Abstract

Abstrak--Penelitian ini bertujuan untuk menganalisis upaya-upaya Diplomasi Pertahanan Indonesia dalam meningkatkan kerjasama pertahanan Indonesia-AS periode 2012-2017. Hal ini dihadapkan dengan adanya ketidaksetaraan yang terdapat pada kerjasama pertahanan Indonesia-Amerika Serikat (AS) dengan masih diberlakukannya human rights vetting oleh AS terhadap Indonesia, dan juga isu-isu yang terjadi pada Indonesia dan AS baik internal maupun eksternal yang dapat mempengaruhi hubungan keduanya. Penelitian ini fokus kepada diplomasi pertahanan Indonesia dalam meningkatkan kerjasama pertahanan Indonesia-AS  periode 2012-2017 dengan dua karakter utama yaitu confidence building measures dan capacity building. Dalam menganalisa data, penelitian ini menggunakan konsep dan teori diplomasi pertahanan, kerjasama pertahanan, dan geopolitik. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif melalui teknik pengumpulan data wawancara dan tinjauan pustaka. Hasil penelitian menunjukkan bahwa dari ketujuh indikator diplomasi pertahanan dalam tatanan confidence building measures; empat indikator yaitu communication, consultation, transparancy, dan goodwill telah dilaksanakan dengan baik. Sedangkan tiga indikator yaitu economic CBM, socio cultural CBM, dan Political CBM belum dilakukan dengan maksimal. Oleh karena itu, diharapkan terdapat solusi untuk meningkatkan tiga indikator tersebut sehingga CBM dapat terbangun dengan baik dan kerjasama pertahanan kedua negara dapat meningkat. Kemudian, dari kedua indikator diplomasi pertahanan dalam tatanan capacity building yaitu kerjasama strategis dalam bantuan militer, dan pembelian alutsista dalam rangka meningkatkan kapabilitas pertahanan negara sudah dilakukan dengan baik oleh kedua negara.Kata Kunci: Diplomasi Pertahanan, Kerjasama Pertahanan Indonesia-AS, confidence building measure, capacity building Abstract--The research aims to analyze Indonesia Defense Diplomacy in enhancing Indonesia-United States (US) defense cooperation period of 2012-2017. It is confronted with inequalities in Indonesia-US defense cooperation shown by the implementation of human rights vetting by the United States against Indonesia, as well as issues that occur in Indonesia and the United States both internally and externally which may affect their relations. This research focuses on Indonesia defense diplomacy in enhancing Indonesia-US in two major characteristics; those are confidence building measures (CBM) and capacity building. In analyzing data, concepts and theories of defense diplomacy, defense cooperation, and geopolitics are used. The research applies qualitative-descriptive method, and several interviews and content analyses were used in data collection technique. The results indicate that four of seven indicators of defense diplomacy in confidence building measures; which are communication, consultation, transparency, and goodwill have been implemented well. Besides, another three indicators; economic CBM, socio cultural CBM, and Political CBM have not been well implemented. Therefore, solutions in improving these three indicators are needed to build the CBM and defense cooperation between the two countries. Furthermore, two indicators of defense diplomacy in capacity building, which are strategic cooperation in military aid and the purchase of major weapon system to improve defense capability, have been well implemented by both countries.Key words: Defense Diplomacy, Indonesia-US Defense Cooperation, confidence building measure, capacity building

Abstract

The government of Thailand under Prime Minister Prayuth Chan-o-cha hosted an informal meeting to have a discussion on Myanmar in Pattaya, 18-19 June 2023. The invitation was rejected by Indonesia, Malaysia, and Singapore because the meeting disagrees with the ASEAN's Five-Point Consensus issued to respond to Myanmar military coup d’etat in February 2021 and its after-effects. Apart from Thai Foreign Minister, only a few officials at a minister level attended the gathering, including Myanmar Foreign Minister, Than Swe; and Lao Foreign Minister, Saleumxay Kommasith. Brunei Darussalam, Cambodia, Vietnam, and the Philippines sent their representatives; and India and China were also present. Thailand defended its move, emphasizing that direct talks with Myanmar were necessary to protect Thailand because its territorial proximity with Myanmar had been creating refugee and border problems, and affecting badly their bilateral trade. The research seeks to explain whether Thailand promoting re-engagement between Myanmar junta and ASEAN is only based on the national interests of the country or there are other influencing factors, by focusing on Prime Minister Prayuth Chan-o-cha’s political track record and Thailand’s foreign policy under his government; and referring to hedging strategy. The research finds that the policy to re-engage Myanmar junta with ASEAN was influenced by the Prime Minister’s political interest, along with the need for Thailand to protect its national interests. Omnidirectional hedging strategy, in its relations with the US, China, and regional power house such as India, helps as well to explain the move Thailand made with regards to Myanmar and ASEAN.

Abstract

Abstrak -- Tulisan ini mengkaji penggunaan pesawat UAV dalam pengamanan wilayah perbatasan Indonesia-Malaysia, menganalisis Prosedur, Aplikasi, Infrastruktur, dan Data UAV Dittopad dan Skadron Udara 51 TNI AU serta kematangan Kesiapan (Preparedness), Pemahaman (Understanding), Gaya Manajemen (Command Style), dan Sistem Nilai (Ethos) UAV Skadron Udara 51 TNI AU dan Dittopad dalam menunjang interoperabilitas. Metode penelitian dengan menggunakan pendekatan kualitatif, dimana pengumpulan data dilakukan melalui wawancara mendalam, observasi peran serta dan studi dokumentasi. Untuk mengetahui kredibilitas data, dilakukan dengan teknik triangulasi. Hasil penelitian menunjukkan bahwa pertama, penggunaan pesawat UAV dalam menjaga wilayah perbatasan Indonesia-Malaysia dilakukan melalui kegiatan pengumpulan data, pengamatan udara, pengintaian udara, dan penentuan target. Kedua, Level of Information System Interoperability (LISI) di Direktorat Topografi TNI AD dan Skadron Udara 51 TNI AU dari segi prosedur, aplikasi, infrastruktur dan data yaitu Level 0 (Isolated Level) dari segi data, Level 1 (Connected Level) dari segi prosedur dan aplikasi serta Level 2 (Functional Level) dari segi infrastruktur. Ketiga, tingkatan Interoperability Maturity Model (OIM) baik dari aspek, Kesiapan, Pemahaman, Gaya Manajemen dan Sistem Nilai antara Direktorat Topografi TNI AD dan Skadron Udara 51 TNI AU dapat disimpulkan masih berada pada Level 1 (Ad hoc).Kata Kunci: Unmanned Aerial Vehicle, Pengamanan Perbatasan, dan Interoperability
