Abstract

The development process in various sectors will certainly be accompanied by the emergence of impacts that can be in the form of positive and negative impacts. The results showed that in the Nira Nusa village community, the condition of mangrove tourism which was relatively short in age had a serious effect on the spirit of tourism management for the local community. The condition of tourism which began to be neglected after being hit by a hurricane in 2021 made the entrepreneurial spirit of the local community gloomy and could even be said to be no longer growing. In many of the data summarized by the researcher, there are several things that are sampled as part of the percentage of the impact, both positive and negative impacts. First, on environmental conditions, that the people of Nira Nusa village when managing the tour slowly began to realize and understand the cleanliness of their environment both in the internal scope of the house and outside the household or in the house area. This awareness is built slowly because some visitors accidentally enter their homes and ask for a temporary ride to ask for some necessities or shopping for something. Cleanliness then becomes important research in their tourism development. This condition certainly did not last long due to the lata attitude of the community, namely the spirit that was driven by the mere profit factor. After the presence of Ecotourism in the midst of the community, the spirit remains and even continues to exist because there is a positive value but on the other hand, researchers also found that this power does not last long due to the impact of damaged tourism, minimal visitors and damaged tourist facilities have an impact on their enthusiasm for entrepreneurship. Again Garbage is then left alone, the yard of the house is not properly organized anymore, and environmental cleanliness is not a routine agenda that is programmed in joint activities. In addition to the environmental impact, it is also seen from the social impact and economic impact. From the observations and analysis made, the researcher found two important things in the social field.

Abstract

Marginalized groups in underdeveloped regions still experience difficulties accessing public services. Co-creation of public service innovation is urgent to solve limited resources for providing public services to marginalized groups. This article aims to describe and analyze the type, influential actors, and influential factors of the co-creation of public service innovation for marginalized groups. This study applied a qualitative descriptive method with the research locus in the local governments of North Lombok Regency, Tojo Una-Una Regency, and Sorong Regency. Data were collected using in-depth interviews and FGD. North Lombok Regency was considered to have the most varied actors since they involved farmers group, trainers, non-governmental organizations, and the private sector to support the local government in co-initiating, co-designing, and co-implementing their innovations. Meanwhile, the Local Government of Tojo Una-Una Regency and Sorong Regency only involved the community in designing and implementing innovations. Further, the results of this study show that influential factors from several perspectives. From the government’s perspective, the local governments did not reflect the risk-averse but have shown an open attitude to co-creation. From the citizens’ perspective, concerns about the economic and health conditions of the marginalized people around them were their main motivation to participate in providing public services. Local governments should broaden the participation of actors to accelerate the target achievement.

Abstract

Tujuan penelitian ini adalah untuk mengidentifikasi dan mendeskripsikan faktor-faktor yang menghambat pengelolaan keuangan dana desa di Desa Ruku Ramba, Desa Nembo Ramba, Desa Waja Kea Jaya dan Desa Tonggopapa, Kecamatan Ende, Kabupaten Ende, Provinsi Nusa Tenggara Timur. Manfaat penelitian ini diharapkan dapat menjadi masukan bagi pemerintah dan masyarakat desa dalam mengelola dan memanfaatkan dana desa serta sebagai dasar kebijakan pengelolaan dana desa untuk mengatasi kendala dalam pengelolaan desa dan desa. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan pendekatan purposive sampling. Jenis data adalah data primer dengan responden adalah Kepala Desa, Sekretaris Desa, Kabag Pembangunan, Ketua RT dan Masyarakat Desa. Teknik pengumpulan data dalam penelitian ini adalah wawancara, observasi dan dokumentasi. Teknik dan analisis data yang digunakan adalah triangulasi, peer debriefing dengan mengacu pada catatan hasil yang ditemukan di lokasi sasaran penelitian. Berdasarkan hasil penelitian disimpulkan bahwa masih banyak kendala yaitu kendala dalam pengelolaan dana desa di lokasi penelitian diantaranya kendala sumber daya, kebijakan penganggaran, dan partisipasi. Ketiga hambatan tersebut dominan ditemukan di empat desa sasaran penelitian. Kendala sumber daya umumnya berasal dari pihak pengelola dan masyarakat, kebijakan anggaran terkait alokasi dan pengaturan regulasi yang bersifat restriktif, serta kurangnya partisipasi masyarakat dan aparatur dalam semua tahapan pengelolaan dana desa.

Abstract

Kelompok “Sinar Laut” di Desa Watukamba, Kecamatan Maurole, Kabupaten Ende, NTT yang memiliki semangat konservasi hutan mangrove. Berangkat dari keprihatinan terhadap masyarakat setempat akan hutan bakau di Desa Watukamba yang dalam situasi kritis dengan tingkat kerapatan rendah. Kelompok “Sinar Laut”sebagai kelompok konservasi telah berjuang untuk memperbaiki masalah hutan mangrove dengan menanam dan merawat mangrove di daerah mereka namun disisi lain mereka mengalami permasalahan tata kelola organisasi kelompok seperti: (a) pemahaman tata kerja organisasi, (b). Konsep kemandirian organisasi dalam menyusun program ketika mendapatkan dukungan dana dari pihak lain, (c). Kurang mampu membangun kesadaran kritis masyarakat sekitarnya mengenai pentingnya hutan bakau, (d). Kurang mampu mendorong dan mengembangkan organisasi sebagai alat dalam memperjuangkan solusi atas masalah-masalah yang dihadapi. Kelompok “Sinar Laut” telah melakukan usaha-usaha yang mengarah kepada perbaikan keadaan hutan bakau dalam kapasitas rendah dengan menanam anakan mangrove secara langsung tanpa melalui sebuah proses pembelajaran yang benar seperti proses sosialisasi, proses pengembangbiakan dan proses pengawasan. Kegiatan PKM mitra yang didanai Badan Pengelola Dana Lingkungan Hidup (BPDLH) melalui Program Dana Kesejahteraan dan Ekonomi Keberlanjutan Masyarakat Adat dan Komunitas Lokal (DANA TERRA) ini dilakukan bersama kelompok “Sinar Laut”. Pendampingan kepada kelompok “Sinar Laut” bersasar pada permasalahan-permasalahan yang dialami yakni tata kelola pengorganiasasian kelompok restorasi dan pengembangan potensi hutan bakau. Tim PKM Kemitraan bersama kelompok “Sinar Laut” berusaha memprakarsai PKM tata kelola organisasi kelompok dalam mendukung restorasi bakau yang berorientasi mendorong dan melindungi masyarakat Desa Watukamba dari berbagai dampak langsung dan tidak langsung. Dua solusi yang ditawarkan antara lain: (1) Pendampingan mitra terkait tata kelola pengorganisasian kelompok masyarakat menuju kelompok yang mandiri. (2). Pendampingan mitra terkait aksi penanaman bakau sebagai bentuk praktik nyata. PKM kemitraan ini menggunakan pendekatan berbasis kelompok masyarakat. Keterlibatan anggota kelompok adalah hal fundamental dalam program kemitraan ini. Kegiatan pendampingan juga melibatkan pemerintah desa setempat serta pemangku kepentingan terkait penyerbarluasan isu dan peningkatkan kesadaran masyarakat tentang pentingnya bakau.
