Abstract

The paradigm of village development is changing rapidly, so it needs the village government apparatus that can really adjust to the changing situation. The current government is paying very serious attention in efforts to reduce poverty in the village. This is done because with sustainable village development will provide benefits to improve the economy of the community, thereby impacting on improving the welfare of the community. Community participation in the development process is the main key to successful development implementation because it places the community as the driving force or as the subject of development not just as an object. Development with a participatory approach makes the community feel responsible for every process and results of development. The priority of village development has now been directed towards sustainable development goals (SDGs). BPD as a "parliamentary" institution in the village has a strategic position in creating the democratization process as well as being the spearhead of successful development. BPD must maximize its role in realizing participatory development patterns by designing development that is really the will of the community. This paper aims to examine the implementation of the functions of the Village Consultative Agency (BPD) in realizing the Village Sustainable Development Goals (SDGs). This study uses a literacy study approach.

Abstract

Pola pembangunan yang dilaksankan sejak Indonesia merdeka terus mengalami perbaikanseiring perkembangan jaman. Pada masa orde lama dan orde baru, pembangunan yangdilaksanakan di wilayah Negara Kesatuan Republik Indonesia lebih bersifat sentralistik. Sedangkanmemasuki era reformasi pola pembangunan sudah menerapkan kebijakan desentralisasidengan pemberlakuan aturan tentang otonomi daerah. Pembangunan nasional pada hakekatnyaadalah pembanguan yang dilaksanakan secara merata untuk seluruh masyarakat dan wilayahIndonesia. Pembangunan dilaksanakan bersama oleh masyarakat dan pemerintah. Masyarakatadalah pelaku utama pembangunan dan pemerintah berkewajiban mengarahkan, membimbingserta menciptakan suasana yang menunjang kelancaran proses pembangunan. Kegiatan masyarakatdan pemerintah harus saling mendukung, saling mengisi dan saling melengkapi dalamsatu kesatuan gerak menuju tercapainya satu tujuan yakni tujuan pembangunan nasional.

Abstract

Decentralization policy can actually bring this nation into two possibilities, namelychallenges and hopes. This means that if regional autonomy is well managed then it will bringsociety to progress, prosperity that is aspired together. This is caused by public participation willget a broad space. The people will be able to collect responsibility for welfare from their regionalheads. When this critical power and control gets stronger the emergence of the door to abuse ofpower can be prevented. But on the contrary if this is not managed properly it will be able tobring disaster to the community. As one component of accountability to the public, the RegionalGovernment is expected to be able to optimize spending carried out effectively and efficiently toachieve a better level of community welfare. The government carries out three main functions,namely the first function of allocation, namely the government allocates funds for economicresources in the form of goods or services. The second function is the distribution function,namely the function of the government in an effort to carry out equitable development, incomeand wealth, in order to reduce the level of inequality. The third function is the stabilizationfunction, which is the function of the government which includes defense of security, economyand monetary to maintain broad employment opportunities, price stability and economic growth.Planning will not be able to produce development in accordance with the aspirations of thecommunity if it cannot optimize community participation in the process of preparing the plan.Without utilizing community participation in a good and directed manner, the plans arrangedcannot be adjusted to the aspirations and wishes of the community. Community participation inthe preparation of the APBD must be given sufficient space so that community involvement inthe process of managing the regional budget is maximized so that it can improve the efficiencyand effectiveness of development. Decentralization policy by granting autonomous rights todistrict / city governments provides opportunities for regional governments to design andimplement policies which is indeed needed by the local community. Regional autonomy hasbrought the government closer to the community in terms of services and involvement in alldevelopment activities. The district / city government as an autonomous region has been givenwider authority to explore the potential of the region and to channel it to the interests of thecommunity to its full potential in realizing a prosperous society.

