Abstract

The training activities of Medium Term Village Program Plan (RPJMD) were conducted based on some problems of poverty and gender faced by the inhabitants of Kubu Karangasem Village. This training aimed to provide the capacity building in technical writing, elaborating, and analyzing of development planning problems faced by the village. In addition, it helped to alleviate the task of central and local government officials in producing good-quality RPJMD output by using the pro-poverty approach and gender equality as an effort of commitment by all parties in planning, budgeting, implementing, monitoring and evaluation of policy. The methods of activity used were training and mentoring in the preparation of RPJMD. The results of this activity showed that first the Kubu Village government officials were able to determine poverty indicators and conduct alternative analysis to solve the poverty problems faced by the inhabitants of the village. Second, the Kubu Village government officials were able to determine development planning budgets for women and children and also encourage women's involvement in planning and activities. Overall, the community-service activities succeeded in providing the knowledge and skills to facilitate the preparation of the RPJMD.

Abstract

RPJMDesa preparation training activities aimed at providing convenience in writing, analytical planning techniques and solutions to the problems faced by rural development, in particular villages are lagging as Lokasari village of Sidemen subdistrict, Karangasem. In addition, to help ease the task of national and local governments in order to generate output RPJMDesa quality and right on target. Activity methods used are in the form of training and guidance by referring to the analysis of alternatif plans and follow the trouble shooting on each field in the village unit with a participatory basis. The output of this activity first, village officials are very enthusiastic in learning the methods of preparation RPJMDesa being perceived as the new knowledge. Second, this method is easily prepared and applied in RPJMDesa. Third, village officials and community broaden the knowledge and scientific language that has not been previously known. Outcome activity is becoming a driving force and assisting consultants for villages that have not been independently.

Abstract

Anggota legislatif di Indonesia memiliki fungsi, hak yang seimbang dalam merepresentasikan kepentingan rakyat. Partai politik yang kadernya dipekerjakan di parlemen juga berkewajiban  mengontrol perilaku kadernya. Namun seringkali anggota legislatif yang tersandung kasus hukum,partai cenderung menghindar dan memecat kadernya begitu saja. Studi ini dilakukan untuk mencari informasi pengetahuan bagaimana pengawasan partai politik terhadap kadernya yang bekerja di parlemen. Studi ini difokuskan di Bali pada partai PDIP, Demokrat dan Golkar. Metode penelitian adalahdeskriptif kualitatif dengan eksplorasi analitis melalui informan yang terpilih. Hasil studi menunjukkan bahwa partai politik; PDIP, Demokrat, Golkar  pada dasarnya memiliki sistem pengawasan yang semuanya berada di fraksi. Terdapat tumpang tindih  peran yakni sebagai legislatif, kader partai, dan anggota pengawas, dan nampaknya anggota legislatif mengawasi dirinya sendiri. Sistem pengawasan Partai PDIP dan Demokrat bersifat institusionalis hirarkis. Namun Demokrat memiliki badan pengawas sendiri yang tidak independen. Sedangkan pengawasan Golkar bersifat non hirarkis dan fleksibel meskipun DPP (partai pusat) memainkan peran penting dalam penyelesaikan masalah yang terkadang tidak dapat ditangani oleh DPD (tingkat propinsi). Ditambah lagi ketiadaan peraturan yang jelas dan tegas membuat implementasi pengawasan dipartai politik menjadi tidak efektif.
