Abstract

Pengendalian yang tidak tepat terhadap lonjakan pertumbuhan penduduk akan menyebabkan permasalahan social yang berdampak pada kondisi yang tidak merata pada sumber – sumber penghidupan, sehingga diperlukan Instrumen Kebijakan Publik Dalam Pendaftaran Penduduk. Permasalahan yang timbul adalah 1) Apakah pentingnya instrument kebijakan publik dalam pendaftaran penduduk ? dan 2) Bagaimana instrumen dan tipe kebijakan publik dalam pendaftaran penduduk. Untuk menjawab permasalahan tersebut dipergunakan metode penelitian deskriptif kualitatif merupakan pendekatan penelitian yang berlandaskan fenomenologi dan paradigma konstruktivisme dalam mengembangkan ilmu pengetahuan. Sehingga dapat diperoleh hasil bahwa Penyelenggaraan administrasi penduduk mempunyai hal yang penting dalam menunjang kontinuitas pembangunan. Hal ini berkaitan dengan data statistik kependudukan yang nantinya akan menjadi dasar bagi perumusan kebijakan publik baik kebijakan publik yang berhubungan dengan masalah kependudukan maupun kebijakan publik yang berhubungan dengan hal-hal lain selain berkaitan dengan masalah kependudukan. Instrumen kebijakan publik digunakan dalam mekanisme pendaftaran penduduk baik terhadap warga negara Indonesia maupun warga negara asing. Kebijakan ini dibuat untuk memudahkan sistem administrasi kependudukan dan menjamin kepastian hukum bagi warga negara dan penduduk. Dalam merumuskan kebijakan publik yang berkaitan dengan pendaftaran penduduk ini maka digunakan tipe kebijakan publik publik kelembagaan. Kebijakan publik tipe kelembagaan ini dibuat oleh pemerintah dan harus dipatuhi oleh masyarakat secara keseluruhan.

Abstract

Bali adalah daerah tujuan wisata dunia, dimana pariwisata sebagai penggerak perekonomian masyarakat. Sebagai destinasi wisata dunia Bali harus menyediakan sarana dan prasarana yang dapat menunjang pariwisata, salah satu prasarana penunjang pariwisata adalah tentang kelistrikan, listrik menjadi sarana vital penunjang pariwisata. Kasus pemadaman litrik bergilir yang dilakukan oleh PLN memberikan dampak yang besar kepada pelaku pariwisata, atas dasar permasalahan tersebut penelitian ini diberi judul Perumusan, Implementasi Serta Evaluasi Kebijakan Perusahaan Listrik Negara (PLN) Pemadaman Listrik Terhadap Industri Pariwisata Di Bali.Tujuan dari penelitian ini adalah untuk menjawab permasalahan terkait bagaimanakah perumusan, implementasi serta evaluasi kebijakan Perusahaan Listrik Negara (PLN) pemadaman listrik terhadap industry pariwisata di Bali serta bagaimana peranan actor kebijakan dalam bentuk hukum yang digunakan dalam perumusan, implementasi serta evaluasi kebijakan pemadalam listik ? untuk menjawab permasalahan tersebut penelitian ini menggunakan metode penelitian yuridis empiris dengan pokok pembahasan menggunakan pendekatan peraturan perundang – undangan yang disesuaikan dengan hasil penelitian yang bersumber pada data primer dan data sekunder. Sehingga diperoleh keseimpulan bahwa : 1) Perumusan kebijakan pemadaman listrik sesungguhnya telah didadhului dengan analisis dampak yang ditimbulkan bagi bidan industri pariwisata. Namun hal ini terpaksa dilakukan, implementasi kebijakan ini tentu saja menimbulkan berbagai kritik dan evaluasi dari berbagai kalangan yang menantang kebijakan pemadaman ini. 2) aktor yang berperan dalam perumusan kebijakan pemadaman ini adalah PT PLN, kebijakan ini setelah diterapkan ternyata melibatkan dinas ketenagakerjaan dalam pemberian izin penggunaan energi alternatif pengganti listrik. Kebijakan pemadaman listrik telah banyak mendapat evaluasi dari KADIN dan pelaku Industri pariwisata

Abstract

Due to globalization and rapid technological development, improving efficiencies in a production system and an environmental management system at the same time is critical to long-term sustainability. This study tried to examine the relationship between some Green Company Concepts such as Green Organizational Culture, Green Innovation, and Green Performances and Competitive Advantage, as well as Sustainable Performances. This study gathered the data from 101 companies that are working in different sectors such as food production, education, pharmacy, and others. This study uses a quantitative approach and regression in analyzing process. The results show that Green Organizational Culture has a significant positive impact on Green Innovation. Green Innovation also has a significant positive impact on both Green Performance and Competitive Advantage. This study also proves that both Green Performance and Competitive Advantage have a significant positive impact on Sustainable Performance. The conclusion, contribution, and limitations are also discussed.

