Abstract

This article aims to demonstrate the application of a community-care approach in the provisioning of elderly social and health care services (hereafter, social-health care) through a case study at Elderly Family Development (Bina Keluarga Lansia–BKL) Mugi Waras in Sumbersari Village, Sleman Regency, Special Region of Yogyakarta Province. This institution was chosen as a case study since it represents the best community-based long-term social-health care institution for the elderly in Indonesia. Based on the findings that have been analyzed, it was concluded that there has been shifting of institutional care provision in the community care regime towards more inclusion with mixed welfare features. This may have occurred because BKL was suffering from the lack of resources they have in dealing with the increased needs of the elderly and increased risk. Consequently, even though the influence of external stakeholders in this initiative appears quite strong, such a community-centered care initiative can be continually maintained and resulted in the hybridization model of a care regime. For social worker’s practitioner insight, the paradigm of program implementation in the BKL Mugi Waras can be adopted as a community-based social work practice that appears to fit developing countries, where elderly service intervention should be fine-tuned to the elderly residents’ living arrangements.

Abstract

The article illustrated the intervention of government within poverty alleviation through inclusive social protection for People With Disabilities. By studying Special Health Insurance program in the Special Region of Yogyakarta, it assumes that the existence of the program has occurred from a rights-based perspective in inclusive health configuration. It is based on the case study approach that aimed to explain the Special Health Insurance program implementation to extend coverage to all People With Disabilities. The main result provided the Special Health Insurance-integrated scheme program can be more inclusively and accessible for People With Disabilities than former social protection programs in Indonesia. It has finally provided the best practice for the social protection program as a social policy tool focusing on disability.

Abstract

The discussion of related Corporate Social Responsibility (CSR) in the area of scholarship in Indonesia has been done in any progress. Refers to several studies that have been conducted, the results showed there are still many companies that run CSR programs does more than just as a powerful tool for development and improvement of the company image within the community. By taking the case on Program Pendampingan Posyandu Pelawi Menuju Posyandu Mandiri, leading to this study would be a different and more direct discussion on the explanation of the foundation that supports the sustainability of the program. This study uses qualitative methods with referring to a case study approach. Data obtained in this study is based on two stages, namely: in-depth interviews and field observations. The result shows that social capital and multi-stakeholders cooperation have been put to good use as a foundation of the sustainability program including its activities. However, the program is not free from criticism. Social capital used in the program tend to be exaggerated. When the use of excessive social capital persists, it will make Posyandu Pelawi dependency. Even though, as a preliminary, social support from various parties is very necessary for the Program. The goal efforts of achievement Program from stakeholders are still spontaneity and not specifically.

Abstract

Sebagai salah satu perusahaan yang bergerak dibidang produksi pemanfaatan sumber daya alam, PT. Cirebon Electric Power (CEP) telah melaksanakan berbagai program Corporate Social Responsibility (CSR), salah satunya ialah kegiatan penanganan sampah di Desa Pengarengan, Kabupaten Cirebon melalui kelompok Penggerak Wisata Pengarengan (PESPA). Program ini menjadi penting untuk dilihat dikarenakan memiliki keunikan tersendiri, yakni keberadaan multi-stakeholder di sana yang ikut berperan aktif dan berkolaborasi dalam mengupayakan keberhasilan kegiatan tersebut, mengingat persoalan sampah di sana cukup meresahkan masyarakat. Penelitian ini menggunakan metode kualitatif-deskriptif yang dipadukan dengan teori implementasi CSR dan kerja sama multi-stakeholder. Data penelitian diperoleh melalui tiga tahap, yakni observasi, wawancara, dan focus group discussion. Hasil penelitian menunjukkan bahwa peran multi-stakeholder yang terlibat dalam kegiatan penanganan sampah ini antara lain: PT. CEP sebagai inisiator, enabler, mentor, dan controller; kelompok Formas PL sebagai implementer dan controller; Pemerintah Desa Pengarengan sebagai regulator dan controller; kelompok PESPA sebagai implementer; tokoh masyarakat sebagai enabler dan controller, dan; DLH Kabupaten Cirebon sebagai regulator dan sekaligus implementer. Namun demikian, kegiatan ini juga memiliki tantangannya tersendiri, yakni mengupayakan adanya konsistensi para stakeholder yang terlibat dan perlunya inovasi-inovasi pengembangan, seperti pemanfaatan sampah plastik menjadi berbagai macam kerajinan atau sampah organik menjadi pupuk kompos.

Abstract

Community empowerment in the urban context has become a public discourse in the urban development perspective. Participation, inclusiveness, and collaboration encourage community empowerment in achieving equal urban welfare. This paper focuses on Kelompok Usaha Bersama or Joint Business Group (KUBE) community empowerment program, an initiative of the central government in collaboration with local stakeholders. The implementation of the KUBE program, which was specifically assigned, was examined in the Yogyakarta city area. By using the collective capability approach as a research lens, two findings were raised. First, the implementation of KUBE in Yogyakarta is an illustration of community empowerment policies in translating collective capabilities. Second, in realizing collective capability, an agency is required in the form of collective awareness and strong leadership.