Abstract

National development has a multidimensional goal, one of which is to realize a democraticIndonesian society, because with a more democratic condition, it allows the public to be more open toparticipate in development in all fields. The development of faster and more complex developmentdemands all components involved in the development process and democracy able to realize what isthe goal of national development.Community participation in the development process in Indonesia in general is currently very low. Thecommunity is still reluctant to engage in a continuous manner in the entire process of developmentplanning, implementation and evaluation carried out by the government. This low participation is aresult of government policies that are still lacking in providing space for every citizen to participate indevelopment. The implementation of the Development Planning Conference (Musrenbang) starting atthe village level up to the national level is considered by some as merely a serimonial process. Nationaldevelopment based on community empowerment will be realized if the government has a strong desireto implement it. The government encourages and provides opportunities for the public to be involved inthis participatory pattern. This pattern makes the community more empowered and participates inenjoying the cake of economic growth resulting from the development process that is carried out.Quality economic growth makes development carried out by the government together with allcomponents of the nation able to improve the welfare of society at large in accordance with what is thegoal of national development itself. National development balanced with active community participation or empowered communities will produce a force capable of realizing national goalsaccording to their goals. Encouraging community participation in developing Indonesia from theregions will be realized if the government has a good desire to implement it. The government mustencourage and provide opportunities for the public to be involved in this participatory pattern. Thispattern makes the community more empowered and participates in enjoying the cake of economicgrowth resulting from the development process that is carried out

Abstract

The problem of poverty is still a threat to every government in the world. Thepoverty level will be used as an indicator in assessing the success of a ruling governmentregime. Even developed country that has abundant resources and capable technology wasstill keeping pockets of poverty in several corners of the region. The Poverty ReductionCommittee of the Republic of Indonesia gives the view that poverty is a condition wherea person or group of people, men and women, cannot fulfill their basic rights properly tofulfill and develop a dignified life.Maximum involvement of the community in the economic sector aims to providethe widest possible access to the community to contribute and enjoy the results of theeconomic growth generated. The economic system that involves many people in the economicprocess will be able to direct the economy of a region towards quality growth. Aparticipatory economy is one solution in handling the complexity of poverty. A powerlesssociety in the economy must be able to increase its source of income so that it ends inincreasing welfare in general. Community empowerment in the economy is very muchneeded in the development process especially in the economic field.The people’s economy which is an economics system that is most in line with Indonesian culture as stated in our country’s constitution must be truly implemented in achievingnational goals. MSMEs, Cooperatives and economic institutions belonging to the widercommunity must continue to be developed so that the community is more empowered inthe economic sector. The poverty reduction strategy by providing opportunities for thecommunity to enjoy the success of the economic sector will be able to reduce the amountof poverty widely. The participatory economy that has been successfully implemented ina region is believed to be able to lift the economy towards quality economic growth.

Abstract

Paradigma baru dalam mewujudkan tujuan nasional Indonesia adalah melaksanakan pembangunan dengan lebih terkonsentrasi pada daerah pedesaan. Pembangunan yang dilakukan di desa akan dapat memberikan dampak maksimal terhadap kesejahteraan masyarakat apabila seluruh prosesnya dilaksanakan secara partisipatif. Salah satu syarat utama pembangunan partisipatif adalah pembangunan yang melibatkan seluruh komponen masyarakat Partisipasi Masyarakat merupakan suatu proses dimana masyarakat, terutama mereka yang miskin sumber daya, kaum perempuan dan kelompok marjinal lainnya dapat diberdayakan agar mampu meningkatkan kesejahteraannya secara mandiri. Ini mengandung arti bahwa masyarakat diberikan peluang serta dorongan untuk memperbaiki kesejahteraanya secara aktif tidak hanya mengandalkan usaha dari pemerintah saja Pemberdayaan masyarakat merupakan syarat mutlak dalam mewujudkan pembangunan yang inklusif sehingga seluruh komponen masyarakat termasuk kaum termarjinalkan akan dilibatkan dalam seluruh proses yang dilaksanakan Pembangunan yang inklusif dapat dilihat pada proses perumusan kebijakan dan implementasinya yang melibatkan seluruh komponen masyarakat serta hasilnya dapat dinikmati oleh masyarakat secara keseluruhan. LPM sebagai Lembaga yang membantu pemerintah desa dan sebagai mitra pemerintah desa dalam pemberdayaan masyarakat perlu diperkuat karena memiliki peran yang sangat strategis dalam mewujudkan pembangunan partisipatif agar terwujud inklusifitas pembangunan di desa. Dalam hal ini LPM berperan memberdayakan masyarakat dalam setiap pelaksanaan kegiatan di desa.

