyarakat. Ketika otonomi daerah diberlakukan, tanggung jawab untuk mensejahterakan masyarakat menjadi tanggung jawab bersama antara pemerintah pusat dengan pemerintah daerah. Pemerintah Daerah Kabupaten Kutai Kartanegara dalam rangka menanggulangi kemiskinan telah mengeluarkan Perda Nomor 2 Tahun 2007. Berdasarkan analisis data, maka bisa disimpulkan bahwa Pelaksanaan Perda Nomor 2 Tahun 2007 tidak berjalan dengan baik, hal ini bisa dilihat dengan tidak jalannya beberapa kebijakan dan program. Hal ini disebabkan oleh kualitas Perda Nomor 2 Tahun 2007 kurang baik karena terlalu mengatur hal-hal yang besifat teknis operasional, TKPKD selaku forum koordinasi penanggulangan kemiskinan peran dan fungsinya tidak optimal, masih adanya ego sektoral masing-masing SKPD dalam melaksanakan program penanggulangan kemiskinan, data dan Informasi sebagai landasan penanggulangan kemiskinan adalah data lama sehingga tidak terjamin validitasnya dan anggaran penanggulangan kemiskinan yang rendah dan tidak sebanding dengan jumlah penduduk miskin di Kabupaten Kutai Kartanegara. Hasil pelaksanaan perda ini adalah telah terjadi penurunan jumlah penduduk miskin di Kabupaten Kutai Kartanegara baik secara makro (survei), maupun mikro (sensus). Sementara dari segi efektivitas, Perda ini tidak efektif dalam menanggulangi kemiskinan di Kabupaten Kutai Kartanegara.  Kata kunci: Otonomi Daerah, Perda, Efektivitas Penanggulangan Kemiskinan

Abstract

This research aimed to determine the implementation and the results achieved from the women's empowerment program in realizing gender equality in Kutai Kartanegara Regency. This type of research is qualitative deskriftif. Techniques used in determining the source of the data is Nonprobabilty Sampling by the method of Purposive Sampling. For the data collection Techniques used were participant observation, in-depth interviews, and study of the documentation. Data analysis techniques used to use interactive data analysis, as expressed by Miles and Huberman. Based on the results of the research can be inferred that the entire women's empowerment programs have been successfully implemented by the Agency for family planning, women's empowerment and child protection (BKBP3A) District of Kutai Kartanegara, just haven't managed to achieve gender equality in the district Kutai Kartanegara. Factors supporting the implementation of women's empowerment program in realizing gender equality in Kutai Kartanegara Regency, i.e. Regulation that support women's empowerment activities in realizing gender equality, namely Regulation of the Minister of Internal Affairs number 64 in 2011 and Regulation No. 52 Regent by 2013. While the factors restricting implementation of women's empowerment program is lack of budget allocated for financing women's empowerment program, quality of human resources in BKBP3A, limitations information, managing apparatus the attitude and lack ofsocialization.Keywords : Program Implementation, Empowerment of Women, Equality GenderPenelitian ini ditujukan untuk mengetahui implementasi dan hasil yang dicapai dari program pemberdayaan perempuan dalam mewujudkan kesetaraan gender di Kabupaten Kutai Kartanegara. Jenis penelitian ini adalah kualitatif deskriftif. Teknik yang digunakan dalam menentukan sumber data adalah nonprobabilty sampling dengan metode purposive sampling. Teknik pengumpulan data yang digunakan adalah dengan observasi partisipan, wawancara mendalam dan studi dokumentasi. Teknik analisis data yang digunakan menggunakan analisis data interaktif sebagaimana yang dikemukakan oleh Miles dan Huberman (1992:20). Berdasarkan hasil penelitian bisa disimpulkan bahwa seluruh program pemberdayaan perempuan telah berhasil di implementasikan oleh Badan Keluarga Berencana, Pemberdayaan Perempuan dan Perlindungan Anak (BKBP3A) Kabupaten Kutai Kartanegara, hanya saja belum berhasil mewujudkan kesetaraan gender di Kabupaten Kutai Kartanegara. Faktor pendukung implementasi program pemberdayaan perempuan dalam mewujudkan kesetaraan gender di Kabupaten Kutai Kartanegara yaitu adanya regulasi yang mendukung kegiatan pemberdayaan perempuan dalam mewujudkan kesetaraan gender yaitu Peraturan Menteri Dalam Negeri Nomor 64 Tahun 2011 dan Peraturan Bupati Nomor 52 Tahun 2013. Sedangkan faktor penghambat implementasi program pemberdayaan perempuan adalah minimnya anggaran yang di al okasi kan unt uk membi ayai  program pemberdayaan perempuan, kualitas SDM di BKBP3A, keterbatasan informasi, sikap aparatur pelaksana dan kurangnya sosialisasi.Kata Kunci : Implementasi, Program Pemberdayaan Perempuan, Kesetaraan Gender

Abstract

As an element of local government organizers, the DPRD is demanded to play an active role in carrying out its functions. One of the important functions of the DPRD is the formation of regional regulations together with the Regional Head. For the implementation of this function, the DPRD was given the right of initiative to submit a draft Regional Regulation. From the results of the study, the implementation of the DPRD Kutai Kartanegara initiative rights for the period 2014-2018 has been implemented well, but it is not optimal because on average only 14.63% has been passed into a Regional Regulation. In theory, the factors that influence the implementation of the DPRD initiative rights are education, experience and data / information factors, but this has been overcome by the existence of an Expert Team / Expert Group, workshops or training to increase the capacity of the DPRD and the Academic Script in each Design Regional Regulation submitted to the DPRD, so that it is no longer a limiting factor. The obstacles to the implementation of the DPRD's role are more due to political factors, budget support and consistency of regulations.

Abstract

This study is aimed at projecting the structuring of Kelurahan and Desa in Tenggarong Subdistrict, Kutai Kartanegara Regency and the inhibiting factors. The methods used are qualitative surveys and documentary studies with interactive analysis tools. The results of the study concluded that there were four Kelurahans that met the basic requirements and had the potential to be expanded, namely Jahab, Loa Ipuh, Loa Tebu and Mangkurawang. So that the arrangement of Kelurahan/ Desa is in accordance with the objectives and does not cause the conflict, this study recommends that the government conduct socialization on the objectives, procedures, requirements and administrative arrangements regarding the structuring of Kelurahan/ Desa, completes a map of boundaries between Desa or between Kelurahan, and conducts mapping the demographic (the population) an aspect of the Kelurahan/ Desa that will be reorganized.

Abstract

This research is to describe the public's perception of the performance of the Kutai Kartanegara government using a survey method in eleven sub-districts and 280 respondents. Based on the survey results, the performance of the health sector received the highest score of 77.95 while the lowest was in the field of providing employees with a score of 56.07. Overall, the performance of the general government in Kutai Kartanegara Regency received a score of 70.90, which is included in category C or medium. Another finding is that the majority of respondents (57.09%) are not aware of the 23 dedication programs that are strategic projects for the government of Kutai Kartanegara Regency. The program that is most widely known by the public is the 50 Million per RT (Kukar Bebaya) program of 71.10%, while the program that is least known to the public is the area-based agricultural development program which is only known by 22.50%. The performance of Kukar Care for Health Program has the highest score, namely 77.22, while the lowest performance is in the Area-Based Agriculture development Program with a score of 69.44. Overall, the average performance of the 23 dedication programs in Kutai Kartanegara Regency was a score of 73.68, which is in category C or medium.
