Abstract

The research problem in this study was initiated with the interim decision of the Constitutional Court No. 63/PHPU.D-IX/2011 which basically instruct the Regional Election Commission ( ElectionCommission ) to implement the Pekanbaru City Ballot Re ( PSU ) in all regions of the city of Pekanbaru . Therefore, this study sought to describe the impact of the issuance of the policy is for interested parties . This study used a qualitative approach to the sources of information and data obtained from in-depth interviews of infroman research and study documentation . This study obtain the result that the Constitutional Court policies impact not only to the policy target group RegionalElection Commission of Pekanbaru , but also impacts outside the target groups such as the mutation of the Civil Service in the local government area in Pekanbaru . Then the impact of other policies are costs to be borne either by the government or indirectly by the public costs of delays Voting Re-Election of Regional Head and Deputy Head of Pekanbaru .

Abstract

This paper aims to outline the political situation and the political strategy of political parties in the face of political contestation in the realm of local politics. This article objectively the underlying thoughts on some of the problems faced by political parties, namely; First, that the majority of political parties have not been able to build a party structure to the deepest levels lower in real terms, and the Second, political parties tend to show the face of the management of the party that the conventional / traditional, less utilize information technology systems and the lack of measuring instruments used by political parties in facing political contest, especially in the realm of local politics. Moreover, political parties also have not been able to demonstrate clearly the number of cadres, Party members and sympathizers at various levels of the party structure. This paper on the theory of thought underlying political strategy Peter Schroder. In the data-collection efforts, this paper emphasizes the qualitative data acquisition with a literature study. The study concludes that the political strategy that can be done by political parties in the face of political contest local include strategic political mapping, preparation of planning, building resources, analysis of internal and external environment, strategize major influence voting behavior, mobilization, imaging and coordination.

Abstract

This study examines the institutional strengthening Sokop village in the district of Meranti Islands. The village of institutional issues Sokop be a reflection of the condition of the villages are located in coastal areas and outer islands in Indonesia. Limitations accessibility of information, transport and communication are key issues faced by the region (read-Village Sokop) so that the development of institutional capacity and its derivatives is not as advanced and as fast as the accessibility of the region are within easy reach. By putting itself on the theoretical framework of institutional strengthening these studies focus to see phenomena institutional Village Sokop especially from the aspect of good governance and administrative capacity Sokop Village Government officials. This study used a qualitative approach and to optimize the study, the authors used the strategy phenomenology. The results of this study indicate that the institutional capacity of the village government Sokop not support in efforts to achieve regional autonomy, it is characterized by weak institutional role Desa Sokop in building independence of the village, institutional structuring and management of village governance, weak financial management, and lack of community participation in development village (participatory development).