Abstract

The development carried out in the village is currently undergoing increasingly rapid changes, so that village government officials are needed who can really adapt to chang- ing conditions. The village government must also be able to explore the potential of the vil- lage which can be used to increase Village Original Income (PAD), which leads to improving the welfare of all village communities. Community empowerment is absolutely necessary so that society becomes strong, especially in the economic field. Village Owned Enterprises (BUMDes) is an economic empowerment institution for rural commu- nities, this institution is a forum for village communities to strengthen the economy towards prosperity. It is hoped that the government will continue to strive to provide understanding to the village government of the importance of the existence of this economic institution in empowering village communities. Strengthening BUMDes institutions must be a priority by the village government, supported by all levels of society. Well-managed village business institutions will provide enormous benefits to the life of village communities. The community will receive benefits individually, especially those who are directly involved in this village business. In addition, BUMDes that are well managed will be able to increase village govern- ment finances used in village development to reduce poverty and at the same time improve community welfare. This paper uses a study with a literature study approach which aims to find out about the existence of BUMDes in Economic Development in Villages.

Abstract

The pandemic caused by the Corona Virus Diseases 2019 (Covid-19) outbreak has had a very significant impact on human life. This epidemic not only caused a health crisis but also had an impact on the economy and the pattern of human life. The policy on social distancing in Indonesia has changed the pattern of public services into services with an online system. The online service model makes people who are not accustomed to using internet infrastructure experience obstacles in accessing the services they need.Changes in service models as a result of the Covid-19 outbreak require the community and government to be able to adapt to a new life pattern or new normal. During the new normal period, the implementation of public services is carried out through restrictions on social interaction by implementing health protocols to prevent the transmission of Covid-19. The bureaucracy must be able to produce innovation and creativity to make it easier for the community to obtain services so that the Covid-19 outbreak does not become a barrier for the bureaucracy in carrying out its main function as a public servant.Online-based service innovations that are easily accessible and easily understood by the public will be able to give confidence to the public that the Covid-19 pandemic is not an obstacle in obtaining public services. The purpose of this paper is to examine the implementation of innovative public services during the Covid-19 pandemic using a literacy study approach.

Abstract

The budget policy made by the government in principle aims to fulfill the wishes of all levels of society. Budget processes and allocations must be oriented to the public interest. This implies that the budget preparation process should involve many par- ties ranging from planning to implementation. For this reason, it is expected that spending for the public interest gets a greater proportion than spending on the apparatus, because public spending is a government investment that is expected to improve people’s welfare. Participation of all people in regional budget politics is very necessary so that the region- al budget can be used optimally for the development of all the communities in the area. Realizing this participation is not an easy thing because there are still many members of the community who still consider the preparation of regional budgets only determined by officials of the ruling party. The community programs proposed in the Development Planning Consultation (Musrenbang) at the village level will sometimes disappear at the next level because they are not escorted by officials of the ruling party. This assumption is still developing in the community so that the desire to participate in regional budget poli- tics has decreased. This assumption must be eliminated in the midst of the community by all components of the government so that the people want to involve themselves in every process of the formulation of regional budget policies.Participatory of communities are needed in the process of governance and development. The United Nation Development Program (UNDP), an institution under the auspices of the United Nations which deals with the development of nations in the world, has even included community participation in one of the indicators or characteristics of good gov- ernance. This implies that the higher level of community participation in the governance and development process shows that the ruling government has carried out a good gover- nance process.The management of the regional budget by involving high participation from the commu- nity will be able to make all the planning made in preparing the regional budget can be achieved effectively and efficiently. In addition, participatory budget policy will be able to make all programs implemented can be manipulated by all levels of society because all communities feel they have been involved in the entire process. The successful implemen- tation of development in the region will lead to national development success

Abstract

This research focuses on determining, implementing, factors that affect implementation and their implications for the export performance of Bali Province towards the G20 destination countries during the Covid-19 pandemic. The research method used is qualitative research. The informants used are from officials and exporters as policy implementers, as well as forwarders and carriers as implicated group targets. The questionnaire was distributed to 100 respondents, with 97 returned questionnaires. Based on the results of observations and interviews, it can be concluded that the establishment of the Regulation of the Minister of Trade of the Republic of Indonesia Number 39 of 2020 as a mitigation response in minimizing the impact of the Covid-19 pandemic in the smooth flow of goods in export performance. The Bali Provincial Industry and Trade Office as the Issuing Agency of Certificate of Origin (SKA) and exporters jointly implemented the Regulation of the Minister of Trade of the Republic of Indonesia Number 39 of 2020 by implementing the ASnS system in the original SKA issued, so that the efficiency of the SKA process can be improved, the smooth flow of goods can be increased, and export demand from G20 countries during the Covid-19 pandemic to Bali Province can be realized.
