Abstract

This research aimed at finding out the role of local government in facilitating irrigation management held by P3A and identifying factors determining P3A in irrigation management. Results of the research showed that (1) the role of local government in facilitating the management was undertaken by providing supervision to P3A. Supervisions were included institutionalization, financial, and technical assistance, (2) supervision was not said successful yet in good manners since there were the following obstacles: (a) technical, (b) knowledge, and (c) institutional obstacles. (3) the role of P3A in the management was undertaken in irrigation infrastructure and water distribution activities. However, such a role had not been generated optimal benefits for making P3A autonomy in overcoming arising conflicts among its members. and (4) factors of P3A development were determined by P3A capability in organizational management as an internal factor, and effects of natural condition, population, and market pressures, and government intervention as external factors.

Abstract

Penelitian ini bermaksud untuk mengevaluasi pelaksanaan program jaring pengaman sosial bidang kesehatan khususnya pada jenis kegiatan pelayanan kebidanan dan rujukan rumah sakit di Kabupaten Banyumas. Penelitian ini lebih memfokuskan pada bentuk evaluasi proses, yaitu ingin melihat apakah pelaksanaan program sudah sesuai dengan petunjuk pelaksanaan yang ada. Metode penelitian yang diambil dengan cara survei dan teknik analisisnya dengan menggunakan teknik analisis kuantitatif dan kualitatif. Hasil penelitian ini adalah sebagai berikut: (l) Ada perubahan kriteria Penentuan kelornpok sasaran;( 2) Target cakup dan pelaksanaan program sampai tahun kedua belum dapat terpenuhi. Namun demikian, persentasenya cakupan dari kelompok sasaran yang terlibat di dalam program menunjukkan angka yang cukup besar; (3) Program dipandang mampu memberi manfaat yang besar bagi masyarakat kelornpok sasaran(;4 ) Keberadaan program dapat dijadikan sarana untuk lebih memberdayakan para bidan desa / puskesma(5); Keberadaan dukun bayi hendaknya di jadikan mitra bagi para bidan dalam membantu proses persalinan sehingga tidak menjadi faktor penghambat dari pelaksanaan program.

Abstract

The Children's Forum is a forum for children's participation in development that bridges children's aspirations to the government. Child-friendly Cities/Districts aim to ensure the fulfillment of children's rights in a city/district. Both were formed by the Ministry of Women's Empowerment and Child Protection, so their existence is interrelated with each other. In Banyumas Regency both have been formed, so that with the presence of the Banyumas Children's Forum, participation can be analyzed as an effort to create a Child-friendly City in Banyumas Regency. This study aims to find out how the participation of the Banyumas Children's Forum in realizing Child-friendly City in Banyumas Regency is viewed from the perspective of multi-stakeholder partnerships using descriptive qualitative research methods. The selection of informants used was purposive sampling technique. Collecting data using interview, documentation and observation methods and data analysis methods using interactive analysis methods. The results showed that the Banyumas Children's Forum was formed by a Decree of the Banyumas Regent, fostered by the Banyumas Regent, and facilitated by the facilitators. However, the relationship between the facilitator and the Banyumas Children's Forum has not been closely intertwined because the task of the facilitator is conditional if the Children's Forum needs assistance. For the Child-friendly City program, it is the responsibility of all stakeholders, including the Banyumas Children's Forum which is included in the Banyumas Child-friendly City Task Force. The Banyumas Children's Forum is included in one of the institutional cluster indicators, which are responsible for realizing Child-friendly City. Therefore, to help realize a Child-friendly City, a Children's Forum has now been formed in 27 sub-districts throughout Banyumas, and it is being targeted to establish a Children's Forum in all villages. The activities of the Banyumas Children's Forum are monitored and evaluated directly by the Banyumas Regent as the supervisor and the Head of the Section for the Fulfillment of Children's Rights of the DPPKBP3A.

Abstract

Kota Tanpa Kumuh (KOTAKU) program is national program to increase infrastructure acces and basic service in urban slum area. Desa Sokaraja Kidul is one of the areas implementing KOTAKU program. The purpose of this research is to find out how the implementation of KOTAKU program at Desa Sokaraja Kidul using What’s Happening perspective by Ripley and Franklin. This research is using qualitative descriptive method. The results of this study indicate that the Implementation of Program KOTAKU (KOTAKU) in Desa Sokaraja Kidul based on dimensions in the perspective of What’s Happening by Ripley and Franklin hasn’t optimal. The following results of the research based on the perspective dimensions of What’s Happening: 1) The Profusion of actors, found that the role of actors at the community level such as BKM and KSM has not been optimal. 2) The Multiplicity and vagueness of goals, The purpose of the KOTAKU Program are understandable and implementing actors understand the program's purposes. 3) The Poliferatin and complexity of government programs, coordination and communication have been effective, policy changes that occur but didn’t have significant impact on the program implementation, Guidelines for program implementation have been made but actors at the community level are not aware of the guidance, the sustainability step in the implementation procedure has not optimally implemented. 4) Community Participation, the people of Desa Sokaraja Kidul support and participate in the implementation of the program. 5) Influencing factors, the funds allocated have not been able to solve all slum problems and social and cultural conditions are factors driving implementation while economic conditions are becoming obstacles to implementation.
