Abstract

The purpose of this study was to analyze and describe the capacity of village budgeting in Muna District. The approach used is qualitative research. The study was conducted in real-world settings, namely conducting in-depth investigations into the natural context in which the processes and outputs of village budgeting take place. The study locations are 7 seaside villages and 8 non-seas villages in Muna Regency. The scope of time is three budget years, namely 2015-2017. The main data collection procedure is the study of documents. To obtain primary data, procedures for public consultation and/or focus group discussion are taken. The technical public consultation was mutually agreed upon by involving the Community Empowerment Agency and Village Government of Muna Regency as the technical agency. Public consultation material was explored and developed from the results of focus group discussions. Focus group discussions were conducted at the village level, involving Village Devices, members of the Village Consultative Body, and Village Community Empowerment Institutions. Available data are analyzed by the procedure of content analysis and qualitative descriptive analysis to reveal the stages of the village budgeting process, who is involved and what is the main role.The results of the study show that the capacity of village budgeting in Muna Regency is not optimal, that is, the village budgeting system has not functioned properly in allocating and using inputs to produce budgetary outputs that are beneficial for achieving village development goals. Villages in Muna Regency have budget documents namely APB Desa and RAB which are stipulated by village regulations.  Keywords: Capacity, Budgeting. Village

Abstract

Efektivitas Pelaksanaan Program Keluarga Harapan (PKH) dalam upaya pengentasan kemiskinan telah efektif dilaksanakan di Kecamatan Batuatas Kabupaten Buton Selatan. Tujuan Program Keluarga Harapan (PKH) yaitu program penanggulangan kemiskinan dan kedudukannya sebagai bagian dari program-program penanggulangan kemiskinan lainnya yang memberikan bantuan secara tunai kepada Rumah Tangga Sangat Miskin (RSTM) terhadap peningkatan kualitas hidup dalam bidang pendidikan dan kesehatan. Penelitian ini bertujuan untuk mendeskripsikan efektivitas Program Keluarga Harapan (PKH) dalam upaya pengentasan kemiskinan di Kecamatan Batuatas. Tujuan yang ingin dicapai dalam penelitian ini adalah mendeskripsikan efektivitas PKH bagi rumah tangga miskin. Penelitian dilakukan dengan kualitatif tipe deskriptif. Informan dipilih secara purposive. Data dikumpulkan melalui observasi, wawancara, dan studi dokumen. Hasil penelitian menunjukkan bahwa tujuan dari PKH merupakan bagian dari program yang efektif dalam mengentaskan kemiskinan. Namun, pada pelaksanaannya terhadap penentuan sasaran program PKH terhadap Rumah Tangga Sangat Miskin di Kecamatan Batuatas belum bisa efektif.

Abstract

The film Guru Bangsa Tjokroaminoto is one of Garin Nugroho's films with a theme related to Javanese and European cultural values ​​during the Dutch East Indies colonial period. Islamic Union. In the film, there are various elements of Javanese culture, including manners in everyday life, speaking, and dressing according to age and strata. This is different from the culture that existed in European society, during the colonial period the Dutch East Indies made the order of social life complicated because in it there were cultural differences between the Javanese and European communities. This study aims to understand the meaning of Jhon Fiske's semiotic television codes, namely the level of reality, the level of representation, and the level of ideology in representing elements of Javanese and European culture. The research method used is descriptive qualitative which can represent, describe and explain based on the facts of the research object. The data analysis technique used is Jhon Fiske's semiotic analysis which explains an event on television based on social codes with the help of the Nvivo application's Thematic Coding content analysis to facilitate data visualization. The results of film analysis in representing Javanese and European culture are two very different cultures that influence each other but still maintain the culture they already have. The results of the analysis obtained are that the Javanese people still maintain and preserve Javanese culture even though they were colonized by Europeans who brought with them European culture and influenced the Javanese people towards their culture. Javanese culture which persisted above the power of the European government during the colonial period made the benchmark that even though it was influenced by outside cultures, the community had to maintain and preserve the cultures that had been passed down from generation to generation.

Abstract

Telur asin merupakan salah satu produk pangan asal ternak yang banyak digemari oleh masyarakat karena nilai gizi yang tinggi, ekonomis, dan mudah diperoleh di sekitar kita. Memberikan pelatihan untuk meningkatkan penganekaragaman produk peternakan dan pendapatan masyarakat dilakukan dengan mengedukasi masyarakat untuk membuat telur asin. Melalui kegiatan pelatihan ini, masyarakat khusunya ibu-ibu Desa Lipu Masagena diajari memilih bahan dan cara pengolahan telur asin. Hasil kegiatan menunjukkan semangat dan kemauan peserta untuk menerapkan pembuatan produk di rumah masing-masing. Kegiatan pelatihan ini sangat dibutuhkan oleh masyarakat dan dapat menambah pengetahuan dan keterampilan mereka. Masyarakat berharap kegiatan ini dapat berlanjut secara berkala seperti yang menjadi target Universitas Halu Oleo dengan berbagai jenis produk
