The purpose of this study is to analyze the juridical, philosophical and sociological basis of the Regional Head establishing discretion in disaster management in the City of Bima and to analyze the implementation of the regional head's discretion in disaster management in the City of Bima. This research is an empirical normative with a statutory approach and a conceptual approach. The results of the study show the juridical basis, philosophical and sociological basis of the Regional Head determines the discretion referring to Law Number 30 of 2014 concerning Government Administration, Law Number 24 of 2007 concerning Disaster Management, Law Number 36 of 2009 concerning Health, Regional Regulations Number 7 of 2020 concerning Handling of Infectious Diseases, Mayor's Regulation Number 1 of 2022 concerning Amendments to Mayor of Bima's Regulation Number 49 of 2020 concerning General Guidelines for Handling Corona Virus Disease 2019 Based on Healthy Villages in Bima City, the philosophical basis is Pancasila and the Preamble to the 1945 Constitution of the Republic of Indonesia, while the sociological basis is in the context of safeguarding and protecting the community from all natural and non-natural disasters. The implementation of discretion in handling non-natural disasters at the City Government of Bima refers to the Regional Regulation of the Province of West Nusa Tenggara Number 7 of 2020 concerning the Handling of Infectious Diseases and the Regulation of the Mayor of Bima Number 1 of 2022 concerning Amendments to the Mayor's Regulation Number 49 of 2020 concerning General Guidelines for Handling Corona Virus Disease 2019 Based on Healthy Urban Village in Bima City, for the implementation of natural disaster discretion, it refers to the Bima Mayor Decree Number 188.45/783/3660/11/2021 concerning the Extension of the Emergency Status for Flood Disaster Management in Bima City in 2021.
