Abstract

This study aims to analyze the implementation of education policies on the existence of inclusive schools contained in the Minister of National Education Regulation Number 70 of 2009. Starting from the gap that arises when children with special needs have education separately from normal children, namely in SLB eventough in Article 31 of the 1945 Constitution state that all citizens without exception have the right to get education. The method used is the Qualitative method with library research studies. The source of the data come from the policy literature and several previous studies related to the inclussion school. Policy analysis theory uses the E.S. Quade theory with the result of research that show that the policies related to inclusive school contain some systematic education implementation which ultimately can realize the principles of Education for all. However, problems arise related to the unpreparedness of school providing inclussion education service which result in learning processes that seem forced and ultimately result learning is not optimal. This requires a new policy from goverment related to te classification of eligible school to carry out inclusive education and minimum IQ standardtation of student so that they are able to follow the learning process to the fullest.

Abstract

Abstract: This study aims to determine the problems that arise in the learning process of Islamic Education for speech impaired children at the Inclusion School. The school that is identic with education for all, has different characteristic students, both physical and mental. This research is a qualitative descriptive study with a case study approach. The research subject were speech impaired student, class teacher, religious teacher, special assistant teacher, and parents of student. The result of this study is there are many problems that arises in the proccess of Islamic Education learning for speech impaired children at the Inclusion school, includes (1) the difficulty of modifying existing curriculum for normal student dan student with special needs; (2) the lack of educators who have spaecial competencies such as religious teacher who are able to master sign language; (3) lack of school facilities and infrastucture that support learning proccess, especially for people with disabilities, likes a therapy device or phisycal aids for limbs that have deficiencies; (4) lack of ability to cooperate with other educational services, both normal and nonformal education service and (5) lack of time allocation given in understanding material due to differences in student’s abilities. The school has sought solution to minimize the problems, such as: (1) recruiting a number of competent educators; (2) collaborating with other parties such as providing an internship for psycology students from one of the state universities in Kediri; (3) holding activities outside the school that are useful for training the mental endurance of childrenwith special needs being more confident in other environment. Abstrak: Penelitian ini bertujuan untuk mengetahui problematika yang muncul dalam proses pembelajaran Pendidikan Agama Islam bagi Anak Tunawicara di Sekolah Inklusi. Hal ini diawali dengan pemaparan pelaksanaan proses pembelajaran dan menemukan problematika, serta diakhiri dengan solusi yang sudah dilakukan pihak sekolah dan solusi yang ditawarkan oleh peneliti. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan studi kasus. Subyek penelitian adalah siswa tunawicara, guru kelas, guru agama, guru pendamping khusus, dan orang tua siswa. Metode penelitian menggunakan deskriptif kualitatif. Hasil penelitian ini adalah problematika yang muncul adalah Kurangnya tenaga pendidik yang memiliki keahlian khusus dalam menangani siswa tunawicara, kurangnya sarana dan prasarana yang mendukung pembelajaran, khususnya bagi penderita tunawicara, kurangnya alokasi waktu yang diberikan untuk memberikan pembelajaran bagi siswa tunawicara, dan kurangnya dukungan dari orang tua siswa. Sedangkan solusi yang sudah dilakukan oleh pihak sekolah untuk meminimalisir problematika diatas adalah: Menambah tenaga pendidik yang memiliki kompetensi di bidang Pendidikan Luar Biasa, mengajukan proposal kepada pihak yang berkepentingan agar memberikan bantuan dana untuk memenuhi sarana prasarana yang mendukung proses belajar mengajar, mengkaji ulang kurikulum yang telah berjalan saat ini dan menjalin kerjasama yang intens dengan wali murid.

Abstract

Abstract: The main purpose of this research is to find out how the process of implementing learning techniques to read the Qur'an. It has been proven effective and efficient for grade 1 students of MI Al-Irsyad Al-Islamiyyah and the extent of progress after the learning techniques are implemented. This study uses a descriptive qualitative approach and the type of case study research and data analysis techniques Miles and Huberman, researchers are able to provide research results including: (1) learning techniques used are drilling and habituating techniques ; (2) this technique has proven to be effective and efficient when used in learning to read the Qur'an which is based on Ivan Pavlov's classical conditioning theory and Pierre S. Bourdeun's Habitus Theory; (3) the visible results are an increase in the percentage of students' competence in reading the Qur'an from 55 to 93 percent and are able to achieve the learning target, namely when the class increases they are able to complete the volume of iqro and are able to read the Qur'an in accordance with tajwid which exists; (4) other results in the form of additional competencies such as being able to memorize short letters in juz amma starting from QS. An-Nas to QS. Al-Qari'ah, Asmaul Husna and reading dzikir after prayer smoothly. This is a very good achievement considering that 90 percent of student input when they were students of MI Al-Irsyad Al-Islamiyyah had not been able to recite the dzikir reading. Abstrak: Tujuan utama dari penelitian ini adalah untuk menemukan teknik pembelajaran membaca al-Quran bagi anak-anak. Hal ini sangat terbukti efektif dan efisien untuk diterapkan pada siswa kelas 1 MI al-Irsyad al-Islamiyyah Kota Kediri. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan jenis studi kasus dan teknik analisa data Miles and Huberman. Hasil penelitian menunjukkan bahwa (1) teknik pembelajaran membaca al-Quran menggunakan teknik membaca secara terus menerus atau drilling dan pembiasaan; (2) Teknik ini terbukti efektif dan efisien yang didasarkan pada teori Ivan Pavlov dan Teori Habitus Pierre S. Bourdeun; (3) Hal ini terlihat pada adanya peningkatan prosentase kompetensi siswa dalam membaca al Quran dari 55 menjadi 93 persen serta manpu mencapai target pembelajaran, yakni mampu membaca al-Quran sesuai tajwid yang ada; (5) Hasil lain yang didapat dari teknik ini berupa siswa mampu menghafal surat-surat pendek dalam juz amma, mulai dari an-Nas hingga al-Qariah, Asmaul Husna dan bacaan dzikir setelah sholat. Kondisi inimerupakan capaian yang sangat baik mengingat 90 persen input siswa baru MI al-Irsyad al-Islamiyah belum memiliki kompetensi itu.
