Abstract

Factors on Unified Theory of Acceptance and Use of Technology (UTAUT) are factors derived from UTAUT technology acceptance model, which is used to describe the factors that influence the acceptance of individuals on the implementation of a new technology in the enterprise. This study aimed to analyze the influence of UTAUT factors on E-retention with E-satisfaction as mediating variable. This study uses a quantitative approach with the total samples. The results showed that: (1) Performance Expectancy influences E-retention significantly, (2) Effort Expectancy influences E-retention significantly, (3) Social Influence influences E-retention not significantly, (4) Facilitating Conditions influences E-retention significantly, (5) E-satisfaction influences E-retention significantly, and (6) UTAUT Factors influence E-retention with E-satisfaction as mediating variable. However, the bigger impact is shown through the influence of UTAUT Factors on E-retention directly without going through the E-satisfaction.

Abstract

This research was driven by the COVID-19 pandemic which had an impact on changes in employee working arrangements. Prior to the COVID-19 pandemic, many employees worked from the office (WFO), however, after the pandemic, many employees had the opportunity to work flexibly (either working from home or other remote work). This adaptability is part of the Flexible Working Arrangement (FWA), which is being implemented in an effort to minimize the spread of COVID-19. Various studies have found that such work arrangements, even in public organizations, will continue to be adopted after the COVID-19 pandemic. Therefore, organizations must ensure that flexible working arrangements have a positive impact on their organization. One of the efforts that can be done is to evaluate from the perspective of proactive work behaviour. In this regard, the objective of this research was to determine the best effort for implementing proactive work behaviour in the implementation of flexible working arrangements. The study was carried out with a qualitative approach and data collection techniques through documentation studies. The results indicate that proactive work behavior can be achieved in the context of implementing flexible work arrangements by: 1) establishing appropriate flexible working policies, 2) providing adequate organizational support, and 3) paying attention to employee well-being

The National Police as part of a public organization that has the National Police Talent Management (MTP) program have also never conducted research related to the application of the talent management, even though MTP has been running for 6 years and problems are still found in its implementation. This article will discuss the concept of talent management, especially in the aspect of identifying key positions in the MTP placement pattern, the placement of Polri talent officers in the MTP program as well as the obstacles that occur in the implementation of MTP, especially the talent pool 2018 generation the HR function of the National Police Headquarters and the talents of the 2018 Police Force. The results of the study found 15 talents who had not been assigned to key organizational positions out of 38 existing talents, this will affect the motivation of the talents, as a result there will be a decrease in individual performance and not in accordance with the development plan Police talent. Then, the obstacles in the implementation of the MTP: first, the whereabouts of the talents of the National Police are still not fully known by the direct superiors or indirect superiors in the regional unit. Second, mentoring in the context of supervising and fostering Polri talents has not been optimal. Third, the evaluation process carried out is only administrative in nature, not a comprehensive MTP evaluation has been carried out.

Abstract

The Bali Regional Police (Polda Bali) is in charge of security and public order from various forms of security disturbances. This sense of security is a right for the people in the Bali Region. Moreover, Bali is one of the tourist destinations both local and foreign. Eradication of thuggery and illicit drug trafficking has been a priority program for the Bali Police since 2017. This program was created because previously acts of thuggery and illicit drug trafficking were very disturbing to the Balinese people. Illegal levies to small communities, street crimes that have resulted in loss of life and many Balinese people who are victims of illicit drug trafficking were the face of Bali before the anti-thuggery and drug programs. When this program is run, many changes have occurred until 2020. So that in 2021, this policy program is expected to continue to be a priority policy program for the Bali Police Chief. This is due to the enthusiasm of 97.9% of the 6,050 Balinese people who were the sample of the author's research, the tendency to still want the sustainability of this program. In addition, Balinese people tend to think that the success of eradicating thuggery and drugs by the Balinese police has been very good. This was also confirmed by community leaders from each district/city in Bali who said that the anti-thuggery and drug policy program needed to be maintained and improved.

Abstract

The plan to simplify the bureaucratic structure by streamlining the echelon system is one of the strategies and breakthroughs of bureaucratic reform in Indonesia that was implemented in the first period (2010-2014) and the second period (2015-2019) of Bureaucratic Reform. However, on the other hand, a survey issued by the World Economic Forum shows that Indonesia is still experiencing some difficulties with implementing bureaucratic reforms and has not effectively used the delayering process in its implementation. The purpose of this study is to examine and analyze bureaucratic reforms through delayering of government institutions in Indonesia. This research uses a qualitative type of research with the method of literature review. Researchers have found 15 peer-reviewed journal articles within five years (2017-2021) that follow the research topic, which is then studied and analyzed to obtain comprehensive findings. The results showed that government agencies in Indonesia generally have undergone bureaucratic reforms but have not led to a specific delayering process. The Civil Service (ASN) Law passed in 2014 has also supported the spirit of administrative reform. This shows that delayering within government institutions in Indonesia can provide effective and efficient changes that occur within the governance management of government institutions in Indonesia.
