Abstract

Penelitian ini bertujuan untuk mendeskripsikan menganalisis, dan menginterpretasikan Komunikasi Pimpinan Perusahaan Daerah Pasar Kota Manado dalam menunjang Keberhasilan Tugas Karyawan. Jenis penelitian adalah Kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa: terjadinya Proses penyampaian pesan/komunikasi yang terjalin di Perusahaan Daerah Pasar Kota Manado sejauh ini belum berjalan dengan baik, sehingga berpengaruh pada pencapaian tujuan perusahaan. Pedagang sebagai mitra perusahaan daerah pasar Kota Manado kurang dilibatkan dalam proses komunikasi yang terjalin diantara pimpinan dan karyawan perusahaan daerah pasar Manado. Pimpinan perusahaan daerah Pasar Kota Manado dalam memberikan instruksi terkait dengan tugas kerja karyawan masih dirasa belum jelas oleh karyawan, sehingga laporan hasil kerja karyawan sering mengalami keterlambatan. Indikator utama yang sangat mempengaruhi keberhasilan itu adalah seberapa kuat dan pentingnya seorang pemimpin dengan kemampuan komunikasi-nya mendorong dan membangun serta menciptakan sebuah situasi kerja yang akan berkontribusi besar terjadinya peningkatan kinerja karyawan di perusahaan daerah pasar kota Manado. Kata Kunci : “Komunikasi Pemimpin, Organisasi Publik, Kinerja Perusahan daerah” ABSTRACT : This study aims to describe the analysis, and interpret the Communication of the Regional Market Leadership of the City of Manado in supporting the Success of Employee Tasks. This type of research is qualitative with a case study approach. The results of the study indicate that: the occurrence of the process of delivering messages / communication that has been established in the Manado City Market Regional Company has so far not gone well, so that it has an influence on achieving company goals. Traders as partners of Manado City market area companies are less involved in the communication process that exists between the leaders and employees of Manado market area companies. The Manado City Market area leader in giving instructions related to employee work assignments is still unclear by employees, so that reports on employee work often experience delays. The main indicator that greatly influences success is how strong and important a leader with his communication skills encourages and builds and creates a work situation that will contribute greatly to the increase in employee performance in the Manado city market area. Abstract

This study aims to explain the commitment to public service organizations of sub-district civil servants in Tomohon then the influence of work culture on public service performance using quantitative methods. The authors analyze and explain the influence of the variables in the research concept model. The study results indicate that the effect of Organizational Commitment on Public Service Performance shows a positive and significant direction. Employees who have a high organizational commitment must be selectively prepared from the start (recruitment). It is hoped that with the recruitment of employees with a merit system, employees with a high organization can carry out their functions, duties, and roles. The performance of public services shows results that organizational commitment and work culture simultaneously have a significant effect on employee performance. Moreover, the contribution of organizational commitment and work culture simultaneously to the performance of public services is 53.50%, while the other variable determines the remaining 46.50%. The conclusion of this study provides an overview of organizational and cultural commitment to the performance of civil servants as a sub-district public service in Tomohon; thus, the employees have continuity and respective roles following the existing sub-districts and functions.

Abstract

This study aims to describe the Post Regional Head Policy (Study at the Tomohon Regional Cooperative and SMEs Service). This study uses qualitative research methods and uses data collection techniques: Interview, Observation and Documentation. The primary data sources in this study were the results of direct interviews and observations conducted by researchers on state civil apparatus at Tomohon Cooperative and SMEs Regional Office, and secondary data sources were official government documents, books, journal articles and internal organization records in this case the Cooperatives and Cooperatives Office. Tomohon Regional SMEs. The results of the study indicate that: The policy of the regional head greatly affects the running of the government, in this case the Tomohon Regional Cooperative and SMEs Office. What happened at the Cooperatives and SMEs Regional Office of Tomohon was that the assignment of state civil apparatus positions was not in accordance with applicable regulations or rules based on elements of subjectivity and politics. What should be done based on the State civil apparatus performance assessment by prioritizing the achievement system and career system, in practice it is contrary to what is expected. The element of subjectivity and politics has a very high role in making regional head policies to determine the position of state civil apparatus in this service, in this case related to the granting of structural positions or dismissal from structural positions or even job transfers.