Abstract

In the existence of people with disabilities, there is still minimal attention from the community because they are often looked down upon or underestimated so their deficiencies often result in discrimination or bullying. On the other hand, people with disabilities also need to meet the needs of their lives. This researcher uses a qualitative method, this researcher uses various techniques, namely collecting data in the form of conducting interviews to obtain clear and accurate information regarding the focus of the existing problems. The purpose of this study was to find out the role of the Social Service in the Implementation of the Social Rehabilitation Program for Persons with Disabilities in Sidoarjo Regency. The conclusion obtained from this research is the distribution of social rehabilitation programs for the Sidoarjo Regency Social Service in fulfilling the rights of persons with disabilities with facilities and also allowances for people with disabilities. hard to create persons with disabilities who are dignified and able to live like society in general.

Abstract

Basically the implementation of technology-based public services to the community is very important. The problem in this study is that there are still many people who do not know and do not understand how this technology-based service is due to frequent problems when charging and frequent service problems that often experience problems so that people cannot log in to enter data. The purpose of this research is to see the effectiveness of public services in the E-Government program and what are the obstacles in optimizing the use of websites in an effort to improve services. This research method is descriptive using a qualitative approach. This data analysis technique is data collection, data reduction, data presentation, and conclusion drawing. The results of this study are that the use of the website has not been optimally implemented due to (1) the new policy with a different service system makes the community unfamiliar (2) the lack of socialization that is carried out means that there are still people who do not know about the service system using the website so that it creates a lack of public understanding on the use of the website and (3) the lack of quality human resource capabilities makes many people feel helpless.

Abstract

The government carried out bureaucratic reforms to realize good governance. The effectiveness of a government system is determined by the merits of public service delivery. Work effectiveness is the basis for employees to carry out program tasks and activities so that the implementation goes on target and optimally. This study aims to describe the process of implementing public services from an employee's perspective as well as describe and analyze the constraints and describe the solutions undertaken to increase the effectiveness of the work of employees in the Organizational Bureau of the Regional Secretariat of East Java Province. The type of research used is descriptive qualitative. Data analysis used is data reduction, presentation, and conclusion. Data collection methods include interviews, observation and documentation. The results of the study obtained an overall picture that the effectiveness of employee work in realizing public services at the Regional Secretariat Organizational Bureau of East Java Province is already good, employee work results can be proven by Employee Work Targets which meet the target every month but are not optimal due to a shortage of employees and less use of working time.

Abstract

This study aims to determine the constraints on the authority of the Inspectorate of East Java Province in preventing criminal acts of corruption within the East Java Provincial Government, using normative legal research methods that are analytical descriptive. The results of the research show that the authority of the Provincial Inspectorate which has been regulated in laws and regulations needs to be revised to strengthen the position of the Inspectorate in its authority to prevent acts of corruption in the Regional Government. Changes to laws and regulations are the main thing that needs to be revised because the position of the Provincial Inspectorate is currently still under the Provincial Secretary. Inspectors in districts/cities must be appointed by the Head of Province (Governor) through the Pansel and Provincial Inspectorates appointed by the Minister of Home Affairs. With this more tiered authority, the inspectorate will become an independent institution and can prevent corruption from occurring in its area without fear of being arrested by the regional head.

Abstract

Bureaucratic reform and efforts to realize effective institutions with the alignment of regional apparatus nomenclature with regulations, several agencies made changes that were arranged more effectively in achieving the goals of bureaucratic reform. This study aims to describe and analyze the adjustment process for changes in the organizational structure of the Gresik District Fire Department (DPKP), as well as examine efforts to improve the quality of its services. .In order to achieve the research objectives, a qualitative method was used with a descriptive approach, by taking informants from the Fire and Rescue Service in Gresik Regency. The results of the interpretive analysis can be described that the East Java Provincial Government allowed and changed the Fire Department and Community Protection at the Satpol PP Service to OPD itself or the Gresik Regency Government Type C Fire Service. There was a change in the status of the IPK (Fire Department), the Gresik Fire and Rescue Service (DPKP) made various adjustments, which included adjusting the number of HR (Officers), supporting facilities and infrastructure, as well as various collaborative activities that could assist various tasks of handling fire incidents and repair. The efforts of the Gresik Regency DPKP in an effort to improve the quality of service were carried out in various aspects, starting from increasing the number of DPKP officers, building DPKP Posts in three locations, namely North Gresik, South and West Gresik, as well as rescue services from the threat of wild animals, as well as rescue pets and livestock. With regard to efforts to improve the quality of service, it is also suggested that the DPKP can increase cooperation with the private sector to support the operational tasks of fire fighting and rescue.
