Abstract

Di dalam Undang-Undang Dasar 1945 pasal 27 ayat (2) menyatakan bahwa “tiap-tiap warga negara berhak atas pekerjaan dan penghidupan yang layak bagi kemanusiaan”, guna merealisasikan amanat konstitusi tersebut pemerintah sebagai regulation function menetapkan Peraturan Presiden Nomor 20 Tahun 2018 tentang Tenaga Kerja Asing (TKA). Peraturan Presiden tersebut memuat berbagai ketentuan yang bertujuan untuk melindungi tenaga kerja lokal melalui pemuatan berbagai ketentuan, seperti : syarat bagi tenaga asing yang hendak bekerja di Indonesia serta syarat penggunaan Tenaga kerja Asing oleh perusahaan-perusahaan yang berada di wilayah hukum Indonesia. Namun pada perkembangannya penetapan Peraturan Presiden tersebut menimbulkan kritik di tengah-tengah masyarakat, tidak lain disebabkan adanya berbagai pasal yang dinilai oleh berbagai kalangan mampu membuka celah terjadinya penyelewengan terhadap upaya perlindungan tenaga kerja lokal yang selama ini telah diidam-idamkan oleh rakyat, selain daripada itu terdapat pula beberapa pasal di dalam Peraturan Presiden tersebut yang bertentangan dengan produk hukum yang telah ada. Maka untuk memperbaiki hal tersebut perlulah diadakan evaluasi menyeluruh terhadap Peraturan Presiden Nomor 20 Tahun 2018 dan menyelaraskannya dengan peraturan hukum lain yang didasarkan pada kebenaran nilai Pancasila. Metode yang diaplikasikan dalam penelitian ini adalah yuridis-normatif. Hasil Penelitian menyatakan bahwa guna mewujudkan perlindungan bagi tenaga kerja lokal diperlukan adanya proses harmonisasi antar instrument hukum sehingga produk hukum yang ada tidak memiliki kelemahan, serta diperlukannya pengawasan yang efektif di dalam perealisasian ketentuan yang ada, sehingga perlindungan terhadap Tenaga kerja Lokal dapat terwujud

Abstract

Objective: This study aims to determine the implementation of policies regarding increasing supervision of the distribution or trade of dog meat in Karanganyar regency and to find out the policy review through the concept of animal welfare and adz-dzariah rules. Methodology: This research is a juridical-empirical method, with the type of research being analytic descriptive, and the data collection method used is library research and field research.  Finding: This research shows that the implementation of policies regarding the increase of supervision on the distribution or trade of dog meat in Karanganyar is divided into the stages of pre-implementation, implementation, and post-implementation. The policy is also a step towards realizing the concept of Animal Welfare because this policy will stop the torture of dogs. In contrast, in the rule of adz-dzari'ah fiqh, the implementation of the policy is to implement the sharia maqashid, which aims to protect Al-Kulliyah Al-Khamsah. Application of the Study: The policy on increasing supervision of the distribution or trade of dog meat is essentially to prevent the spread of zoonoses and stop the practice of violence against dogs. While this research is expected to provide an overview and information on the implementation of the policy.  Originality/Novelty: This research can be categorized differently from previous studies, where this research is more focused on the implementation of policies in Karanganyar which are then analyzed with the concept of Animal Welfare and the rule of adz-dzari'ah fiqh. Keywords: Adz-Dzari’ah, Animal Welfare, Policy, Maqashid Syari’ah

Abstract

UPN Veteran Yogyakarta central library is already implementing information systems inlibraries or short bias CYPRUS. However, the library information system only to simplify theprocess of borrowing and book search and have not been able to display books directly. Underthe system, students or faculty who want to read the book should make the process ofborrowing books or come directly to the library, so in terms of the efficiency of the service timeof course it is less effective. In order for the service to library users more effective, it isnecessary to Digital Library system that can accommodate the user needs to access acollection of books online. Construction of the Digital Library created first in small scale isdevoted to the Faculty of Industrial Technology UPN Veteran Yogyakarta. Digital library is builtusing web-based programming with PHP + AJAX programming language and MySQLdatabase. As for the appearance of the book pieces will be displayed in the form of animatedFlash Slideshow. System analysis method of making this application is the Data Flow Diagram(DFD) to describe the flow of data and Entity Relationship Diagram (ERD) as a depiction of therelationships between the entities table.Keyword : Digital Library, PHP, Ajax, MySQL Database, Flash Slideshow
