Abstract

Abstrak Jumlah pengguna teknologi telekomunikasi yang bertambah bisa menjadi penyebab menurunnya kualitas layanan. Hal ini membuat operator harus menjaga kinerja jaringan dengan cara drive test dan mengoptimasi jaringan secara rutin. Analisis data untuk mengetahui penyebab masalah yang terjadi dan solusi untuk mengatasi penurunan kualitas jaringan. Pada penelitian ini, dilakukan benchmarking (perbandingan) antar 2 operator 3G yaitu HCPT dan XL di daerah Jakarta dengan pembagian 3 rute, dan parameter pembanding yaitu RSCP (Receive Signal Code Power), Ec/No (Energy Chip per Noise), Call Setup Success Ratio (CSSR) dari perbandingan call attempt dan call setup, Call Drop Ratio (CDR) dari perbandingan call attempt dan call drop, Call congestion ratio (CCR) dari perbandingan call attempt dan block call. Dari hasil pengukuran, pada operator HCPT persentase RSCP  terbaik (-74 s/d 0 dBm) yaitu 61%, 70% dan 81%, persentase Ec/No terbaik (-6 s/d 0 dB) yaitu 49%, 28%, dan 40%, CSSR sebesar 99.14%, CDR 0%, dan CCR 0%. Sedangkan operator XL persentase RSCP terbaik 36%, 36%, dan 55%, persentase Ec/No terbaik 48%, 28%, dan 35%, CSSR 99%, CDR 2%, dan CCR 0.99%. Kata kunci: kinerja jaringan, 3G, benchmarking. Abstract The increasing of telecommunication technology users could be cause of decreasing the quality of service. This make operators have to maintain performance with drive test and optimizing the networks regularly. Data analizing to determine caused of the problems occured and solution to solve the decreasing of network quality problems. This research, would be benchmarking (compare) two 3G operators, HCPT and XL in Jakarta with 3 routes, and comparison parameters were RSCP (Received Signal Code Power), Ec/No (Energy Chip per Noise), Call Setup Success Ratio (CSSR) from compared call setup and call attempt, Call Drop Ratio (CDR) from compared call setup and call drop, Call congestion ratio (CCR) from compared call attempt and call block. From the measurement result, the best percentage of RSCP in HCPT (-74 to 0 dBm) were 61%, 70% and 81%. The best percentage of Ec/No (-6 to 0 dB) were 49%, 28%, and 40%, CSSR were 99.14%, CDR 0%, CCR 0%. For XL, the best percentage of RSCP were 36%, 36%, and 55%, percentage of Ec/No were 48%, 28%, and 35%, CSSR 99%, CDR 2% and CCR 0.99%. Keywords: network performance, 3G, benchmarking.
