Abstract

One of the most significant changes in foreign aid issues has been the emerging of several non-tradional donors as providers of foreign aid. One of these new emerging donor countries is Chile, the top five economies (GDP) in Latin America, one of the two of OECD Latin America members, and one of upper-middle income countries. Chile government started designing the foreign aid agency in 1990 through AGCI (The Chilean International Co-operation Agency), in a democracy transition era from Pinochet to Aylwin. This research attempts to analyze how Chile domestic political factors influence changes in the dynamics of Chile’s ODA (Official Development Assistance), from aid-recipient to aid-provider. By using a theory from Lancester, the results are the domestic political factors namely ideas, institutions, interests (interest groups), and organizations influence the dynamic of Chile’s foreign aid. However, the major obstacle in early phase of developing the agendas was coming from the military.

Abstract

This article presents a question “what are the influences of political factors on the fall of the Evo Morales’ regime in Bolivia?”. This article aims to describe the influence of political factors on the fall of Morales' regime. This qualitative study uses the theory of regime survive and fall developed by Mainwaring and Linan. The findings are that there are three variables namely preferences, policies, and international politics that contributed to the fall of Evo Morales’ regime with the particular condition. Three premises that related to the political opposition offered by Mainwaring and Linan are also valid in this study, however political blunder has also likely contributed to the growing of political opposition.

Abstract

Forced migration as a result of armed conflict, natural disasters and social and political oppression encourages people to leave their country of origin. As a result, people are scattered around the world seeking asylum in hopes of a better life, and Indonesia is no exception. The UNHCR, along with its mandate, sends a message to countries around the world to protect refugees. Indonesia, which has not ratified the 1951 Convention, uses Presidential Regulation No. 125 of 2016 to give UNHCR the authority to deal with refugees.The purpose of this research is to find out the compatibility between mandates and practices in dealing with refugees in Indonesia from 2016 to 2022, as well as the conditions of foreign refugees in Indonesia. The method used in this study is descriptive qualitative, where the data obtained is triangulated to provide interpretation. Thus, the data used are primary data obtained through interviews and secondary data obtained from journals, news and other supporting data. The findings of the study show that in the fulfilment of refugee rights. Fulfilment of the rights in question, such as education, health and other direct assistance. The activities carried out include cooperation with the Indonesian government, NGOs, local NGOs, etc. UNHCR has conducted field visits and held joint meetings. UNHCR in Indonesia has the authority to determine refugee status and is responsible for durable solutions such as repatriation, local integration and resettlement.   Forced migration yang terjadi akibat adanya konflik bersenjata, bencana alam, dan penindasan sosial maupun politik mendorong seseorang untuk meninggalkan negara asal. Akibatnya, orang-orang tersebut tersebar di segala penjuru dunia untuk mencari suaka dengan harapan mendapatkan kehidupan yang lebih baik, tidak terkecuali Indonesia. UNHCR bersama dengan mandat UNHCR membawa pesan untuk negara di dunia agar memberikan perlindungan kepada pengungsi. Indonesia yang belum meratifikasi Konvensi 1951 menggunakan Peraturan Presiden Nomor 125 Tahun 2016 sehingga kewenangan dalam menangani pengungsi berada pada UNHCR. Tujuan dari penelitian ini adalah untuk mengetahui kesesuaian antara mandat dan praktik dalam penanganan pengungsi di Indonesia pada tahun 2016 hingga 2022. Serta, kondisi dari pengungsi luar negeri di Indonesia. Adapun metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dimana data yang didapatkan akan dilakukan triangulasi yang menghasilkan interpretasi. Dengan demikian, data yang digunakan adalah data primer yang didapatkan melalui wawancara dan data sekunder yang mengambil dari jurnal, berita, dan data pendukung lainnya. Hasil penelitian menunjukkan bahwa UNHCR memiliki peran dalam pemenuhan hak-hak pengungsi. Pemenuhan hak yang dimaksud seperti pendidikan, kesehatan, dan bantuan langsung lainnya. Adapun kegiatan yang dilaksanakan seperti menjalin kerjasama dengan pemerintah Indonesia, NGOs, LSM lokal, dan lain sebagainya. UNHCR melakukan kunjungan lapangan dan mengadakan pertemuan bersama. UNHCR di Indonesia memiliki kewenangan dalam menentukan status pengungsi serta bertanggung jawab dalam durable solutions, seperti repatriasi, integrasi lokal, dan resettlement.

Abstract

The Paris attacks of 13 November 2015 have caused Islamophobic acts to increase. The Muslim community in France experiences verbal and physical discrimination and violence, hatred, and acts of religious blasphemy have tripled. Islamophobia following the Paris attacks was the highest among European countries. This ultimately encouraged the Organization of Islamic Cooperation (OIC) to become involved in activities to combat Islamophobia. This article examines the role of the OIC in combating Islamophobia in France after the Paris attacks by using its work in the international world. The study was carried out qualitatively using Clive Archer's concept of international organizations. The research found that the OIC plays a role in fighting Islamophobia as an instrument, forum, and actor. The OIC plays an influential role in fighting Islamophobia through various strategies to eliminate discrimination against Muslims worldwide by collaborating with several internal and external parties. Of the three roles that the OIC has, the most dominant role in combating Islamophobia is the OIC's role as an international actor who can pioneer in pioneering policies and making decisions related to combating Islamophobia while adhering to international legal standards for fighting Islamophobia. The OIC succeeded in establishing resolution No.32/44 POL regarding combating Islamophobia, eliminating hatred and discrimination against Islam, and a media strategy policy to mobilize a campaign to develop peace and stop Islamophobia.

Abstract

Drug trafficking is one of the numerous acts of transnational criminal organizations (TOC). Bangladesh upon the course of 2015- 2017, had suffered from the intense drug flow, especially from the type of Yaba/amphetamine-type stimulant (ATS) in which peaked itself in 2015 by 211,2% percentage comparing to the previous years according to Drug Narcotics Control (DNC) reports and various media outlets. These flows were suspiciously running from the neighborhood country from Bangladesh, Myanmar, due to the unavailability of domestic yaba/ATS producers within Bangladesh. Contradict to the prevailing course of domestic anti-drug law in Bangladesh as embodied within the Drug Narcotics Act 2002, which tries to curb and prohibit whole activities regarding drug trafficking or flow. Therefore the writer was curious to conduct further research to examine the factors available to influence the intensity of drug trafficking and flow in Bangladesh upon 2015-2017.
