Abstract

This study aims to explain the gold mining in Gunong Ujeun, Aceh jaya by using the theories of Thomas Homer-Dixon of  the environmental scarcity, whether  in Gunong Ujeun mining can be categorized as a blessing or a disaster with a view of reality and phenomena  that exist  in  the field.  The  data  in  this  research was  obtained  through  literature  (library  research)  and  field research. The  results  showed  that  small-scale  gold mining  in  the  region Gunong Ujeun has many benefits, it is a blessing bestowed by the Almighty to the people, especially for people who do the mining. Since 2008 has been a lot of things are changing in the region District of Krueng Sabee, ranging from forests to watersheds in the river. The destruction of the forest will be an impact on other natural  resources  such as  soil cycles are no  longer  fertile, discoloration and quality of water, as well as damage to the fish that were in the river will die, and as a result of toxic mercury wastes are poured into the river. This caused conflict among the community. It is is a horizontal conflict   between migrant and  local communities. The cause of it, namely (1) frequent flooding aftermath of the mining (2) more difficult to get fresh fish and   the water has been  contaminated with mercury  and  cyanide.  (3)  government  agency  that  is  less  concerned with the environment (4) Control of natural resources by immigrant communities.  Keywords: Peoples Mining, conflict, environmental degradation.

Abstract

This research aims to explain about the policy taken by the government of Aceh Jaya in the management of the people of the gold mine. The data that is required in writing is obtained through library research and field. Library research done with how to read text books, legislation, and other reading material related to this research. While field research done by interviewing informants. The results of the study showed that the policy of the government of Aceh Jaya in gold mining management people in Gunong Ujeun has not satisfied. This is because there are still many cases of illegal mining and still many communities miners do not know about: Perbup that has been set by the government. The district government of Aceh Jaya should work more maximum in preparing gold mine people to improve PAD. Keywords: Policy, The Management of Natural Resources and Mining Gold People

Abstract

This research aims to explain about management and utilization of village funds in the community empowerment program in Gampong Gunong Meulinteung Panga Sub-district of Aceh Jaya. The data that is required in writing is obtained through library research and field. Library research done with how to read text books, legislation, and other reading material related to this research. While field research done by interviewing informants. The results of the study showed that the community empowerment program in Gampong Gunong Meulinteung Panga Sub-district of Aceh Jaya yet optimal. This is because there are still many obstacles that dhadapi by the apparatus of Gampong in running the program. community empowerment program that has been done by the Gampong Gunong Meulinteung namely (1) Simpan Pinjam Perempuan (SPP), (2) empowerment of the field of the Palm Oil Plantation (3) The Empowerment in the field of Agriculture (4) Sewing Empowerment Sewing (5) Empowerment of farming field. Of the five programs that run only three programs that sustainable development is the empowerment of the field of the Palm Oil Plantation, Empowerment in the field of agriculture and Empowerment of farming FieldKeywords: Community Empowerment, Utilization and Village Funds.

Abstract

 This study aims to analyze the forms of application of the rules of mining law written and the rules of mining law is not written related gold mining people in Aceh Jaya district. The research method used in this research is empirical law research method. The data in this research was obtained through literature (library research) and field research. The research literature is done by reading textbooks, legislation, and other reading materials related to this research. While the field research conducted by interviewing informants. The results showed that the process of gold mining of people in Gunong Ujeun Aceh Jaya District has occurred since 2006. There are various laws that have been established for the governance of gold mining in Gunong Ujeun people among which the rules of mining law written and the rules of mining law is not written. The rules of mining law include: (1) Aceh Jaya Regent's Decree Number 21 of 2011 on the Arrangement of People's Mining (2) Designing Qanun Related Mining by the Acehnese House of Representatives (DPRK) Aceh Jaya (3) Appeal from the Aceh Regency Government Jaya (4) Rules (Qanun) Gampong (Village). While the rules of mining law are not written consisting of (1) Women should not participate Mine (2) Thursday afternoon until Friday afternoon should not be active in gunong ujeun area (3) Giving alms for the construction of mosques every bring down the golden stone (4) Perform peusijuek process (flour) in the event of an accident or Conflict (5) Mutual help with one another.Keywords: Law, Mining and Mining People.
